September 28, 1982 BAYFIELD COUNTY BOARD MEETING September 28, 1982 The meeting was called to order at 9:32 a.m.<by Chairman Edwin Renoos. The following members answered roll call: No. 1 Present - Thomas Gordon, Edwin Erickson, Walter Barningham, Carolyn Sneed, Clayton Beckman, William Carter, Charles Diamon, Fred Janz, James Stephenson, William Rave, Josephine McGowan, Larry Seidel, Harold Wickman, George Koval, Karl Ludzack, Edwin Renoos, Herbert Spears, Walter LaJoie. Absent - Russell McGillivray Present - 18 Absent - 1 TOTAL 19 No. 2 A prayer was led by Larry Seidel, Board Member, and the board recited the pledge of allegiance No. 3 Moved by LaJoie and seconded by Janz to dispense with the reading of the minutes of the previous meeting and approve of the minutes as written. Motion carried. The following report was read: No. 4 To: The County Board of Supervisors of Bayfield County on the hearing of the petitions to amend the Bayfield County Zoning Ordinance. The Zoning Committee of the Bayfield County Board of Supervisors, having held a Public Hearing pursuant to Section 59.97(5), Wisconsin Statutes, notice thereof having been duly informed of the facts pertinent to the proposed changes, hereby recommends that the petitions described as follows be approved: The Northeast One -Quarter (NEµ) of the Northwest One -Quarter (NWµ) , Section Twenty-four (24) Township Forty-three (43) North, Range Eight (8) West, Town of Cable be changed from Residential Two (2) Use to Agricultural One (1) Use. The parcel of land located in the Northeast One -Quarter (NE-4) of the Southeast One -Quarter (SEµ) , ,Section Seven (7) , Township Fortyyseven (47) North, Range Eight (8) West, more specifically described in Volume 292, P. 523, Register of Deeds be changed from Commercial Use to Residential Four (4) Use. Motion carried. tember 28. 198 ►T no 0 j1>rySfto n f4LAt'eS 5c.,�ecU�so r 'i � �sseSS�na The following resolution was read: No. 6 WHEREAS, The Wisconsin Department of Transportation is in the process of developing plans for the removal of the Drummond Overpass, and WHEREAS, The Bayfield County Highway Committee is interested in providing for the safety and well being of all'.users of highway facilities, and WHEREAS, The Bayfield County Highway Committee would like to recommend that the Department of Transportation in their plans for removal and reconstruction of the area of the Drummond Overpass consider incorporating into their design a multi -purpose addition:to the lanes of traffic, namely a walking, hiking, bicycle and snowmobile trail or an additional lane to accomodate the general public for the multiple use along said USH 63 in that area. BE IT THEREFORE RESOLVED, That the Bayfield County Board of Supervisors meeting in session this 28th day of September, 1982, approve the recommendation of the Highway Committee, and BE IT FURTHER RESOLVED, That the Bayfield County Board of Supervisors recommend to the Department of Transportation that they consider the request of the Bayfield County Highway Committee, and a copy of this Resolution be submitted to the District Director Donald Jorgenson and to the Secretary of the Department of Transportation Owen Ayres. The question was asked on the motion to adopt the resolution. Motion carried. The following report was read:` No. 7 TO THE HONORABLE BOARD OF SUPERVISORS OF BAYFIELD COUNTY: We, the undersigned Committee on Equalization of Bayfield County, after a careful examination of all evidence and data placed before us by the Supervisor of Assessments of said county and all other data at our disposal, do hereby agree that the following valuations set out after each taxation district are the correct valuations of the real and personal property of said county for the year 1982 and recommend that the county assessment of district values be made on said basis. The following resolution was read: No. 8 WHEREAS, The Bayfield County Courthouse employees receive State Retirement (10.5/), Social Security (6,7/ of their salary) and health insurance as part,of their fringe benefits, and WHEREAS, The Bayfield County, University Extension Faculty receive State Teachers Retirement (11.5/) in lieu of state retirement, and WHEREAS, The Bayfield County University Extension faculty because of their federal appointment participate in federal retirement in -lieu of Social Security for which they have been paying the employee share as well as the employer share (7%) and WHEREAS, The Bayfield County University Extension faculty carry their health insurance through the University of Wisconsin, and WHEREAS, It is the policy of the county to be fair and equitable with its employees, now, therefore, be it - RESOLVED, That the Personnel Committee recommends that the county pick up the employer share of the Federal Retirement (7/) on the county's share of the salaries of the Bayfield County University Extension Faculty in lieu of paying the employer share of Social Security. The following resolution was read: No. 9 WHEREAS, The--old-Bayfield County Jail is no longer in use, and WHEREAS, The building has had its usefullness, and WHEREAS, It is the recommendation of the Sheriff's Committee that the building be disposed of, and WHEREAS, The Executive Committee is desirous of disposing of the building to!.make way for a badly needed parking lot, and WHEREAS, It -is the opinion of the District Attorney that County Board action be taken, now therefore, be it RESOLVED, That the Executive Committee be authorized to advertise for bids to raze the old jail and construct that area into a parking lot, SIGNED: Seidel, Stephenson, Sneed, Ludzack, Carter, Renoos Moved by Gordon and seconded by LaJoie to adopt the resolution. A roll call vote was taken with the following results: No. 9h Ayes - Gordon, Erickson, Barningham, Sneed, Beckman, Carter, Diamon, Janz, Stephenson, Rave, McGowan, Seidel, Wickman, Koval, Ludzack, Renoos, Spears, Lajoie Nayes - None Ayes - 18 Nayes - 0 Absent - McGillivray Absent - 1 TO AL 19 Motion carried Sept.- a 28; 198-2 4. erun The following resolution was read: No. 10 WHEREAS, Chapter 374, Laws of 1981, published May 6, 1982, indicates that the legislature has found: A) that the creation of solid waste is an unavoidable result of the needs and demands of a modern society, B) that the proper management of solid waste is necessary to prevent adverse effects on the environment and to protect public health and safety, C) that whenever a site is proposed for the solid waste disposal, the nearby residents and the affected municpalities may have a variety of legitimate concerns about the location, design, construction, operation, closing and long-term care of facilities to be located at the site, and that these facilities must be established with consideration for the concerns of nearby residents and the affected municipalities, D) that local authorities have the responsibility for promoting public health, safety, convenience, and general welfare, encouraging planned and orderly land use development, recog- nizing the needs of industry and business,_ including solid waste disposal, and that the reason- able decisions of local authorities should be considered in the siting of solid waste disposal facilities; WHEREAS, Chapter 374, Laws of 1981, further indicates that the legislature has created a policy of, and process for, negotiation and arbitration between the applicant fora license to establish a solid waste disposal facility and a committee representing the affected municipal- ities; NOW, THEREFORE, BE IT RESOLVED, That Bayfield County, having received notification from KENNETH CLARK on July 1, 1982, that a solid waste disposal facility is proposed to be located on a parcel of land owned by the Town of Gingles located in the South One -Half (Sz) of the Southeast One -Quarter (SEµ), Section Twelve (12), Township Forty-six (46) North, Range Five (5) West, Town of Kelly, Bayfield County, does hereby resolve its intent to negotiate and, if necessary, arbitrate with the applicant concerning the proposed facility. Moved by Seidel and seconded by Diamon to adopt. Dave Lee, Zoning Administrator, was present to explain the resolution. The questions was asked on the motion to adopt. Motion carried. No. 11 Tom Anderson next addressed the board asking for the board to make a motion giving a blanket approval of all,the initial farmland preservation agreements to long term farmland preservation agreements and also approve all previously approved applications up to and including today into long term farmland preservation,agreements. The following letter was read: No. 12 State of Wisconsin, Dept. of Natural Resources Box 125 Brule, WI 54820 Sept. 3, 1982 Bayfield County Board Courthouse Washburn, WI 54891 Sept. 28, 1982 Dear Sirs: I am happy to report that the Mock Fire Exercise at Barnes went quite well.::As usual we found some opportunities for improvement and will be exploring various possibilities. I particularly want to note the participation of Sheriff Richard Fredericks, County Forester Bill Hepner, the Department of Social Services, the County Nurse, and Emergency Government Coordinator Sue Gatts. They all did a very fine job and,,added greatly to the overall effort. Bayfield County also has a fine core of hard working dedicated volunteer firemen that were out on the front lines protecting homes. As has been noted during the critique, of all real fires and mock fire exercises in Wisconsin, one of the,most critical shortfalls is the Volunteer Fire Department radio system. While many fire departments individually have good radios that are adequate for their local needs, they don't often have a coordinated core of six to eight portable radios for the various fire officers placed in critical. command situations. The Bayfield County Fire and Rescue As and Sheriff Fredericks are currently working on.the problem but could use the support of the Bayfield County Board. Sincerely, Arthur C.
