HomeMy WebLinkAboutCounty Board of Supervisors - Minutes - 12/16/1982December 16. 1982 SPECIAL MEETING OF THE BAYFIELD COUNTY BOARD OF SUPERVISORS December 16, 1982 The meeting was called to order at 8:05 p.m. by Chairman Edwin Renoos. The following members answered roll call: No. 1 Present - Edwin Erickson, Walter Barningham, Carolyn Sneed, Russell McGillivray, William Carter, Fred Janz, James Stephenson, William Rave, Josephine McGowan, Larry Seidel, George Koval, _Edwin Renoos, Herbert Spears, Walter LaJoie Absent - Thomas Gordon, Clayton Beckman, Charles Diamon, Harold Wickman, Karl Ludzack Present - 14 Absent - 5 TOTAL 19 No. 2 Larry Seidel, Board Member; led the board in a prayer and the board recited the pledge of allegiance. Harold Wickman arrived at this time. No.3 Moved by Rave and seconded by Barningham to dispense with the reading of the minutes of the previous meeting and to approve of the minutes as written. Motion carried. and be it The following resolution was read: No. 4 WHEREAS, There is an amount of $60,000.00 budgeted for revenues from land sales, and WHEREAS, This fund will be $288,426.00 after the :monies from the last land sale'are received, WHEREAS, Theee are funds needed to pay salary increases and budget overages, now, therefore, RESOLVED, That account no. 48631 (Profit.,.on Land Sales) of the 1982 Bayfield County Budget be amended to show revenues of $288,426,00 and be it further RESOLVED, That the contingency fund of the 1982 Bayfield County budget be amended to show a $278,426.00 appropriation. A roll call vote was taken with the following results: No. 4a Ayes - Erickson, Barningham, Sneed, McGillivray, Carter, Janz, Stephenson, Rave, McGowan, Seidel, Wickman, Koval, Renoos, Spears, LaJoie Nayes - None Absent - Gordon, Beckman, Diamon, Ludzack Ayes - 15 Nayes - 40 Absent - 4 TOTAL 19 Motion carried. The following resolution was read: No. 5 WHEREAS, Resolution No. 30 of the November 13, 1979, Bayfield Bounty Board Meeting, authorizes the Executive (Finance) Committee to transfer from the contingent fund of the county to any office, department or activity budget an amount not to exceed 10% of the amount originally appropiated, ands WHEREAS, There are certain budgets which have overspent their budgeted amounts, and WHEREAS, It is the opinion of the Executive Committee that the following overages be taken from the contingent account and transferred to these accounts, now, therefore be it No 10 AlDeo- s 1)Dr rn�L RESOLVED, That the Bayfield County Board of Supervisors in session this 16th Day of December, 1982, do hereby authorize the County Clerk, County Treasurer, and County Board Chairman to transfer the following funds to the following accounts to cover overages in these accounts: Acct. The question was asked on the motion to adopt. A roll call vote was tkan with the following results: No. 5a Ayes - Erickson, Barningham, Sneed, McGillivray, Carter, Janz, Stephenson, Rave, McGowan, Seidel, Wickman, Koval, Renoos, Spears, LaJoie Nayes - None Absent - Gordon, Beckman,.Diamon, Ludzack Ayes - 15 Nayes - 0 Absent - 4 TOTAL 19 Motion carried. Ik e Edward Pajala appeased before the board to thank the board for their contribution to B.A.R.T. and gave the board another update on the system. Pajala asked for the board's input on whether or not to raise the fares. It seemed to be the consensus of the board to increase the fares. Renoos then stated he needed a member of the county board to serve on the B.A.R.T. Board. Renoos nominated Josephine McGowan. It was moved by Seidel and seconded by Wickman to approve the appointment. Motion carried. The following resolution was read: No. 7 WHEREAS, There is an official printed county budget for each department, and WHEREAS, It appears that many budgets are overspend., and WHEREAS, It is statutory under s.s. 59.17 (3) that the county clerk "shall not issue any order for the payment of money for any purpose in excess of the funds appropriated for such purpose unless first authorized by a resolution passed by the county board under s.65.90(5)", and WHEREAS, It is the intent of the county clerk to enforce this statute, now, therefore, be �.t RESOLVED, That the county clerk notify all department heads, electbd officials and anyone else in charge of a budget, that there shall be no payment of money for any purpose in excess of the funds appropriated for such purpose unless authorized by a resolution passed by the December 16, 1982 county board.. Seidel suggested that copies of this resolution be sent to all department heads and people in charge of budgets. -ro: The following resolution was read: No: 8, G�eD WHEREAS, The Bayfield County Highway Committee has reviewed the report to the Governor Owen A,.ires from the Special Committee on Transportation Aids, and �-owe,�l 7ackson - �a'^�^�o WHEREAS, The Bayfield County Highway Committee has been informed that if the -}Transportation Sune�a'ontcku n • _ J Aids formula is adopted as proposed, Bayfield County could lose approximately.c'O'/ of its State Transportation Aids in 1984 and an additional 13/ in 1985, and WHEREAS, The Bayfield County Highway Committee is greatly disturbed, as extreme efforts have been made to control costs during economically distressed times only to be penalized under the new proposed formula for holding the line on costs, and WHEREAS, The proposed reduction in Transportation Aids would created a severe hardship on the residents, taxpayers, and users of our Highway System by transferring the burden of maintain- ing Highways to the Real Estate Tax in Bayfield County, BE IT RESOLVED, THEREFORE, That Bayfield County Board of Supervisors oppose the new proposed Transportation Aids formula, and BE IT FURTHER RESOLVED, That a copy of this Resolution be forwarded to the Governor Lee Dreyfus, Governor -elect Anthony Earl, Secretary of the.Department of Transportation Owen Ayres, Secretary -elect Lowell Jackson, Senator Dan Theno and Representative June Jaronitzky, and BE IT RESOLVED FURTHER, That the Transportation Aids. -formula be revised to provide a more equitable distribution of Transportation Aids to the rural Counties. "� The following resolution was read: No. 9 iVoryr�i WHEREAS, Reinhart Deutsch is the engineer and custodian of the former Pureair Sanatorium and is the operator of the sanitary system located on said Pureair Sanatorium Property which is operated to provide services for the Port Superior Complex., and and WHEREAS, It is necessary to have a certified sanitary system operator on duty at all times WHEREAS, The salary of Mr. Deutsch is $7.04 per hour, and WHEREAS, Mr. Deutsch is paid at the rate of 8 hours per day, 5 days per week, and WHEREAS, The Personnel Committee has considered the request of Mr. Deutsch to increase his salary from $7.04 per hour, and WHEREAS, The committee believes that the request is a fair and reasonable request, now, therefore, be it RESOLVED, That the salary of Mr. Reinhart Deutsch be increased from $7.04 per hour to $7.57 per hour effective January 1, 1983.
