I�- The meeting was called to order at 9:30 a.m. by Chairman Edwin Renoos. The following members answered
roll call: No. 1
Present - Thomas Gordon, Edwin Erickson, Walter Barningham, Carolyn Sneed, Clayton Beckman, James Nelson,
Charles Diamon, Fred Janz, James Stephenson, William Rave, Josephine McGowan, Larry Seidel,
Harold Wickman George Koval, Karl Ludzack, Edwin Renoos, Glenn Spears, Walter LaJoie

A prayer and pledge of allegiance were led by Larry Seidel, board member.
No. 3
Moved by Spears and seconded by Barningham to dispense with the reading of the minutes of the previous
(meeting and to approve the minutes as written. Motion carried.
i., The following resolution was read: No. 4
WHEREAS, Mr. William Carter, of Iron River, has resigned as a member of the Bayfield County Board of
Supervisors, and
WHEREAS, His resignation was accepted by the County Board on February 1, 1983, and
WHEREAS, County Board Chairman Edwin Renoos has appointed Mr. James Nelson of Iron River, Wisconsin,
to fill the unexpired term of Mr. William Carter, and
WHEREAS, 59.03(e) states that the County Board Chairman may, with the approval of the board, appoint a
person to fill the unexpired portion of the term of the person being replaced, now, therefore, be it
RESOLVED, That the Bayfield County Board of Supervisors, in session this 19th day of April, 1983, do
hereby approve of the appointment by County Board Chairman Edwin Renoos of James Nelson of Iron River to
fill the unexpired term of office of William Carter of Iron River, as a member of the Bayfield County Board
of Supervisors.

Moved ty Seidel and seconded by Ludzack to adopt the resolution. Motion carried.

Renoos informed the board that he wasogoing to appoint Jim Nelson to the Unified Services Board to
replace William Carter.

The election of the Highway Committee was discussed. The Board had previously past a motion stating that
the Highway Committee shall be elected to a two year term to be elected in the same year as the county board.
Renoos asked if this was still the wish of the members that the Highway Committee should remain the same
until a new county board is elected. It was the consensus of the board that the committee should remain
the same.

County Zoning Ordinance
The Zoning Committee of the Bayfield County Board of Supervisors, having held a Public Hearing pursuant
to Section 59.97(5), Wisconsin Statutes, notice thereof having been duly informed of the facts pertinent to

the proposed changes, hereby recommends that the petitions described as follows be approved:
The Northeast One -Quarter (NE4) of the Southeast One -Quarter (SE4), Section 20, Township 47 North,
Range 8 'West, Town of Iron River be changed from Residential One (R-1) Use to Industrial (I) Use.
The parcel of land located in the West One -Half (w2) of the Southwest One -Quarter (SW4), Section 16,
Township 50 North, Range 4 West, Town of Bayfield, more particularly described in Volume 287, Page 217, Reg=
ister of Deeds be changed from Forestry One (F-1) to Residential -Recreational Business Use.
The Northeast One -Quarter (NE4) of the Northeast One -Quarter (NE4), Section 30, Township 47 North,
Range 8 West, Town of Iron River be changed from Forestry One (F-1) Use to Residential One (R-1) Use.

The following amendatory ordinance was read: No. 8
The Bayfield County Board of Supervisors ordains as follows:
That the Bayfield County Zoning Ordinance, adopted June 1, 1976, be and the same, is hereby amended
so that as amended, the Northeast One -Quarter (NE4) of the Southeast One -Quarter (SE4), Section 20,
Township 47 North, Range 8 West, Town of Iron River is changed from Residential One (R-1) Use to Industrial
(I) Use.
The parcel of land located in the West One -Half (WZ) of the Southwest One -Quarter (SW4), Section 16,
Township 50 North, Range 4 West, Town of Bayfield, more particularly described in.,_Volume 287, Page 217,
Register of Deeds is changed from Forestry One (F-1) to Residential -Recreational Business (R-RB) Use.
The Northeast One -Quarter (NEI) of the Northeast One -Quarter (NE4), Section 30, Township 47 North, Range
8 West, Town of Iron River, is changed from Forestry One (F-1) to Residential One (R-1) Use.

NO. 9
Tom Anderson, Extension Agent, next approached the board updating them on the Extension Program and
Agriculture Program.
NO. 10
Fred Janz, board member, next=.spoke to the board regarding his recent trip to Washington, D.C. Janz
stated that delegates from 37 states attended. He stated that two main problems were discussed, that being
the fact that many people in the University system are_retirng and that there is the problem of getting
qualified people to replace them. The second problem discussed was a proposal to have U.S.D.A. funds go
Ito the state government instead of the university.

Margaret Stuber, 4-H Agent, next addressed the board giving an evaluation on the Bayfield County
Fair.
:. The following resolution was read: No. 12
WHEREAS, The County Land Sales Committee was given "the authority to give preference to the former
owners who apply for the purchase of lands lost through delinquent tax proceedings", and

WHEREAS, This authority was given by the Bayfield County Board by ordinance on November 12, 1947, and
in reinstated on April 16, 1957, and
WHEREAS, A parcel of land in Government Lot 5, Section 26, Township 47 North, Range 9 West, owned jointly
Robert and Evelyn Denny was taken by tax deed, and
WHEREAS, Robert and Evelyn Denny were granted permission to redeem said property as former property
s, and
WHEREAS, Unknown to Evelyn Denny , said title to property was given to Robert Denny, who is now deceased,
WHEREAS, Both Evelyn and Robert Denny were of the impression according to the affidavits that the deed
been issued to them as former owners and -in point tenancy rather than to Robert Denny, alone, and
WHEREAS, The District Attorney has recommended to the Lands Committee to allow the issuance of a correcte

WHEREAS, The Land -Sales Committee recommends to the Bayfield County Board of Supervisors this 19th day
April 1983, that a corrected deed be issued to Robert Denny, and Evelyn Denny7,, i ow, therefore, be it
RESOLVED, That a corrected deed for a ---parcel of land in Government Lot 5, Section 26, Township 47 North,

The following resolution was read: No. 13
WHEREAS, 111.33 of the Wisconsin Statutes prohobits employment descrimination on the basis of age
against any individuals who are between the ages of 40 and 70, and
WHEREAS, It is the opinion of the Personnel Committee that employment for Bayfield County employees
�4 should cease at the end of the quarter in which the employee attains the age of 70, now, therefore, be it
7 RESOLVED, That the Bayfield County Board of Supervisors assembled this 19th day of April, 1983, do
hereby establish that all employment with Bayfield County terminate at the end of the quarter that said
employee attains the age of 70 years.

The following resolution was read: No. 14
WHEREAS, The Personnel Committee has been negotiating with the General Drivers Union Local No. 346
representing the Bayfield County Highway Department, and
WHEREAS, They have come to a tentative agreement on a new contract, and
WHEREAS, It is the opinion of the Personnel Committee that the agreement is a just and reasonable one
and recommends to the county board for approval of said contract, now, therefore, be it
RESOLVED, That the following items be added to a new contract for 1983 for the Bayfield County Highway

1. Retroactive benefits and wages to 1/1/83 plus retroactive language from the 1983 AFSCME Courthouse
contract.
2. Sick Leave - Increase by 10 days to 82 days.
3. Uniforms - A) The county will provide and wash two pair of coveralls for one janitor and will provid(,
and wash coveralls for two mechanics and one machinist welder.
B) The County shall furnish 11 additional sets of rainsuits for outside employees. Each rain suit shall)
be signed for upon issuance and any request for replacement shall be approved by the Highway Commissioner.
Before a replacement suit is issued, the old rainsuit shall be turned in--to-the shop foreman.
4. The present dues check article shall provide for a fair share agreement. January 1, 1983 - grandfath(
5. Suspension and Dismissal for "just cause" in place of "good faith".
6. Wages - January 1, 1983--32% of the 1982 weighted average hourly rate of $7.47. June 1, 1983 --
2 3/4% of the 1982 weighted average hourly rate of $7.47. Subject to verification of the weighted average
of all employees in the unit to be furnished by Jim Strom to Roy Niemi the % formula is 312% of the 1982
weighted average for January 1, 1983, and 2 3/4% for June 1, 1983.
BE IT FURTHER, RESOLVED, That the County :Clerk is authorized and directed to sign said contract and to
start making payment of same as soon as a signed contract from the Union is received.

Walter LaJoie, County Board Member, next addressed the board asking for a donation for the Wisconsin
State Fire Chiefs Association 1983 Conference to be held June 16-19 -at Mt. Telemark, Cable, Wisconsin.
A motion was made by LaJoie and seconded by Barningham that the county donate $100.00 to the Fire
Chiefs' Association, the money to be taken from the contingency fund.

WHEREAS, Salary increases for the courthouse union and elected officials and department heads have

The following resolution was read; No. 17
WHEREAS, In the process of negotiating with the AFSCME Union the .cwa.nting of a mileage allotment of
230 per mile was approved, and
WHEREAS, In the preparation of an agreement with the Department Heads and Elected Officials, this mile
increase was not included, and
WHEREAS, It is the opinion of the Personnel Committee to keep all benefits the same for all persons em-
ployed by Bayfield County, now, therefore, be it
RESOLVED, That the mileage paid for the use of an employee's automobile for all department heads and
elected officials be increased from 220 per mile to 230 per mile to be consistant with the Afscme Union
contract.

At this time, Edwin Renoos, Co. Bd. Chairman, appointed Jim Nelson to serve on the Executive Committee,
the County Aging Unit, and Social Services Committee to fill the unexpired term of William Carter.
The following resolution was read: No. 19
WHEREAS, Mr. George Phillips of the Wisconsin Department of Natural Resources camebefore the County
Board on February 1, 1983, and
WHEREAS, He informed said County Board of Supervisors that there had been a request to change the name
of Mud Lake in Section 26 and 35, T44N, R7W, to Sugar -Bush Lake, and
WHEREAS, There has been no opposition to said name change, now, therefore, be it
RESOLVED, That the name of Mud Lake located: in Section 26 and 35, T44N, R7W, in the Town of Drummond
be changed to Sugar -Bush Lake.

On November 23, 1982, I appeared on behalf of E.I. DuPont Denemours and Company along with Attorney Robert
Spears who appeared on behalf of Eliason Relaty of the North Inc. at your Bayfield County Board of Super-
visors meeting concerning a change in the zoning of the E. I. DuPont- DeNemours & Company property. At that
meeting the property located in Section 19, Township 48 North, Range 4 West and Section 23, Section 24,
Section 25 and Section 26, Township 48 North, Range 5 West, Town of Barksdale was changed from Forestry
One (1), Agricultural One (1), and Residential One (1) uses to Residential -Recreational Business Use,
"conditioned upon the change of ownership of the aforementioned property from DuPont to Eliason Realty".
n accordance with a real estate option agreement entered into between the parties, Eliason was to exercise
he option at any time on or before February 28, 1983, and this letter is to notify all parties that DuPont
as not received any written notice of the exercise of said option by Eliason. Accordingly, since the
ption was not exercised and the fact that the request for zoning change approved by the Board of Supervisors
as conditional upon change of ownership of the property from DuPont to Eliason Realty, it is our understand-
ng that the zoning change as approved by the Bayfield County Board of Supervisors on November 23, 1982,
