The following members answered roll call: I\b.1 Present - Thomas Gordon, Edwin Erickson, Walter Barningham, Carolyn Sneed, Russell McGillivray, James Nelson, Charles Diamon, James Stephenson, William Rave, Josephine McGowan, Larry Seidel, Harold Wickman, George Koval, Karl Ludzack, Edwin Renoos, Herbert Spears, Walter LaJoie Absent - Clayton Beckman, Fred Janz Present - 17 Absent - 2 Total 19 No. 2 A prayer w."as I"ed by Larry Seidel and the Pledge of Allegiance was recited by the board. No. 3 Moved by Diamon and seconded by Gordon to dispense with the reading of the minutes of the previous meeting. Motion carried. The following resolution was read: No. 4 WHEREAS, Section 59.07(142) of the Wisconsin Statutes provides that upon adoption of a resolution, the Count Board may enter into an agreement and seek fundin " under Section 165.91 of the Wisconsin S w' y y g g Statutes with an, -Indian tribe whose tax-exempt reservation is located in the county to establish a cooperative county -tribal law enforcement program to provide law enforcement services on the reservation; and WHEREAS, The Red Cliff Band of Lake Superior Chippewa Indians is an Indian tribe whose tax-exempt reserva- tion is located within Bayfield County; and WHEREAS, It is the judgment of the Bayfield County Board that the proposed agreement attached hereto between Bayfield County and the Red Cliff Tribal Council for the provision of law enforcement services on the Red Cliff Indian Reservation will be in the public interest and will promote public safety in Bayfield County and on the Red Cliff Indian Reservation; now therefore be it RESOLVED, That Bayfield County enter into said agreement with the Red Cliff Tribal Council, and seek funding to effectuate said agreement under Section 165.9-1. of the Wisconsin Statutes. and be it further RESOLVED, That the Bayfield County Board Chairman and the Bayfield County Clerk are authorized to sign said agreement on behalf of Bayfield County. Moved by McGowan and seconded by Gordon to adopt the resolution. Fred Janz arrived at this time. Sheriff Dick Fredericks gave a brief explanation of the resolution to the board. The question was asked on the motion to adopt the resolution. Motion carried. The following correspondence was read: No_ 5 Mr. James Strom Courthouse (Washburn, WI 54891 ear Jim: As per Resolution No. 27 dated August 10, 1983, the Highway Committee has acted and requested quotations for the furnishing of a full size 4 door sedan for the Highway Department. Quotations were solicited from five area automobile dealers. - September 27, 1983 A copy of the quotation request is enclosed for your convenience, listing basic minimum requirements. Copies of all quotations received are also enclosed for your convenience. The Highway Committee has tabled taking any action on the acceptance of any of the quotations and would like to refer the matter back to the County Board for the September 27 meeting. The reason being that no funds were allocated or appropriated for the purchase of an automobile. The Committee feels that if a quotation is accepted that the funds should be transferred to the Highway Department and purchased through the Highway Committee. with the Highway Committee having authority over the vehicle as all other vehicles and equipment in the Highway Depart- ment. Renoos gave a synopsis of the action taken on the matter at the last meeting regarding the purchase of a Ivehicle. Erickson suggested to readver.tise for bids. Janz stated that the main concern right now is where the money for the purchase of the car is going to come from. No. 6 Mark Mueller, N.W.R.P.C., was next on the agenda to speak to the board on the Solid Waste Manage - Mueller explained that thisstvdy would by an analysis of existing sites in the county, an analysis of the volumes of solid waste produced and to see that the DNR codesare fulfilled at the sites. Mueller stated the total project would cost $22,000; however, grants are available from the DNR for 2 the cost, leaving $11.,000. The county share of that would amount to $5,500. This could be paid with in -kind services. Moved by Stephenson and seconded by McGowan to enter into the Solid Waste Management Agree- ment and to start the application for the grant. The following petition was read: No. 9 The undersigned, being the owners of all of the frontage of the Lots and I.ands abutting North Avenue and Green Street, either within or along the Plat of Birch Grove, Town of Barksdale, Bayfield County, State of Wiscon- sin, hereby petitions the Bayfield County Board, pursuant to Sections 236.445 and 66.296, Wisconsin Statutes, to discontinue and abandon Green Street and North Avenue of the Plat of Birch Grove, Town of Barksdale, Bayfield County, -State of Wisconsin. No.1O An update on the computor consortium was given by James Strom, Clerk. At this time, Chairman Renoos asked the board iif it was their feeling that when there are few items on the county board agenda, as in this case, if the county board meeting should be rescheduled until there is a full agenda. The concensus of the board seemed to be that the meeting should be rescheduled. No. 11 Moved by Erickson and seconded by Sneed to adjourn. Motion carried.
