MEETING OF THE
BAYFIELD COUNTY BOARD OF SUPERVISORS
August 7, 1984
9:30 a.m.
The meeting was called to order at 9:30 ar�m. by Chairman Renoos. The following members answered roll
call: No. 1

The board recited the pledge of allegiance.

Moved by LaJoie and seconded by Gordon to dispense with the reading of the minutes of the previous
ng and to approve of the�minutes as written. Motion carried.
Ludzack, Beckman, and Koval arrived at this time.
No.. 4
Bill Lewis, a computer consultant hired by the computer consortium, was first on the agenda to speak
to the board.
Lewis started by informing the board of the consortium's progress and that thej-eonsortium is composed
of Bayfield, Sawyer, Washburn, Burnett, and Price Counties. Lewis stated that the idea of the consortium was
for various counties to share in the expense of a system study to determine how they can use a computer I
system in their government operation.
Lewis stated that he does not represent any vendor.
Lewis stated that some of the things the consortium looked for in a computer were the personnel
requirements, the site requirements,compatable software, and the cost of communications if the system has
leased lines.
McGillivray arrived at this time.
Lewis further stated that the consortium narrowed the'choices of computer systems down to three:
1) I.B.M. 2) to'hook up with W.I.T.T. in Superior 3) Hewlett Packard.
Lewis stated that the other computer systems were eliminated because of improper software and the cost.
The consortium viewed . each system and thought-th.- Hewlett Packard system was the best.
Lewis stated the Hewlett Packard system looked better, was more logical, and -was the only system that
their minimum requirements.
Lewis went on to say that Batron, Pierce, St. Croix, Dunn and Eau Claire Counties have this system.
He went on to say that the system in Eau Claire County has been working for 10 years and just now they have
to up date it.
Lewis informed the board that with the cost of the system you must -expect these costs: the hardware,
software, personnel, site preparation and any hidden cost s.
Lewis handed out a cost summar�to the board for their review
Renoos questioned a micro system.
Lewis stated that software was a problem with the.-ticro system; however, it is possible to develop
the software yourself, but the cost would be extremely hard to estirrate--almost an unknown.

Moved by Jacobson and seconded by Koval to recommend to the Finance Committee to acquire the Hewlett
Packard computor system by placing the amount needed into the 1985 budget.

Bill Bussey, D.A., next spoke to the board regarding the oil and gas leases. Bussey stated that
o is still interested in leasing more land. Texaco is also interested in leasing land, and Transcontin-
ental is interested in leasin�county forest land in the Towns of Barnes and Hughes.
Bussey stated that the DNR has come out with a model agreement for the purpose of leasing county forest
Bussey updated the board on the lease agreements with Texaco.. He stated that they were not willing
o: go to.a 5 year term of the lease; exclude storage rights on the land; or to be bound by future county
regarding oil and gas exploration. He further --stated that they would be willing to share any
nformation they may have pertaining to the oil and gas leases; however, it was not to be disclosed to
nyone else, which Bussey stated would be the only purpose we would want that type of information.
Renoos stated that he had a recommendation from the U.W.' Madison to make sure there is a hold harmless
_- in the lease and that there should be competitive.bidding on the leases.
Spears moved that it be recommended to the Executive Committee that they consider this option to
ease county forest.land and to negotiate a higher price for the leases. There was no second to the motion.
Benchmark Oil representative Bob Parish was present to say that their company is interested in leasing
aT,tinerftl rights that the county owns -in the arm -as of 45 N to 48 N running east and west and 8 W to 6 W
nning north and south. He stated this was just an approximate. Parish further stated that their terms
e very similar to Texacols.
This ended the discussion on the gas and,oil leases.

The Zoning Committee of the Bayfield County Board of Supervisors, having held a Public Hearing pursuant
o Section 59.97(5), Wisconsin Statutes, notice thereof -having been duly informed of the facts pertinent to
e proposed change, hereby recommends that the petition described as follows be denied:

WHEREAS, The Bayfield County Highway Committee has reviewed the request of Robert Rasmussen for the
purchase of excess CTH R/W in the SE! NWI Sec. 21-43N-6W, Town of Namakagon; and

WHEREAS, It has been determined that the excess R/W is no longer needed for CTH Purposes; and
WHEREAS, It has been deemed to be intth&.Dbest interest of Bayfield County to offer for sale to the
highest bidder the excess R/W described above; and
WHEREAS, The Bayfield County Highway Committee recommends to the Bayfield County Board of Supervisors
N that all that part of the parcel of land described in Volume 160, Page 558 of the records of the Bayfield
County Register of Deeds which lies south of a line parallel to, 75 feet distant from, and to the south
of the center line of CTH I'M" and southeast of a line 'parallel to, 33 feet distant from, and to the southeast
of the center line of a town road, formerly known as CTH I'D", that this excess R/W in the SE! NW! Sec. 21,

T43N R6W, Town of Namakagon along the south side of CTH I'M" be offered for sale with a minimum acceptable
bid of $3,500.00;
NOW THEREFORE BE IT RESOLVED, That the proceeds from the sale of the property be deposited in the
County Highway Fund according to the provisions of 83.08(4) of the Wisconsin Statutes.

WHEREAS, Chequamegon Telephone Company has made a request to purchase ten (10) acres of land at the
Iron River Gravel Pit location for the construction of a microwave tower system, and
WHEREAS, The Bayfield County Highway Committee has reviewed the request of Chequamegon Telphone

Company for the purchase of ten (10) acres in Sec. 18 T47N, R8W, Town of Iron River, and
WHEREAS, It has been deemed in the best interest of Bayfield County to offer for sale to Chequamegon
Q�l ITelephone Company the land request at the appraised value, and

WHEREAS, The Bayfield County Highway Committee recommends to the Bayfield County Board of Supervisors
that all that parcel of land beginning at the SE corner of the SWI of the SE! thence westerly a distance

of 660 feet, thence northerly a distance of 660 feet, thence easterly a distance of 660 feet, thence
southerly a distance of 660 feet back to the point of beginning and containing ten (10) acres being a
part of Sec. 18, T47N, R8W,

The following resolution was read: No. 10
WHEREAS, There is a proposal before the Wisconsin Board of Agriculture to investigate the feasibility
of moving the Regional Animal.Health Laboratory located at Barron to the Veterinary School facilities at
River Falls, and
WHEREAS, The Regional Animal Health Laboratory at Barron has provided convenient and efficient service

to the Bayfield County animal agricultural industry, and
WHEREAS, The River Falls facility would be in close proximity to the University of Minnesota Veterinary
Facilities,
BE IT THEREFORE RESOLVED, That the Bayfield County Board of Supervisors state support for maintaining
the current facility at Barron, Wisconsin.
BE IT FURTHER RESOLVED, That a copy of this resolution be sent'to the Wisconsin Secretary of Agriculture
and to the Wisconsin Board of Agriculture.

Farmland Preservation Law, Chapter 91 of the Wisconsin Statutes, and

The following resolution was read: No. 12
WHEREAS, The Wisconsin Act 398 was signed into law on May 2, 1984, and
WHEREAS, The law requires the County Board in each County to designate an agency within that County to
receive reports of -elderly abuse, the Bayfield County Board of Supervisors in session this 7th day of
August, 1984 recommends that the Bayfield County Department of Social Services be designated as the
lead agency to receive reports of elderly abuse and implement the provisions of the law.

The following resolution was read: No. 13
WHEREAS, On October 26, 19837 the Wisconsin Legislature�-_amended Section 346.03(3) to read that a marked
police vehicle may use a visual signal by means of a blue light and a red light which are flashing,
oscillating or rotating, and
WHEREAS, The majority of police vehicles operating in Wisconsin are making a gradual oha'ng---over to the
red and blue combination, and
WHEREAS, The color blue has been proven to command the fastest reaction time, and
WHEREAS, More than 50% of the states now us-, red and blue light combinations or blue lights on police
vehicles, and
WHEREAS, A gradual change -over to the blue lights will not create a financial burden on Bayfield County,
now, therefore, be it
RESOLVED, That the Bayfield County Sheriff's Department vehicles be equipped with the red and blue light
combination.

Moved by Ludzack and seconded by Wickman to adopt. Ludzack informed the board that this was a
non-profit.organizatioA that is one of the.reasons for granting tax exempt status. Sneed also added that
they had originally asked for the whole parcel to be tax exempt and that the committee only granted part of
the original request.
The question was asked on the motion to adopt the resolution. Motion carried.
The following resolution was read: No. 15
WHEREAS, The mobile home used to house the caretaker at Bayfield County Pike Lake Park is beyond
repair or use, and
WHEREAS, TheRecreation Committee upon the request of the Executive Committee has formulated a
permanent type building for the use- of the caretaker, and
WHEREAS, The Recreation Committee has submitted a proposed log home measuring 16 x 24 to be erected at
said park with a maximum cost of $8, 000 not including labor which will be donated, now, therefore, be it
RESOLVED, That.the Executive Committee recommends to the county board, meeting in session this 7th
day of August, to authorize the Recreation Committee to construct said building for a cost not to exceed
$8,000 adddthat the $8,000 is to come out of the contingency fund.

The following claim And letter were read: No. 16 & 16a
NOTICE OF CLAIM TO BAYFIELD COUNTY UNDER SECTION 893.8o WISCONSIN STATUTES.
The undersigned corporation does herewith file riotice of claim with Bayfield County. The nature of
said claim is the failure of the County to pay for materials used in the rerodfing of the new addition
of the Courthouse; and the East and West wings of the old nursing home building, now used as County offices;
that the cost of the materials used $36,978.52.
The undersigned does herewith state that'Bayfield County has had notice of the claim of the undersigned
by virtue of notice given to the Bayfield County Clerk on March 4, 1983. That said notice within 120 days
of the last furnishing of materials with reference to the aforesai d roof work done by Bayfield County.
The undersigned makes claim againstthe county pursuant to Section 779.14, Wisconsin Statutes.

This is in regards -to the attached notice of claim to Bayfield County filed by M. Schraufnagel and Sons, Inc.
I recommend that the county board disallow the claim on grounds that sufficient notice of the circumstances
of the claim may not have been timely filed and that the claim is without merit as against Bayfield County.
If the, board disallows the claim_f�., notice 6fothe disallowar,%ce should be serv�_A: upon the claimant by register-e
or certified mail with return receipt requested. The disallownace should also inform the claimant that no,�.
action upon the claim against the county may be brought after six months from the date of.service of the
notice.

Tom Parker, District Conservationist., was
present to talk to the board
regarding funding for a
part-time administrative assistant at the soil
conservation service Ashland
Field Office.
Renoos asked Mr. Parker if he had brought
this request before the Land
Conservation Committee as it is
a budget item.
Mr. Parker replied that he had not.
Moved by Spears and seconded by Sneed to refer this matter to the Land
Conservation Committee.
Motion carried.
No. 18
Next discussed was the $7,500 grant for police protection on the Red Cliff Reservation. Dick Fredericks
Sheriff, was present to discuss this matter with the board. Fredericks stated that the tribe had requested
that this money be turned over to them so that they dould put it toward the purchaseedf a new squad car., -
Leo LaFernj6r was present for the tribe to request that this money be turned over for the purchase of
a squad car�.� He stated that the cost of the squad is approximately $9,500 and that the tribe would fund the
remainder that the grant does not cover.
Moved by Gordon and seconded by Janz that the $7,500 grant be given to the Red Cliff Tribe to be put
toward the purchase of a new squad car. The tribe to provide the additional funds needed for the purchase.
