HomeMy WebLinkAboutCounty Board of Supervisors - Minutes - 6/5/1985,=1 i" A 04z7k, June 1985 MEETING OF THE BAYFIELD COUNTY BOARD OF SUPERVISORS June 5, 1985 The meeting was called to order at 6:30 p.m. by Chairman Edwin Renoos. The following members answered roll call: No. 1 Present Edwin Erickson, Carolyn Sneed, Clayton Beckman, Russell McGillivray, James Jacobson, Fred Janz, Rudolph Janes, William Rave, Larry Seidel, Harold Wickman, George Koval, Karl Ludzack, Edwin Renoos, Herbert Spears, Walter LaJoie Absent - Linda Brown, Thomas Gordon, Charles Diamon, Josephine McGowan Present - 15; Absent - 4; Total - 19 No. 2 Larry Seidel, board member, led the board in a prayer and the board recited the pledge of allegiance. No.3 The next item to be acted on was the minutes of the previous meeting. Jacobson stated that there was an error in the previous meeting minutes that he wished corrected. The,error involved the matter of the county joining the Lakewoods Resort in seeking funding to rebuild after their total loss fire. Jacobson was the sole nay vote. The minotes stated that Jacobson voted no because of the state approved wages that must be used in a Block Grant Program. The minutes should have read that Jacobson voted no becau,se of the federally developed wage rates required by the Davis -Bacon Act which must be used. It was moved by LaJoie and seconded by Jacobson to disper�ScA with the reading of the minutes as amended. Motion carried. No. 4 Moved by Erickson and seconded by Janz to adjourn as a county board and reconvene as a committee of the whole to hold a public hearing on the County Forest Tbn Year Plan. Bill Hepner, Forestry Administrator, gave a brief background on the ten year plan. He stated no major changes were made in this 10 year plan as compared to the last ten year plan. As no one was present to voice their opinion on the ten year plan, it was moved by Seidel and §econded by LaJoie to adjourn as a committee and reconvene as a county board. Motion carried. The following resolttion was read: No. 5 WHEREAS, Bayfield County has lands enrolled as County Forest pursuant to s.s. 28.11 of the Wisconsin Statutes, and WHEREAS, Subsection (5)(a) of said Statutes requ"ire, that a Comprehensive County Forest Land Use Plan be prepared by the County Forestry Committee to encompass ten year periods with the initia) plan to be completed by October 2, 1965 and subsequent updates to be completed at ten year intervals thereafter, and, WHEREAS, Said Plan is required pursuant to s.s. 28.11 (5)(a) to contain land use designation, land acquisition, forest protection,,annual allowable tim6ex harvests, recreational developments, fish and game management activities, roads, silvicultural operations, an inventory of the County Forest documented with maps, records, and priorities and a listing of�e, involvedAmanagement activities needed during said ten year period, and WHEREAS, The County's goals, objectives, policies and operating procedures with respect to im- plementation of said Plan are also enumerated in the Plan, and WHEREAS, Subsection (5)(a) of the above referenced Statutes requires that said Plan be approved by +he County Board of Supervisors, and the Department of Natural Resources, and WHEREAS, The Plan for the ten year period encompassing 1986-1995 has been prepared by the Forestry Committee and submitted for approval of the Bayfield County Board of Supervisors,now therefore be itl--, Q-P u RESOLVED, That the Bayfield County Board of Supervisors, in consideration of the contents of said Plan hereby approve it.and direct the Chairman of the Forestry Committee to forward an officialc9py 6f the Plan to the Wisconsin Department of Natural Resources for their approval. The following resolution was read: No. 10 WHEREAS, The terms of two members of the Bayfield County Board of Adjustment will expire on July 1, 1985, and WHEREAS, It is recommended to the County Boaed of Supervisors that Swen Soderstrom of the Town of Barnes, be appointed.to the said Board of Adjustment to fill one of the said vacancies, and WHEREAS, It is recommended to the Bayfield County Board of Supervisors that Carol Jenicek of the Town of Bayview be appointed to the said Board of Adjustment to fill the other of the said vacancies, now, therefore, be it RESOLVED, That Swen Soderstrom and Carol Jenicek are hereby appointed to the Board of Adjustment for three (3) year terms commending July 1, 1985. The following resolution was read: 'No.. 11 WHEREAS, Mrs. Ruth Johnson tenured her retignation from the Unified Services Board effective immediately, and WHEREAS, It is recommended to the Bounty Board of Supervisors that Mark Ehlers of Cornucopia, disconsin, be appointed to the said U.S.B. to fill the vacancy of RuthJohnson, now, therefore, be it RESOLVED, That Mark Ehlers is hereby appointed to the Unified Services Board for the remaining perioddof Ruth Johnson's unserved term. 3IGNED: Edwin Renoos Moved by Rave and seconded by Beckman to adopt. The following resolution was read: No. 12 WHEREAS, The Bayfield County Child Support Agency has recommended that Bayfield County enter into an agreement with the Wi6consin Department of Health:and Social Services pursuant to Section 767.395 of the ','.I isconsin Statutes,for the purpose of requiring immediate income withholding for coubt ordered child support June 5, 1985 �obligations,. a.,copy of the''proposed agreement being attached hereto, and WHEREAS, The Bayfield County Circuit Court is in agreement with said recommendation, and WHEREAS, It appears that entering into such an agreement would be in the public interest in that it would increase child support collections and decrease the administrative burden of making such collections now, therefore, be it RESOLVED, That Bayfield County enter into the attached agreement with the WiscOnsin Department of Health and Social Services and that the Bayfield County Board Chairman is hereby authorized and directed to sign said agreement on behalf of Bayfield County. Moved by Jacobson and seconded by Janes to adopt. Bill Bussey, D.A., was present to explain the resolution. The question was asked on the motion to ddopt. Motion carried. The following resolution was read: No. 13 WHEREAS, The labor contract betteen Bayfield County and the Bayfield County.Highway Department Union General Drivers Local No. 346 expired on December 31, 1984, and WHEREAS, The Personnel Committee of the Bayfield County Board has been negotiating with the Bayfiel ICounty Highway Department Union General Drivers Local No. 346 for a new laborcontract, and Ichanges: -WHEREAS, The two parties have come to an agreement on a new contract, now therefore be it RESOLVED, That the contract which expired on December 31, 1984, be renewed with the fbll6w!ng 1. One year contract from January 1, 1985, through December 31, 1955. 2. Increase the wages by 4% and apply the Ottotthe weighted average so that each employee 1will receive the cent per hour increase based upon the 4% increase. 3. Increase the sick leave accumulation to 100 days effective January 1, 1985. 4. Increase the number of holidays by adding one additional holiday which shall be a floating Iholiday requiring the approval of the Highway Commissioner and requiring a 48 hour nbtice of intent to take Ithe floating holiday. 5. Provide rainsuits for all employees who are working outdoors. 6. Provide that the county highway employees shall be paid at straight time in addition to the±r regular wage, it they work on a day when the courthouse is closed because of a snow storm. The hours 1paid for shall equal the hours the courthoase is closed. land be it further RESOLVED, That the proper county officials are authorized and directed to execute the new Irevised contract. It was suggested that from this point on the courthouse never be closed no matter what the Ludzack stated6he wbuld hate to see an employee have an accident trying to get to work during linclement weather because the courthouse was not closed. A roll call vote was taken with the following results: No. 13a Ayes - Erickson, Sneed, McGillivray, Jacobson, Janz, Janes, Rave, Seidel, Koval, Ludzack, Renoos, Spears Nayes - Beckman, Wickman, LaJoie Absent - Brown, Gordon, Diamon, McQowan Ayes - 12; Nayes - 3; Absent 4; Total - 19 Motion carried. June 5, 1985 T6e following resolution was read: No. 14 WHEREAS, Bayfield County Resolution No. 13-adopted February 5, 1985, appointed Ms. Suminski as a full-time Clerk III of the Bayfield County Unified Services Board, and WHEREAS, As of March 1, 1985, Ms Suminski assumed duties and responsibilities commensurate with those of an Administrative Assistance, therefore - BE IT RESOLVED, By the Bayf.ield County Board of Supervisors in session this fourth day of June 1985 to approve the Bayfield County Unified Services Board recommendation of the reclassification of Ms. Suminski from Clerk III to Administrative Assistant of the Bayfield County Unified Services Board effective March 1, 1985. The following claim was read: No. 15 STATEEOF WISCONSIN COUNTY OF BAYFIELD I, Susan Mashlan, being fIrst duly -sworn on oath depose and say that I am the legaloowner of certain domes+vc animals located in the Town of Barksdale and County aforesaid. That on the 3rd day of January 1985, 18 mallard ducks met with death resulting from and directlj,Ca�A6ke_d1 by a dog or dogs owned by Unknown to me. That by reason of these facts I claim that the death of said animals is due to the work of some dog or dogs. And I therefore assess the fair and reasonable market value of said animals herein described as follows: 18 yearlings valued at $5.00 a piece. Have you paid the current dog tax o n all dogs owned by you?
