Fifth Street, PO Box 878, Washburn, WI 54891 Minutes of the: Bayfield County Board of Supervisors’ Meeting January 25, 2022 6:00 p.m. Meeting Held in the Bayfield County Board Room, Courthouse, Washburn, WI & Remotely The meeting of the Bayfield County Board of Supervisors was called to order at 6:00 p.m. by Bayfield County Chairman Dennis M. Pocernich. A roll call was taken by County Clerk- Lynn Divine, as follows: Steve Sandstrom-present virtually; Mary Dougherty-arrived late; Larry Fickbohm-present virtually; Charly Ray-present; Jeremy Oswald-present; Jeff Silbert-present; Brett Rondeau-present; Fred Strand-present; Tom Snilsberg-present virtually; Marty Milanowski-present virtually; David Zepczyk-present; Jim Crandall-present; Dennis Pocernich-present. Total: 13 present, 0 absent. A quorum was present to conduct business. The following were also present for today’s meeting: County Administrator- Mark Abeles-Allison; County Clerk- Lynn M. Divine virtually; Bayfield County Sheriff-Paul Susienka virtually; Child Support Director- Jen Jones virtually; District Attorney-Kim Lawton; Circuit Court Judge-John Anderson; HowAreWe Representative-Mary Schlaefer virtually; HowAreWe Representative-Hannes Kunz virtually; Carlson Dettman Director of Total Rewards Consulting-Patrick Glynn virtually; Bayfield County Forest Administrator-Jason Bodine virtually; and Clerk III- Paige Terry virtually 3. Pledge of Allegiance: The Pledge of Allegiance was recited by all in attendance. The board observed a moment of silence in honor of Bonnie Chivers, former Child Support Director; Rusty Williams, former County Board Supervisor; Scott Miller, son of former County Board Supervisor Sean Miller; and Susan Thibedeau, Health Department vaccination nurse. 6:02 – Mary Dougherty joined the meeting. 4. Public Comment: None 5. Discussion and Possible Action, Minutes from November 30, 2021: Motion by Rondeau, seconded by Zepczyk to approve the Minutes of the Monthly Bayfield County Board of Supervisors Meeting held on November 30, 2021. Motion carried, 13-0. 6. Bayfield County Resolution No. 2022-01: Retirement of Kathleen “Grub” Haiden WHEREAS, Kathleen “Grub” Haiden has served Bayfield County with distinction, honor and dedication in the Bayfield County Sheriff’s Office for 28 years, NOW, THEREFORE BE IT RESOLVED, that the Bayfield County Board of Supervisors assembled this 25th day of January, 2022, honors Grub for her 28 years of public service to Bayfield County and expresses gratitude for her efforts, wishing her well in the years ahead. 2 Motion by Oswald, seconded by Crandall to adopt Resolution No. 2022-01 In Recognition and Appreciation of Kathleen “Grub” Haiden for 28 Years of Commitment and Service in the Bayfield County Sheriff’s Office. Motion carried, 13-0. Bayfield County Sheriff, Paul Susienka congratulated Haiden on her retirement and stated that she was a very hard-working employee, and the department will miss working with her. 7. Bayfield County Resolution No. 2022-02: Retirement of Jeffrey Lightner WHEREAS, Jeff Lightner has served Bayfield County with distinction, honor and dedication in the Bayfield County Maintenance Department for 9 years, NOW, THEREFORE BE IT RESOLVED, that the Bayfield County Board of Supervisors assembled this 25th day of January, 2022, honors Jeff Lightner for his 9 years of public service to Bayfield County and expresses gratitude for his efforts, wishing him well in the years ahead. Motion by Strand, seconded by Rondeau to adopt Resolution No. 2022-02 In Recognition and Appreciation of Jeff Lightner for 9 Years of Commitment and Service in the Bayfield County Maintenance Department. Motion carried, 13-0. 8. Bayfield County Resolution No. 2022-03: In Recognition and Appreciation of Joe Russo WHEREAS, Joe Russo has been a dedicated member of the Criminal Justice Council since 2012 and, WHEREAS, Joe Russo has encouraged treatment court participants and regularly attends hearings and gives encouraging advice to the participants; and, WHEREAS, Joe Russo has supported publicly the importance of Bayfield County’s Criminal Justice programming and has been a community advocate for sensible criminal justice practices; and, WHEREAS, as a volunteer Joe Russo has actively represented the citizens of Bayfield County on the Criminal Justice Coordinating Council; and, NOW THEREFORE BE IT RESOLVED, that the Bayfield County Board of Supervisors assembled this 25th day of January 2022, honors Joe Russo for his 10 years of public service and dedication to the citizens of Bayfield County and the Criminal Justice Council and expresses gratitude for his efforts, wishing him well in the years ahead. Motion by Crandall, seconded by Rondeau to adopt Resolution No. 2022-03 In Recognition and Appreciation of Joe Russo for 10 Years of Participation and Dedication in Volunteer Work for the Bayfield County Criminal Justice Council. Motion carried, 13-0. Bayfield County Circuit Court Judge, John Anderson, commended Joe Russo on his dedication and efforts with the Criminal Justice Council. Abeles-Allison expressed a high level of impress with Joe’s dedication and encouragement to clients of the treatment court program. Joe Russo thanked the board and all of those involved for their recognition and explained that he has been repaid time and time again through his involvement with the treatment court. 3 9. Bayfield County Resolution No. 2022-04: Honoring Bonnie Chivers WHEREAS, Bonnie Chivers had served Bayfield County with honor and distinction as the Director for the Child Support Agency for five years; and, WHEREAS, Bonnie Chivers had dedicated 20 years to the State of Wisconsin Child Support program; and, WHEREAS, Bonnie Chivers devoted her time and expertise by serving on numerous workgroups and committees such as The Border Project with the state of Michigan, serving as a Wisconsin Child Support Enforcement Association Board Member, Child Support Roundtable Chair; and, WHEREAS, during her time as Bayfield County Child Support Director Bonnie was active with multiple county events, organizing holiday lunches and the summer picnic, NOW THEREFORE BE IT RESOLVED, that the Bayfield County Board of Supervisors assembled this 25th day of January, 2022, honors Bonnie Chivers for her 20 years of public service and 5 years’ service to Bayfield County and expresses condolences to her family. Motion by Oswald, seconded by Silbert to adopt Resolution No. 2022-04 In Recognition and Appreciation of Bonnie Chivers for her Dedication and Service as the Bayfield County Child Support Director. Motion carried, 13-0. Current Bayfield County Child Support Director, Jen Jones, spoke in honor of Bonnie Chivers and commended her on her years of dedication to Bayfield County and its residents. 10. Bayfield County Economic Development Annual Report, Cole Rabska: Bayfield County Economic Development Corporation Executive Director, Cole Rabska, delivered the Corporation’s annual report. The BCEDC has increased their funding to support businesses as well as the community’s awareness of the Corporation using social and print media. During 2021, the BCEDC worked to coordinate easements and 3-Phase power into the Bayfield County Business Park. Throughout 2022, the BCEDC will continue to collaborate with local Chambers of Commerce to hold several mixers for businesses. These mixers will be moved to different locations throughout the county. A fundraising event will also take place in 2022. 11. HowAreWe Survey Result Presentation, Mary Schlaefer and Hannes Kunz: HowAreWe Representatives Mary Schlaefer and Hannes Kunz reviewed the preliminary results of the HowAreWe survey. Preliminary results show that Bayfield County citizens are moderately satisfied with their lives but are concerned that the lives of future generations will be worse. Oswald asked if the presentation would display an economic breakdown in the future. Kunz replied yes, the data has not been analyzed yet. 12. Carlson Dettman Wage Analysis Introduction, Patrick Glynn: Patrick Glynn, Director of Total Rewards Consulting with Carlson Dettman, presented a report focusing on the current workforce challenges faced by the County along with the current labor situation. Glynn reviewed recommendations that were presented during the previous observation round. 4 13. Report of the Bayfield County Planning and Zoning Committee No. 2022-01: Motion by Strand, seconded by Rondeau to receive and place on file Report No. 2022-01 Petition to Change District Boundaries of two parcels owned by David Popelka, Town of Cable, from Residential-One (R-1) to Residential-Four (R-4). Motion carried, 13-0. 5 14. Bayfield County Ordinance No. 2022-01: After discussion and amendment motion by Strand, seconded by Rondeau to disapprove Ordinance No. 2022-01 Petition to Change District Boundaries of two parcels owned by David Popelka, Town of Cable, from Residential-One (R-1) to Residential-Four (R-4) based on the town board recommendation and the recommendation put forward by the Bayfield County Planning and Zoning Committee. Motion carried, 13-0. 15. Report of the Bayfield County Planning and Zoning Committee No. 2022-02: 6 Motion by Strand, seconded by Ray to receive and place on file Report No. 2022-02 Petition to Change District Boundaries of a parcel owned by James Halvorson, Town of Iron River, from Residential-Four (R-4) to Commercial (C). Motion carried, 13-0. 16. Bayfield County Ordinance No. 2022-02: Motion by Strand, seconded by Silbert to adopt Ordinance No. 2022-02 Petition to Change District Boundaries of a parcel owned by James Halvorson, Town of Iron River, from Residential-Four (R-4) to Commercial (C). Motion carried, 13-0. 17. Discussion and Possible Action, Approval of the Forestry and Parks Department 2022 Annual Workplan: Motion by Strand, seconded by Silbert to approve the 2022 Forestry and Parks Department Annual Workplan. Motion carried, 12-0, 1 absent. 18. Bayfield County Resolution No. 2022-05: Sale of County Forest Land to the Red Cliff Band of Lake Superior Chippewa and Withdrawal from County Forest Law WHEREAS, Bayfield County received a request to sell approximately 706 acres of County Forest land to the Red Cliff Band of Lake Superior Chippewa (hereafter, the Tribe) in the Town of Russell; and, WHEREAS, the following parcels have been identified as the properties of interest: SW1/4, Section 6, T51N-R3W (Tax ID# 29664); SWNW, Section 6, T51N-R3W (Tax ID# 29662); S½ NE, Section 1, T51N-R4W (Tax ID# 28898); S½ NW, Section 1, T51N-R4W (Tax ID# 28901); NWSW, Section 6, T51N-R4W (Tax ID# 28995); SWSW, Section 6, T51N-R4W (Tax ID# 28996); SESW, Section 6, T51N-R4W (Tax ID# 28997); NESW, Section 6, T51N-R4W (Tax ID# 28994); W½ SE, Section 2, T51N-R5W (Tax ID# 37806); N½ NW, Section 2, T51N-R5W (Tax ID# 5341); and NWNE, Section 2, T51N-R5W (Tax ID# 5339), all in the Town of Russell (see Exhibit A); and, 7 WHEREAS, Bayfield County and the Tribe ratified a Memorandum of Understanding (hereafter, MOU) addressing, in part, lands within the reservation; and, WHEREAS, one goal of the County Tribal Relations Committee is to facilitate the repatriation of county owned lands located within the reservation to the Tribe, as per the MOU, while fostering mutual respect and cooperation; and, WHEREAS, as part of any potential land transaction, Bayfield County is subject to exercising reasonable business judgement in the conveyance of real estate; and, WHEREAS, as part of their previous county forest acquisition projects, the Tribe has indicated that the parcels will be transferred to Trust through the fee-to-trust process with BIA; and, WHEREAS, during their meeting on January 10, 2022, the Forestry and Parks Committee approved the Tribe’s land acquisition proposal, for the above-described property (roughly 706 acres total), in the amount of $1,000,000.00, and recommended the matter be sent to the County Board for consideration; and, WHEREAS, the roughly 706 acres of county forest lands included in this transaction represent the last remaining county forest parcels located within the reservation boundaries; and, WHEREAS, as part of the Forestry and Parks Committee’s recommendation to sell the land to the Tribe, all net proceeds from the sale are to be reinvested in forest land and made part of the County Forest, preferably leveraged with grant funds to increase buying power; and, WHEREAS, the sale of County Forest land currently enrolled in County Forest Law is inconsistent with the purposes set forth in ss. 28.11, Wisconsin Statutes (County Forest Law); and, WHEREAS, any proposal to sell County Forest land will first require filing an application to withdraw said parcel(s) from County Forest Law; and, WHEREAS, the Forestry and Parks Committee has recommended the sale of the above parcel(s), and subsequent removal from County Forest Law, with all net proceeds being reinvested in land that would be enrolled in County Forest Law. NOW THEREFORE BE IT RESOLVED, that the Bayfield County Board of Supervisors assembled this 25th day of January, 2022, does hereby authorize the Bayfield County Forestry and Parks Administrator, on behalf of Bayfield County, to make an application to the Wisconsin Department of Natural Resources, pursuant to Section 28.11(11), Wisconsin Statutes, to withdraw the real estate described above from the provisions of the County Forest Law (Section 28.11, Wisconsin Statutes); and, BE IT FURTHER RESOLVED, that, if the application for withdrawal from County Forest Law is approved by the Wisconsin Department of Natural Resources, the Bayfield County Board of Supervisors approves the sale of the above described property to the Tribe, in the amount of $1,000,000.00, and authorizes the Forestry and Parks Administrator and County Administrator to prepare, sign and submit any and all paperwork and documents and/or undertake any required action to complete the sale; and, BE IT FURTHER RESOLVED, that all net proceeds from the sale of the above described property must be reinvested in forest land that will be enrolled in County Forest Law and made part of the County Forest and that the Forestry and Parks Administrator will search for other lands to add to the County Forest. . 8 Motion by Silbert, seconded by Sandstrom to adopt Resolution No. 2022-05 Sale of Land to the Red Cliff Band of Lake Superior Chippewa and Withdrawal of Land from County Forest Law. Motion carried, 12-0, 1 absent. 19. Bayfield County Resolution No. 2022-06: Knowles-Nelson Stewardship Grant Application for the Acquisition of County Forest Land WHEREAS, Bayfield County would like to purchase an estimated 2,001 acres of land, as described in the attached documents (Attachments 1 and 2), located with Bayfield County Wisconsin; and, WHEREAS, the County Board has the authority to acquire said property for the purpose of establishing County Forest Land pursuant to ss. 28.10 Wis. Stats.; and, WHEREAS, the acquisition policy and blocking boundaries are outlined and defined in Chapter 400 of the Bayfield County Forest Comprehensive Land Use Plan, as approved for years 2021-2035 by the Bayfield County Board of Supervisors on March 30th 2021; and, WHEREAS, acquisition of said properties will perpetually provide sustainably managed and certified forest products to our local economy, revenues to the County and Towns (that contain County Forest lands), an abundance of outdoor recreation opportunities to the public, and improve the overall property administration of the County Forest; and, WHEREAS, the County is eligible to apply for land acquisition funding through the Knowles-Nelson Stewardship Grant Program for County Forest Land Acquisitions pursuant to ss. 23.0953; Wis. Stats.; and, WHEREAS, said Grant may provide funding for up to 50% of the acquisition price, with the County being required to provide the remaining roughly 50% match; and, WHEREAS, as per a letter of intent with Ceres Timber, LLC, roughly 2,001 acres has been identified for purchase, at a rate of approximately $1,214 per acre, for a total of $2,430,000; and, WHEREAS, as per the application process, additional expenses associated with the Stewardship grant (i.e. appraisals, legal fees, signs, recording fees, etc.) are estimated to be roughly $7,300; and, WHEREAS, all above mentioned fees are reimbursable through the Stewardship grant, with the County’s required match covered through the previously mentioned cash contributions; and, WHEREAS, the estimated total value of the Stewardship application, which include the purchase price of the land and additional expenses, is estimated to be $2,437,300; and, WHEREAS, the County intends to secure funding for roughly half of the estimated Stewardship application value, with the other half provided by the Stewardship grant; and, WHEREAS, the County’s share (roughly half) of the total estimated project value will come from accumulated proceeds of previous land sales to the Red Cliff Band of Lake Superior Chippewa and additional funding sources, in part via collaboration with the Trust for Public Land (TPL); and, 9 WHEREAS, the total value of the Stewardship project is an estimation and is subject to minor fluctuations in costs, as per the application process, as well as the actual expenses associated with each activity; and, WHEREAS, due to the overall project size and scope, unforeseen expenses are likely. To address potential unanticipated expenses, the County may also authorize additional funds, with the understanding that some or all of these expenses may not be reimbursable through the Stewardship grant, in the event that such expenses may occur. NOW THEREFORE BE IT RESOLVED, that the County requests the grant funding available from the Wisconsin Department of Natural Resources under the Knowles – Nelson Stewardship Land Acquisition grant program; and, BE IT FURTHER RESOLVED, that the Bayfield County Board of Supervisors hereby authorizes the Forestry and Parks Administrator and County Administrator to act on behalf of Bayfield County to: submit an application to the State of Wisconsin for land acquisition grant funding; sign documents; and take all necessary and required action(s) to undertake, direct, and complete an approved land acquisition project; and, BE IT FURTHER RESOLVED, Bayfield County will make one Stewardship application: to purchase approximately 2,001 acres from Ceres Timber, LLC, for the values listed above; and, BE IT FURTHER RESOLVED, the final Stewardship application will be structured so that the entire balance owed by Bayfield County will be covered by cash contributions and/or additional funding sources, resulting in as little additional out of pocket costs as possible for Bayfield County; and, BE IT FURTHER RESOLVED, that Bayfield County will comply with State rules for the program and meet the financial obligations under the Stewardship grant; and, BE IT FURTHER RESOLVED, that the Bayfield County Board of Supervisors, assembled this 25th day of January 2022, does hereby approve the Knowles-Nelson Stewardship County Forest Land Grant Acquisition project, as presented. Motion by Strand, seconded by Zepczyk to adopt Resolution No. 2022-06 Knowles-Nelson Stewardship Grant for County Forest Land Acquisition. Motion carried, 12-0, 1 absent. 20. Discussion and Possible Action, 2021 Budget Amendments: a) Bayfield County Resolution No. 2022-07; 2021 Forestry and Parks Department Year End Budget Amendment: 2021 Year End Budget Amendments Forestry and Parks Department WHEREAS, as per Wisconsin State Statute 28.11(9)(d), Bayfield County is required to distribute 10% of net timber sale proceeds to towns that contain county forest lands; and, WHEREAS, the 2021 expense budget for the 10% net timber sale receipts due to Towns (100-34- 56125-50590) was $300,000; and, WHEREAS, the combined 2021 revenue budget for county forest stumpage (100-34-46811 & 100-34- 46815) was $3,000,000; and, 10 WHEREAS, the actual county forest timber sale revenue for CY 2021 was $3,852,289.52; and, WHEREAS, the required 10% timber sale payment due to the towns totaled $385,228.95; and, WHEREAS, over the course of a year, the Department applies for and often receives various grants and/or aids to assist in the management of the County Forest program; and, WHEREAS, in 2021, the Department received two different wildlife grants, Wild Turkey Stamp and Pittman-Robertson Wildlife Habitat, to assist in the development of barrens habitat on the county forest lands; and, WHEREAS, the total value of these two grants were $25,874.10 and $63,773.47, respectively. NOW THEREFORE BE IT RESOLVED, that the Bayfield County Board of Supervisors assembled this 25th day of January 2022, approves the following 2021 budget amendments: Increase Revenue: 2021 Sale of Wood-CFL-County Share 100-34-46811 by $ 76,706 2021 10% County Forestry-Towns 100-34-46815 by $ 8,523 2021 Turkey Stamp State Grant 100-34-43584-003 by $ 25,874 2021 WI Habitat Partnership Grant 100-34-43581-010 by $ 63,773 Total Revenue: $174,876 Increase Expense: 10% Timber Sales Due to Towns 100-34-56125-50590 by $ 85,229 2021 Turkey Stamp State Grant 100-34-56177-50290 by $ 25,874 2021 WI Habitat Partnership Grant 100-34-56147-50290 by $ 63,773 Total Expense: $174,876 b) Bayfield County Resolution No. 2022-08; County Administrator 2021 Budget Amendment: County Administrator 2021 Budget Amendment WHEREAS, Staffing changes made at the end of 2020 were not reflected in the 2021 budget; and, WHEREAS, this change, sharing a staffing member, resulted in reduced expenditures in the County Clerk’s Office; and, WHEREAS, Additional wage and benefit costs were incurred in the County Administrator’s Office. NOW THEREFORE BE IT RESOLVED, that the Bayfield County Board of Supervisors assembled this 25th day of January 2022, does hereby authorize the following budget amendments: Increase Revenue: 100-00-49301 by $15,660 Increase Health Insurance Expenses: 100-07-51411-50154 by $15,660 c) Bayfield County Resolution No. 2022-09; County Clerk 2021 Budget Amendment: 11 County Clerk 2021 Budget Amendment WHEREAS, Municipal election expenses are paid for by the County Clerk’s Office and then reimbursed by municipalities; and, WHEREAS, Account changes were made in 2021 resulting in a separation of revenues and expenses. NOW THEREFORE BE IT RESOLVED, that the Bayfield County Board of Supervisors assembled this 25th day of January 2022, does hereby authorize the following budget amendments: Increase Revenue: 100-10-47312 by $20,872 Increase Expenses: 100-10-51441-50210 by $ 6,110 100-10-51441-50313 by $ 9,847 100-10-51441-50320 by $ 4,915 Total Expenses: $20,872 d) Bayfield County Resolution No. 2022-10; Capital Improvement Fund NextGen 911 Budget Amendment: Capital Improvement Fund NextGen 911 Budget Amendment WHEREAS, the Wisconsin Department of Military Affairs/Office of Emergency Communications has awarded the Bayfield County Sheriff’s Office a grant to assist in the upgrade to NextGen 9-1-1 equipment; and, WHEREAS, the expenses came to $130,150 for the completion of the program/projects related to upgrading to the NextGen 9-1-1; and, WHEREAS, the total NextGen 9-1-1 grant award received is $81,216; and, WHEREAS, the Bayfield County Board authorized Resolution 2020-08 to submit the grant and over the remaining 40% of the total cost and was amended into the 2020 budget but were not expenses that year. NOW THEREFORE BE IT RESOLVED, that the Bayfield County Board of Supervisors assembled this 25th day of January 2022, does hereby authorize the 2021 Capital Improvement Fund Budget Line Items to be amended to reflect increase in revenues and expenses to: Increase Revenue: 430-17-43522-010 by $ 81,216 430-00-49301 by $ 48,934 Total Revenue $130,150 Increase NextGen 9-1-1 Repair & Maint. Expenses: 430-17-52605-50820 by $130,150 12 e) Bayfield County Resolution No. 2022-11; Capital Improvement Fund Jail Remodel Budget Amendment: Capital Improvement Fund 2021 Jail Remodel Budget Amendment WHEREAS, the Bayfield County Board through Resolution 2021-22 authorized a Jail Remodel Project to provide additional holding cells including a padded cell to adjust to special needs; and, WHEREAS, the expenses incurred for the project in 2020 were $657,694.77; and, WHEREAS, the total approved amendment for expenses in 2020 was $676,452; and, WHEREAS, there is a remaining balance of $18,757.23; and, WHEREAS, the final bill for the remodel was paid in June 2021. NOW THEREFORE BE IT RESOLVED, that the Bayfield County Board of Supervisors assembled this 25th day of January 2022, does hereby authorize the 2021 Capital Improvement Budget for the Sheriff’s Office be amended to reflect increase in revenues and expenses to: Increase Revenue: 430-70-49301 by $11,281 Increase Capital Expenses: 430-17-57100-50820 by $11,281 f) Bayfield County Resolution No. 2022-12; Squad Car Fund Budget Amendment – Sheriff’s Office: 2021 Squad Car Fund Budget Amendment – Sheriff’s Office WHEREAS, the 2021 Sheriff’s Squad Car Fund expense budget is used for squad related expenses with revenues coming from insurance recoveries, sale of vehicles and depreciation (squad mileage charges); and, WHEREAS, Repair and Maintenance service costs exceeded budget expenses; and, WHEREAS, Fuel costs for both gas and CNG exceeded budgeted figures; and, WHEREAS, Insurance and insurance deductibles on Vehicles exceeded budgeted figures; and, WHEREAS, Interest Expense Capital Lease expenses were not budgeted in 2021; and, WHEREAS, the Sheriff’s Squad Fund Balance account has a sufficient balance to cover these expenses. This will allow WIC staff to pilot an online nutrition education platform that will enhance virtual clinic visits. Grant start date is October 1, 2021. Total award to be expended by December 31, 2022; and, WHEREAS, the 2021 Budget does not contain any projections to account for any revenue or expenditures for said grant; and, WHEREAS, it is the desire of the Bayfield County Board of Health to accept and expend said grant in 2021. Bayfield County Resolution No. 2022-17: Authorizing Bayfield County to Participate in the Department of Natural Resources Municipal Dam Grant Program WHEREAS, Bayfield County owns Drummond Lake Dam and requests financial assistance under s. 31.385 and s. 227.11, Wis. Stats., and ch. NR 335, Wis. Adm. Code, for the purpose of dam repair; and, 16 WHEREAS, the state share for such a project may not exceed 50 percent (50%) of the first $1,000,000.00 of total eligible projects costs nor 25 percent (25%) of the next $2,000,000.00 of total eligible project costs; and, WHEREAS, Bayfield County plans to hire an engineer to examine and assist with plans for repairs to the dam valve and concrete abutment repair; and WHEREAS, preliminary, estimated expenses are anticipated to be in the $50,000 range for both engineering and construction; and WHEREAS, projects that are engineered stand a better chance of funding and engineering will be covered at 50% by the grant if awarded; NOW, THEREFORE, BE IT RESOLVED, that the Bayfield County Board of Supervisors, assembled this 25th day of January, 2022 hereby authorizes the Bayfield County Administrator to: • Submit an application to the DNR for financial aid under ch. NR 335, Wis. Adm. Code; • Sign grant agreement documents; • Sign engineering contracts and commence work up to $20,000. • Take all necessary action to complete the project associated with any grant agreement; and • Submit reimbursement claims along with necessary supporting documentation; and, BE IT FURTHER RESOLVED, that Bayfield County agrees to pay a share of the eligible costs which is equal to the total project cost minus the state share. Bayfield County Resolution No. 2022-18: Applying for Highway Department Microgrid /EV Charging Project WHEREAS, the Bayfield County Highway Department provides essential “lifeline” services to county residents including road construction and repair, snow plowing, and emergency services; and, WHEREAS, reliable power at all times is important for the department to function and provide emergency response; and, WHEREAS, the Highway Department applied for and received funding for a backup generator in the 2021; and, WHEREAS, the county applied for and received a feasibility study in 2021 investigating the need and benefit of a microgrid and how the County Forestry Office and Highway Department would benefit from more reliable power; and, WHEREAS, the feasibility study revealed that a microgrid would benefit the Highway Garage but is not cost effective for the Forestry Garage; and, 17 WHEREAS, the State Energy Office with the Wisconsin PSC is offering funds for microgrid and EV charging project implementation through the Energy Innovations Grant Program in 2022. NOW THEREFORE BE IT RESOLVED, that the Bayfield County Board of Supervisors, assembled this 25th day of January, 2022, does hereby support the application of a Microgrid Project at the Bayfield County Highway Garage. Bayfield County Resolution No. 2022-19: Bayfield County Resolution in Support of Municipal Funding WHEREAS, Bayfield County has a very close working relationship with units of local government in the County; and, WHEREAS, Intergovernmental cooperation and collaboration is essential for community advancement and project success; and, WHEREAS, Bayfield County is working to address serious challenges including labor force and business development, affordable and workforce housing, and senior care in Bayfield County with a senior population aging twice as fast as the rest of the State of Wisconsin; and, WHEREAS, Lower median income, higher unemployment, and tremendous seasonal swings in the economy are serious hurdles for the region; and, WHEREAS, the County and Municipalities are actively focused on addressing these and other priority topics to support current and future residents and the State of Wisconsin. NOW THEREFORE BE IT RESOLVED, that Bayfield County strongly endorses municipal requests for State and Federal funds that address these core and related issues; and, BE IT FURTHER RESOLVED, that the Bayfield County Board of Supervisors supports the County Board Chair and County Administrator to further express support for specific local government project applications that are deemed to provide long-term benefit to the county as a whole; and, BE IT FURTHER RESOLVED, Bayfield County encourages local units of government to evaluate priorities, strategize on solutions, and apply for assistance as applicable. Bayfield County Resolution No. 2022-20: Jail/Annex and Fairgrounds Roof Budget Amendment WHEREAS, Bayfield County solicited bids for three roofing projects, a new multi-ply roof on the western half of the Annex/Jail, repairs on the eastern half of the jail and replacement of the maintenance building roof at the fairgrounds; and, WHEREAS, a total of $516,000 was budgeted; and, 18 WHEREAS, Bids came in at a combined total of $695,600, a 6% contingency equals $41,700 for a total of $737,300. Reports; a) County Board Rules: Abeles-Allison reported that the Executive Committee will be reviewing the County Board Rules to determine if the County Board processes need to be more thoroughly outlined. b) Future County Board Meeting Dates: a. March 1, 2022 (one week later due to Superior Days) b. March 29, 2022 c. April 19, 2022 (statutory requirement) c) Housing Report: Abeles-Allison explained that housing efforts are continuing throughout the county and that the Bayfield County and Washburn Housing Authorities are proceeding with a project to repair and redevelop 168 housing authority properties throughout the county. d) WCA Policy Resolutions: Abeles-Allison informed the board that resolutions are due by end of April. e) ARPA Project Updates: Abeles-Allison reviewed ARPA projects that are currently underway and a project that has been completed. f) EMS Committee: Abeles-Allison reported that the EMS Advisory Committee will be meeting again in February and that one of the most prevalent EMS issues brought forward during the meetings has been staffing. Fickbohm stated that improving broadband throughout Bayfield County may increase volunteerism as more citizens are able to work from home, making it easier to take a call. g) Thank You Cards 19 28. Supervisors’ Reports: Chairman Pocernich asked if the jail was due for an inspection. Oswald stated the jail was inspected late 2021 but the topic would be addressed at the next Sheriff’s Committee meeting. Chairman Pocernich dispensed with closed session due to the time constraints of the meeting. 29.
