Scott Galetka, Land Records Administrator, was present to explain this resolution to the Board. He stated
that the Land Conservation Department operates part of its annual budget on dollars received from recording fees
in the Register of Deed’s office. These dollars are then to be used for modernization. Recently, there have been
changes made by the State as it pertains to how the recording fees are to be used and that a council is to be set
up in conjunction with the fees. If a council is not formed, Bayfield county will not get the funding. Discussion
took place as to sending this back to the Executive Committee to create terms for this council.

17. Discussion and Possible Action on Board of Health Recommendation Regarding Health
Department Organizational Plan. Abeles-Allison reported to the Board that at the past couple of Health Board
meetings, they have spoken with the Regional Director, Terri Timmers. The purpose of the meetings was to discuss
the direction of the Health Department and to determine how the department structure affects services. The
Board of Health spent a considerable amount of time discussing whether to combine the Health Department with
the Human Services Office or to have a Health Director or a Health and Human Services Director. In discussing
this with Timmers, she stated that there would be no benefit to combining the 2 departments, there really is no
cost savings and you can’t use such a move for a cost savings mechanism. If combined, it was felt that the Health
Department would not be as good as it currently is. If the departments merged together, it would fall under the
Human Services Department, never the other way around. After much deliberation, it is the recommendation of
the Health Board that the 2 entities (Health and Human Services) remain as they are – 2 entities. The next step
