Minutes of the
Bayfield County Board of Supervisors’ Meeting
Of March 8, 2011 – 6:00 p.m.
Bayfield County Board Room, Courthouse, Washburn, Wisconsin
The monthly meeting of the Bayfield County Board of Supervisors was called to order by
Chairman Kacvinsky at 6:00 p.m. Roll call was taken by Bayfield County Clerk, Scott Fibert as follows:
Bichanich-present; Miller-present; Crandall-present; Rondeau-present; Meyers-present; Bussey-present;
Jardine-present; Maki-present; Kittleson-present; Bennett-present; Kacvinsky-present; Rantala-absent;
Williams-present: Total 13: 12 present, 1 absent. The motion carried and a quorum was present to
conduct business. The following were also present for the meeting: County Administrator, Mark Abeles-
Allison; Deputy County Clerk, Dawn M. Bellile; Karl Kastrosky, Zoning Director; Claire Duquette,
Reporter for The Daily Press; and community residents.
The Pledge of Allegiance was recited by all in attendance.
1. Public Hearing on Amending Sections 7:118 and 12:189 and the Addendum of the
Bayfield County, Wisconsin, Comprehensive Plan and Regarding the Bayfield County Future Land Use
Map and the Amendment of the Comprehensive Plan.
A motion was made by Jardine/Kittleson to adjourn as a County Board and reconvene as a
Committee of the Whole. The motion carried.
Karl Kastrosky, Zoning Director, was present to address the Board and public regarding any
concerns they had. He explained that in March of 2010, the Comprehensive Plan Maps were adopted,
however, 1 map was not in the adoption and that was for the Town of Delta. Kastrosky also explained
that there is a disclaimer on the maps, which he explained. Since the time the Board received their
packets for this evening’s meeting, a minor adjustment has also been made by Corporation Counsel,
Supervisor Bussey and Kastrosky. That wording is in front of you this evening.
Public Comment.
Kathy Wending, Town of Russell. Wending addressed concerns she had with the proposed wording
of the Comprehensive Plan and submitted a document which contained her concerns as well.
Mark Wending, Town of Russell, also addressed his concerns with the wording and submitted a
document which contained his concerns. He urged the Board to remove the last paragraph of the
proposed Ordinance revisions.
Supervisor Meyers also stated that she had received a letter from Ann Bowker that she would
like place on file since she could not attend this evening’s meeting. Likewise, there are letters received
from Carol LeBreck and David Good, Clerk for the Town of Russell to be place on file.
Chairman Kacvinsky asked 3 times if there was any further public comment. There being none, a
motion was made by Miller/Meyers to close the Public hearing as a Committee of the whole and

reconvene as a County Board and to receive and place on file the letters submitted by Kathy
Wending, Mark Wending, Ann Bowker, Carol LeBreck, and David Good – Town of Russell. The
motion carried.
2. Bayfield County Resolution No. 2011-04, Honoring Barbara Suminski Upon Her
Retirement from the Bayfield County Forestry Department. Chairman Kacvinsky read the Resolution,
which reads as follows:
WHEREAS, Barbara Suminski has served Bayfield County with distinction, honor and dedication in
the departments of Community Programs, Human Services and Forestry, over the last 34 years; and
WHEREAS, during those 34 years, Barbara touched the lives of numerous employees and citizens
of Bayfield County in a positive way and was a friend to many residents and employees as well.
NOW, THEREFORE, BE IT RESOLVED, that the Bayfield County Board of Supervisors
assembled this 8th day of March, 2011, honors Barbara Suminski for her 34 years of public service to
Bayfield County and expresses gratitude for her efforts, wishing her well in the years ahead; and
BE IT FURTHER RESOLVED, that a certified copy of this Resolution be forwarded to Mrs.
Suminski at 28390 St. Hwy 13, Ashland, WI 54806.

A motion was made by Jardine/Bichanich to adopt Bayfield County Resolution No. 2011-04,
Honoring Barbara Suminski Upon Her Retirement from the Bayfield County Forestry Department.
The motion carried. Chairman Kacvinsky also presented the plaque that will be given to Suminski.
3. Bayfield County Resolution No. 2011-03, Amending Sections 7:118 and 12:189 and
the Addendum of the Bayfield County, Wisconsin, Comprehensive Plan and Regarding the Bayfield
County Future Land Use Map and the Amendment of the Comprehensive Plan. Supervisor Bussey
discussed with the Board that Items 1-G are wording straight from the State Statutes. He also stated
that people are not clear what the relationship is between the Town Comp Plan and the County Comp Plan
and he thought it would be good to show what would happen if one or the other were amended. He
drafted a paragraph that would be an amendment and read the same. Further discussion went on
regarding the fact that the Town can adopt its own comp plan as they have the authority to do so,
however, any amendments will not be a part of the County comp plan unless the County adopts an
Ordinance stating so. After further discussion, a motion was made by Maki/Bussey to adopt
Bayfield County Ordinance No. 2011-03, Amending Sections 7:118 and 12:189 and the Addendum
of the Bayfield County, Wisconsin, Comprehensive Plan and Regarding the Bayfield County Future
Land Use Map and Amendment of the Comprehensive Plan. Further discussion took place regarding
the fact that all Towns have entered into a conflict of interest policy and have agreed to work together
with the County for this to be a guide and betterment for all. This plan gives more credibility, clarity

and a procedure with the Zoning office, committees, Corporation Counsel. This is something we didn’t
have before and has merit for all. The intent is not to have to come to the Board every time the Town
changes the language in its ordinance. State law does not clarify the relationship between the Towns
and County. We will recognize the Town plans as drafted and adopted now, but if the Town changes
their plan, unless the County adopts the changes as well, the County does not acknowledge the plan. The
motion carried.
4. Public Comment.
Ned Ziehlsdorff, representing the American Birkebeiner Ski Foundation was present to give an
update on the ski race. It was very successful with 8,850 racers for the main race, which were 800
more than last year. We had a total of 11,200 skiers that participated in all of the ski races. We
surveyed the skiers in attendance and from the survey we learned that ½ stayed in a motel or resort;
40% either in their own home, friend’s home or a 2nd home; 90% planned to attend; 8% indicated that
they were unsure, but they hoped to and 43% plan to come back. This event is drawing people to our
area and is becoming an economic benefit. This year there were counters placed on the trail. We have
an average of 40 skiers on trail “OO” trail on a daily basis. There is a spike in numbers on the weekend,
but these are good numbers. Ziehlsdorff also reported that he has been in touch with Jason Bodine of
the Bayfield County Forestry Department and is working toward an ecumenical use for the trails. If we
are unable to reach an agreement with the new Telemark owners, we will be back to talk with Bodin to
use Bayfield County property for the birkie race. The trail is also used in the summer as it is mowed
twice; primarily by bikers, walkers, etc., the more silent sports. Signage has been added and we are
getting more and more use out of the trail. Presently 2½ miles of the trail is on Telemark property, but
it is in pieces and not one straight piece which does not include the Kortelopet. It is almost impossible
to get to the beginning without crossing Telemark property. Discussion then took place with the Board.
5. Motion Regarding Minutes of January 25, 2011 Bayfield County Board of Supervisors
Meeting. The Board dispensed with the reading of the minutes, a copy of which is on file in the County
Clerk’s office and on-line for the public to view. A motion was made by Maki/Rondeau to adopt the
Minutes of the January 25, 2011 Bayfield County Board of Supervisors Meeting. The motion
carried.
6. Appointment of Donald Terry to the Housing Authority of the County of Bayfield. A
motion was made by Rondeau/Williams to appoint Donald Terry to the Housing Authority of the
County of Bayfield. The motion carried.
7. Presentation by Shirley Miller of the Vaughn Public Library. Miller stated that she was
at this evening’s meeting to discuss the State Statute as it pertains to the libraries. Via this Statute,
Bayfield County may appoint 1 additional member to the Vaughn Public Library Board. Northern Waters
Library has scheduled a meeting the 1st Saturday in April and encourage the appointed County Board
library representative to attend. There are presently 7 municipal members and Ashland County will also
be appointing a member. Discussion took place on how much the County contributes to the Vaughn
Library, which she stated was approximately $70,000 and the number to all Bayfield County libraries
combined is in the approximate amount of $113,000. Kacvinsky reported that Dee Kittleson will be
appointed at the next County Board meeting. Discussion took place on the Governor’s proposal and the
ramifications it will cause to the county. The Board thanked Miller for attending the meeting.

8. Bayfield County Resolution No. 2011-05, Amending the 2011 Forestry & Parks
Department Budget. Jason Bodine, Bayfield County Forest Administrator was present to answer any
questions the Board had for him. The Board dispensed with the reading of the Resolution, which is reads
as follows:
WHEREAS, the Bayfield Forestry Committee has authorized management modifications to the
county park system; and
WHEREAS, management changes will increase both revenues and expenditures in the 2011
budget; and
WHEREAS, funds budgeted in 2011 need to be amended to reflect modified management
practices affecting revenues and expenses.
NOW,THEREFORE, BE IT RESOLVED that the Bayfield County Board of Supervisors assembled
this 8th day of March, 2011 amends the 2011 County Forestry budget as follows:
Increase revenue account 100-34-46720 by $27,250.
Increase revenue account 100-34-46811 by $1,000.
Increase expense account 100-34-55201-50220 (Utilities) by $1,500.
Increase expense account 100-34-55201-50225 (Telephone) by $550
Increase expense account 100-34-55201-50240 (Repair & Maintenance) by $7,280.

A motion was made by Rondeau/Bichanich to adopt Bayfield County Resolution No. 2011-05,
Amending the 2011 Forestry & Parks Department Budget. A roll call was taken as follows:

Kittleson-yes; Bennett-yes; Kacvinsky-yes; Rantala-absent; Williams-no; Bichanich-yes: Total 13:

9. Bayfield County Resolution No. 2011-06, Bayfield County Conservation Aids Program.
Bodine explained that this Resolution is a revision of the one drafted back in 2002 for a grant for
wildlife and fish projects on Bayfield County Property. To date, there are no changes for it, but to
resubmit it each year. The Board dispensed with the reading of the Resolution, which reads as follows:

WHEREAS, Bayfield County desires to participate in county fish and game projects pursuant to
provisions of s. 23.09(12) of the Wisconsin Statutes; and
WHEREAS, the general purpose of the County Conservation Aids Program is the enhancement of
fish and wildlife habitat; and
WHEREAS, the Bayfield County Forest Land Use Plan directs the Forestry and Parks Department
to initiate projects that enhance fish and wildlife habitat; and
WHEREAS, financial aid is required to carry out the program; and
WHEREAS, Bayfield County has budgeted a sum sufficient to complete the project or acquisition.
NOW, THEREFORE, BE IT RESOLVED, that the Bayfield County Board of Supervisors,
assembled this 8th day of March 2011, authorizes the Bayfield County Forestry and Parks Administrator,
upon obtaining approval from the Bayfield County Forestry and Parks Committee, to submit an application
to the State of Wisconsin Department of Natural Resources for any financial aid that may be available
and follow all applicable guidelines to undertake, direct and complete the approved project, and
BE IT FURTHER RESOLVED, that Bayfield County will comply with state and federal rules for
the programs and will obtain from the State of Wisconsin Department of Natural Resources approval in
writing before any change is made in the use of the project site.

11. Administrator’s Report:
a) Update on Superior Days was given. The event was eventful and sessions were held
at the Concourse hotel. We pushed for a number of issues such as Hwy 2
expansion, utilization of fiber optics between Madison and Northern Wisconsin.
There was a unique meeting of with the Dept. of Corrections and UW-Extension to
utilize their expertise at the county level; off premise signage on state highways
was discussed; Veteran’s medical funding; and 911 land line reimbursement. We did
get in to the legislative offices.
b) Update on Redistricting. We are waiting for the 2010 year census figures which we
should receive around April 1st. There is information in your packets on Chapter 1,
which explains the redistricting process. There has been an increase in the towns
of Russell, Bayfield and Iron River. This might change the district lines versus
adding more board members as we have done in the past.

c) State Budget Outlook. Abeles-Allison put together a short letter for the Board,
which of course, could change tomorrow. There is a tremendous impact with the
Governor’s Budget Repair Bill. He put together different scenarios that could
occur. Discussion then took place on the Governor’s Budget Repair Bill and the
impact it will have on the county.
There being no further business to come before the Bayfield County Board of Supervisors,
Chairman Kacvinsky adjourned the meeting at 7:25 p.m.
