HomeMy WebLinkAboutCounty Board of Supervisors - Minutes - 5/31/2011 41 Minutes of the Bayfield County Board of Supervisors’ Meeting Of May 31, 2011 – 6:00 p.m. Bayfield County Board Room, Courthouse, Washburn, Wisconsin The monthly meeting of the Bayfield County Board of Supervisors was called to order by Chairman Kacvinsky at 6:00 p.m. Roll call was taken by Bayfield County Clerk, Scott Fibert as follows: Rantala-absent; Williams-present; Bichanich-present; Miller-present; Crandall-present; Rondeau-present; Meyers-present; Bussey-absent; Jardine-present; Maki-present; Kittleson- present; Bennett-present; Kacvinsky-present. Total 13: 11 present, 2 absent. The motion carried and a quorum was present to conduct business. The following were also present for the meeting: County Administrator, Mark Abeles-Allison; Deputy County Clerk, Dawn M. Bellile; Brenda Spurlock, Criminal Justice Coordinator; Paul Susienka, Bayfield County Sheriff; Peggy Johnson, and Claire Duquette, Reporter for The Daily Press. and community residents. The Pledge of Allegiance was recited by all in attendance. 1. Motion Regarding Minutes of the April 26, and May 17, 2011 Bayfield County Board of Supervisors’’ Meetings. The Board dispensed with the reading of the minutes. A motion was made by Bichanich/Crandall to adopt the minutes of the April 26, 2011 Bayfield County Board of Supervisors’ Meeting. The motion carried. A motion was made by Rondeau/Bennett to adopt the minutes of the May 17, 2011 Bayfield County Board of Supervisors’ Meeting. The motion carried. 2. Public Comment. No public comment. 3. Bayfield County Resolution No. 2011-14, Recognizing Chris Johnson for 10 Years of Service to the Veterans of Bayfield County and Presentation of Plaque to his Family. Chairman Kacvinsky read the resolution, which reads as follows: WHEREAS, Chris Johnson served Bayfield County with distinction, honor and dedication in the Bayfield County Veteran’s Service Department for 10 years; and, WHEREAS, during those 10 years, Chris touched the lives of numerous employees and citizens of Bayfield County in a positive way and was a friend to many residents and employees as well. NOW, THEREFORE, BE IT RESOLVED, that the Bayfield County Board of Supervisors assembled this 31st day of May, 2011, honors Chris Johnson for his 10 years of public service to Bayfield County and expresses gratitude for his efforts; and BE IT FURTHER RESOLVED, that a certified copy of this Resolution be forwarded to Mrs. Chris (Peggy) Johnson at PO Box 658, Iron River, WI 54847. 42 By Action of the Bayfield County Board of Supervisors William D. Kacvinsky, Chair A motion was made by Jardine/Kittleson to adopt Bayfield County Resolution No. 2011-14, Recognizing Chris Johnson for 10 Years of Service to the Veterans of Bayfield County. The motion carried. Abeles-Allison passed out a copy of a document that Chris had been working on in honor of his father. Chris did this for many Veterans of Bayfield County. Williams, Chair , of the Sheriff’s Emergency Government & Veteran’s Committee, presented a plaque was presented to Peggy Johnson, widow of Chris Johnson in his honor. Peggy thanked the Board for their sympathy and kindness during this difficult time. 4. Introduction of Scottie Sandstrom, Bayfield County Economic Development Director. Sandstrom thanked the Board for allowing him time to meeting with then and to introduce himself. He gave a brief background of himself, explaining that he grew up in this area, worked here for many years with the Larson Picture Frame Company, moved away, and is now back in the area and glad to be back. He has met with many people including personnel from NW Regional Planning, Dept. of Commerce , WHEDA representatives, Chamber of Commerce Directors, City Administrator’s, to name a few. He stated he is going to do his best to increase the vitality in the businesses in Bayfield County and to try to keep businesses in Bayfield County thriving. The Board asked questions of him, and discussion took place. The Board thanked him for coming to this evening’s meeting. The Chair asked of the Supervisors permission to suspend the rules to allow Items #10 and 14 on the agenda to be moved up as we have Brenda Spurlock and Paul Susienka who are here to address the next items on the agenda, and then to go back to Item #8. A motion was made by Meyers/Kittleson to suspend the rules to allow Items #10 and 14 to be moved up on the agenda and then to go back to Item #8. 5. Discussion and Appointments to Criminal Justice Committee. Chair Kacvinsky asked for a motion to approve the appointments of the Criminal Justice Committee members. The 19 members are as follows: Two County Board Supervisors: Jim Crandall, Bill Bussey Two Citizen Members: Neil Paulson, Joe Russo Circuit Court Judge: John Anderson District Attorney: Craig Haukaas Representative of Private Mental Health Service Provider: Tim Faust Representative of AODA Service Provider: Jeremy Koehl Victim Advocates: Barb Flynn, Marble Two Sheriff’s Department Representatives: Paul Susienka, Larry Weber Bayfield County Dept. of Human Services Representative: Cheryl Hanson State of WI Public Defender’s Office Representative: Aaron Marcoux State of WI Dept. of Corrections Representative: Vacant Red Cliff Representative: Lynn Basina Bayfield County Bar Association Representative: Griff Nordling 43 Criminal Justice Coordinator: Brenda Spurlock County Administrator: Mark Abeles-Allison UW-Extension, Advisory Member: Tim Kane A motion was made by Crandall/Meyers to approve the members of the Criminal Justice Committee. Discussion. The motion carried. Brenda Spurlock, Criminal Justice Coordinator, updated the Board on the Risk Reduction Treatment Court. They are taking a more tactical approach to change criminal behavior. The system is helping and it could not have happened without the Board’s support. It is important to remember that these individuals are your neighbors, friends, and sometimes family members, and for some reason need help from time to time. Discussion took place on intervention and how the process is being slowed down for repeat offenders. This program is for the mediate to repeat offenders. The Board thanked Spurlock for her update. 6. Bayfield County Resolution No. 2011-18, Declaring the Week of Sunday, June 19 – Saturday, June 25, 2011 as Bayfield County Suicide Awareness Week. Paul Susienka, Bayfield County Sheriff, was present to speak to the Board on the topic of suicide. He stated that this has become an issue in Bayfield County and we are trying to make a larger awareness on the matter. Supervisor Meyers also stated that CORE is also working with Senior Citizens in the area to be more aware of what is happening in their lives; i.e., depression, etc. Meyers said she would like to work further with Paul in getting something set up for Seniors. Abeles-Allison read a statement from Terri Kramolis, Health Director, which will be published shortly regarding suicide awareness. The Board dispensed with the reading of the Resolution, which reads as follows: WHEREAS, approximately 3,200 people in the United States die by suicide annually; and WHEREAS, there are 4.5 million people affected by the loss of a loved one to suicide; and WHEREAS, there are 775,000 suicide attempts in the United States annually; and WHEREAS, more people die from suicide than from homicide or AIDS in the United States; and WHEREAS, the suicide rate for Bayfield County is higher than the state rate; and WHEREAS, there were 3 suicides in Bayfield County in March and April this year; and WHEREAS, there are an estimated 16 attempted suicides for each completed suicide; and WHEREAS, suicide is the eighth leading cause of death for all Americans and is the third leading cause of death for young people ages 15 to 24; and 44 WHEREAS, most people who complete suicide suffer from depression, which is a treatable mental disorder; and WHEREAS, eighty percent of people who complete suicide give some warning of their intention; and WHEREAS, educating our community is a key to decreasing this unnecessary tragedy. NOW, THEREFORE, BE IT RESOLVED, that the Bayfield County Board of Supervisors assembled this 31st day of May, 2011, declare that Sunday, June 19 through Saturday, June 25, 2011, is declared Bayfield County Suicide Awareness Week. By Action of the Bayfield County Board of Supervisors William D. Kacvinsky, Chair A motion was made by Meyers/Bichanich to adopt Bayfield County Resolution No. 2011-18, Declaring the Week of Sunday, June 19 – Saturday, June 25, 2011 as Bayfield County Suicide Awareness Week. The motion carried. 7. Discussion and Possible Action Regarding Brownstone Reconstruction Proposals. Abeles-Allison explained to the Board that the bids were due on May 26th at 1:00 p.m. and the Executive committee then met at 3:00 p.m. to go over the bids. He passed out a copy of the Bid Tabulation Sheet to the Supervisors. Supervisor Rondeau informed the Board that they would like the Board to approve the Executive Committee’s recommendation of contracting with Building Restoration Corp., using the proposal Alternate No. 7 on the Bid Tabulation Sheet. Rondeau also stated that he would like the Board to approve up to $550,000, which does include the architectural work. A lengthy discussion took place. A motion was made by Crandall/Rondeau to approve using the firm Building Restoration Corp for the restoration project with a bid of $434,828, to use Alternate No. 7 in the amount of $83810 to replace trim, and not to exceed $550,000.00 on the project. Further discussion took place. A roll call vote was taken as follows: Williams-yes; Bichanich-yes; Miller-yes; Crandall-yes; Rondeau-yes; Meyers-yes; Bussey-absent; Jardine-yes; Maki-no; Kittleson- yes; Bennett-yes; Kacvinsky-yes; Rantala-absent. Total 13: 10 yes,1 no, 2 absent. The motion carried. 8. Bayfield County Resolution No. 2011-13, Request to Amend 2011 Capital Improvement Budget Related to the Brownstone Improvement Project. The Board dispensed with the reading of the Resolution, which reads as follows: WHEREAS, Bayfield County has included funding in the 2011 budget for brownstone improvements to a portion of the courthouse; WHEREAS, bid alternates for repairs were not included in the budget; 45 WHEREAS, Bayfield County applied for and has been awarded a Save America’s Treasures Grant through the Department of the Interior, National Park Service for a portion of the project costs; WHEREAS, the project will address a number of necessary improvements to the front entrance, columns and parapet on the Courthouse; WHEREAS, additional budget authority is required prior to awarding these bid alternates; NOW, THEREFORE, BE IT RESOLVED, that the Bayfield County Board of Supervisors, meeting this 31st day of May, 2011 approve the following budget amendment to authorize revenues and expenditures necessary for the alternates on the Brownstone Improvement Project: Increase revenue account # 430-00-49301 by $150,000.00 Increase expense account # 430-14-57100-50820-003 by $150,000.00 By Action of the Bayfield County Board of Supervisors William D. Bayfield County Resolution No. 2011-15, Honoring Karen Guski upon her Retirement from the Human Services Department and Presentation of Retirement Plaque. The Board dispensed with the reading of the Resolution, which reads as follows: WHEREAS, Karen Guski has served Bayfield County with distinction, honor and dedication in the Department of Human Services for 32 years; and WHEREAS, during those 32 years, Karen touched the lives of numerous employees and citizens of Bayfield County in a positive way and was a friend to many residents and employees as well. NOW, THEREFORE, BE IT RESOLVED, that the Bayfield County Board of Supervisors assembled this 31st day of May, 2011, honors Karen Guski for her 32 years of public service to Bayfield County and expresses gratitude for her efforts, wishing her well in the years ahead; and. 46 BE IT FURTHER RESOLVED, that a certified copy of this Resolution be forwarded to Karen Guski at 425 West Pine Street, Washburn, WI 54891. By Action of the Bayfield County Board of Supervisors William D. Kacvinsky, Chair A motion was made by Kittleson/Meyers to adopt Bayfield County Resolution No. 2011-15, Honoring Karen Guski upon her Retirement from the Human Services Department. Abeles-Allison reported that Karen was unable to attend this evening’s meeting. The motion carried. 10. Bayfield County Resolution No. 2011-016, Honoring Marilyn Jaeger upon her Retirement from the Planning & Zoning Department and Presentation of Retirement Plaque. The Board dispensed with the reading of the Resolution, which reads as follow: WHEREAS, Marilyn Jaeger has served Bayfield County with distinction, honor and dedication in the Planning & Zoning Department for 14 years, and WHEREAS, during those 14 years, Marilyn touched the lives of numerous employees and citizens of Bayfield County in a positive way and was a friend to many residents and employees as well. NOW, THEREFORE, BE IT RESOLVED, that the Bayfield County Board of Supervisors assembled this 31st day of May, 2011, honors Marilyn Jaeger for her 14 years of public service to Bayfield County and expresses gratitude for her efforts, wishing her well in the years ahead; and BE IT FURTHER RESOLVED, that a certified copy of this Resolution be forwarded to Marilyn Jaeger at 324 East 4th Street, Washburn, WI 54891. By Action of the Bayfield County Board of Supervisors William D. Kacvinsky, Chair A motion was made by Meyers/Crandall to adopt Bayfield County Resolution No. 2011-16, Honoring Marilyn Jaeger upon her Retirement from the Planning & Zoning Department. The motion carried. 11. Bayfield County Resolution No. 2011-17, Honoring Jacqueline Cadotte upon her Retirement from the Child Support Office and Presentation of Retirement Plaque. The Board dispensed with the reading of the Resolution, which reads as follows: WHEREAS, Jackie Cadotte has served Bayfield County with distinction, honor and dedication in the Child Support Office for 25 years; and 47 WHEREAS, during those 25 years, Jackie touched the lives of numerous employees and citizens of Bayfield County in a positive way and was a friend to many residents and employees as well. NOW, THEREFORE, BE IT RESOLVED, that the Bayfield County Board of Supervisors assembled this 31st day of May, 2011, honors Jackie Cadotte for her 25 years of public service to Bayfield County and expresses gratitude for her efforts, wishing her well in the years ahead; and BE IT FURTHER RESOLVED, that a certified copy of this Resolution be forwarded to Jackie Cadotte at 34700 Weber Road, Bayfield, WI 54814. By Action of the Bayfield County Board of Supervisors William D. Kacvinsky, Chair A motion was made by Maki/Kittleson to adopt Bayfield County Resolution No. 2011- 17, Honoring Jacqueline Cadotte upon her Retirement from the Child Support Office. The motion carried. 12. Discussion and Possible Action Regarding Budget Repair Bill Transition Committee Appointments. Chair Kacvinsky informed the Board that he would like to have Bill Bussey, Shawn Miller, Dee Kittleson, Brett Rondeau and himself appointed to the Budget Repair Transition Committee as voting members and Mark Abeles-Allison as a non-voting member. A motion was made by Rondeau/Crandall to approve the appointment of Bill Bussey, Shawn Miller, Dee Kittleson, Brett Rondeau, and Bill Kacvinsky as voting members and Mark Abeles-Allison as a non-voting member to the Budge Repair Transition Committee. Discussion took place as to the committee structure. It was noted that the Committee will make recommendations directly to the full County Board. In speaking with the Wisconsin Counties Association, it was thought that there should be a different committee rather than the Personnel and Executive regarding the issue. The Board voted, with 9 yes votes, 2 no votes, and 2 members were absent. The motion carried. 13. Administrator’s Report: a) June 21st County Board Meeting. Abeles-Allison asked of the Supervisors if anyone had a conflict in changing the meeting date from June 28th to June 21st at 6:00 p.m. b) Redistricting. Fibert informed the Board that 4 municipalities, Russell, Iron River, Washburn and Bayfield have to do redistricting due to the census. To date, he has received the new maps and resolutions from the Towns of Russell and Iron River. The cities of Washburn and Bayfield are in the process of redistricting and will have their information to us by the deadline. Supervisory districts will not be changing. 48 c) WCA Reservations. Information for the WCA Conference to be held on Sept. 25-27th is in your packets. If you are interested in attending let Mark or Kris know. d) State Budget Updates. There are a number of changes affecting many local units of government. The Joint Finance Committee is proposing a .5% increase in the levy versus zero. This would jump to 1.5% in 2013. Discussion took place. e) Retirements. Mark reported that Carl Christianson is retiring from the Highway Department and there will be a cake and coffee reception for him on June 2nd at the Highway Department. f) Twin Bear Update. Pictures were passed out on the Twin Bear Restoration Project. A new dock has been put in and the erosion control plan and drainage has worked very well. g) Road Construction. Highway E is being worked on from the rainstorms over the past weekend. h) Per Diems. Please turn in your per diems in, in a timely manner.
