HomeMy WebLinkAboutCounty Board of Supervisors - Minutes - 6/19/2012215 Minutes of the Bayfield County Board of Supervisors’ Meeting Of June 19, 2012 – 5:00 p.m. Bayfield County Board Room, Courthouse, Washburn, Wisconsin The monthly meeting of the Bayfield County Board of Supervisors was called to order by Chairman Miller at 5:00 p.m. Roll call was taken by Bayfield County Clerk, Scott Fibert as follows: Bichanich-present; Miller-present; Crandall-present; Rondeau-present; Meyers-present; Bussey-present; Jardine-present; Maki-absent; Kittleson-present; Bennett-present; Pocernich- present; Schultz-present; Williams-present; Total 13: 13 present, 1 absent. A quorum was present to conduct business. The following were also present for the meeting: County Administrator, Mark Abeles-Allison; Confidential Secretary, Kristine Kavajecz; District Attorney-Craig Haukaas; and Wanda Moeller, Reporter for The Daily Press; and many community residents. The Pledge of Allegiance was recited by all in attendance. 1. Motion Regarding Minutes of May 29, 2012 Bayfield County Board of Supervisors’ Meeting. Minutes not available at this time. 2. Public Comment. None. 3. Presentation on Open Meetings Law, Ethics and Conflict of Interest. District Attorney, Haukaas explained this is a refresher. He receives several complaints each year related to open meetings and parliamentary procedure. Haukaas presented a powerpoint provided by the Wisconsin Department of Justice. Presentation concluded at 5:43 pm. The presentation will be available through the County Clerk or County Administrator and will be distributed to all town boards. 5-minute break was observed. Maki arrived at 5:50pm. Meeting resumed at 5:52 pm. 4. Presentation by Steve Bitzer, Representative from WITC. Steve Bitzer explained that WITC District encompasses 11 counties. A packet of information was handed out to the Board. 27 programs available at the Ashland Campus plus 4 on-line programs. Enrollment in Ashland is 350-400 FTE. 1000-1200 students in credit classes, 3500 in non-credit classes. Ashland is the smallest of the 4 campuses. Ranked as 6th best technical college system in the nation (of 650). Bayfield County makes up 8.31% of the tax levy with 8% of enrollment. 5. Presentation of 2011 Clerk of Circuit Court Annual Report – Kay Cederberg, Clerk of Court. A packet was presented to the Board to review over the next month. Judge Anderson and Cederberg will answer questions next month regarding the annual report. 216 6. Bayfield County Resolution No. 2012-29, Bayfield County Health Department Budget Adjustments. Terri Kramolis, Health Director, was present to answer any questions the Board may have. The Board dispensed of the reading of the resolution, which reads as follows: WHEREAS, adjustments to the 2012 Health Department budget are necessary due to increases/decreases in federal and state grant funding; and WHEREAS, state and federal grant funding adjustments provide additional revenues to Bayfield County and help limit county expenditures; and WHEREAS, no additional county levy is required in the Department’s 2012 budget; NOW, THEREFORE, BE IT RESOLVED, that the Bayfield County Board of Supervisors assembled this 19th day of June, 2012, amends the 2012 budget by $18,255 and authorizes the increase of the following revenue and expense accounts for 2012. Miller, Chairman A motion was made by Meyers/Rondeau to adopt Bayfield County Resolution No. 2012-29, 2012 Bayfield County Health Department Budget Adjustments. A roll call vote was taken as follows: Miller-yes; Crandall-yes; Rondeau-yes; Meyers-yes; Bussey-yes; Jardine-yes; Maki-yes; Kittleson-yes; Bennett-yes; Pocernich-yes; Schultz-yes; Williams- yes; Bichanich-yes. The Motion Carried. 7. Bayfield County Resolution No. 2012-30, 2012 Duluth Superior Area Community Foundation DSA Community Opportunity Fund Grant. The Board dispensed of the reading of the resolution, which reads as follows: WHEREAS, The Bayfield County Health Department has received a Community Opportunity Fund Grant from the Duluth Superior Area Community Foundation in the amount of $1,500 for the purpose of supplying incentives (gifts for the health, safety and well-being of 218 mom and baby) to improve participation in the Prenatal Care Coordination program, a program that is proven to work, and thus improve the percentage of women who access prenatal care early, who are supported during their pregnancy and who have better birth outcomes. Total award beginning January 1, 2012 and to be expended by December 31, 2012, and WHEREAS, the 2012 Budget does not contain any projections to account for any revenue or expenditures for said grant; and WHEREAS, it is the desire of the Bayfield County Board of Health to accept and expend said grant in 2012. NOW, THEREFORE, BE IT RESOLVED, that the Bayfield County Board of Supervisors assembled this 19th day of June, 2012, hereby authorizes the use of Revenue Account Number 100-20-48520-002 and Expense Account Number 100-20-54110 for the DSA Community Opportunity Fund Grant; and BE IT FURTHER RESOLVED, that the Bayfield County Board of Supervisors hereby amends the 2012 budget by $1,500 to reflect the revenues and expenditures. Passed by the Bayfield County Board of Health Department on April 20, 2012 and forwarded to the Bayfield County Board of Supervisors. By Action of the Bayfield County Board of Supervisors Shawn W. Miller, Chairman A motion was made by Rondeau/Williams to adopt Bayfield County Resolution No. 2012-30, 2012 Duluth Superior Area Community Foundation DSA Community Opportunity Fund Grant. The Motion Carried. 8. Bayfield County Resolution No. 2012-31, Child Passenger Safety Enforcement Grant. The Board dispensed of the reading of the resolution, which reads as follows: WHEREAS, The Bayfield County Health Department has received a Child Passenger Safety Enforcement Grant from the WI Department of Transportation, Bureau of Transportation, in the amount of $3,500 for the purpose of distributing child safety seats to low-income families with young children under 5 and pregnant women through WIC, and to provide effective education and assistance to the families availing themselves of the child safety seat distribution. Total award beginning December 4, 2011 and to be expended by September 30, 2012; and WHEREAS, the 2012 Budget does not contain any projections to account for any revenue or expenditures for said grant; and WHEREAS, it is the desire of the Bayfield County Board of Health to accept and expend said grant in 2012. NOW, THEREFORE, BE IT RESOLVED, that the Bayfield County Board of Supervisors assembled this 19th day of June, 2012, hereby authorizes the use of Revenue Account Number 219 100-20-43550-021 and Expense Account Number 100-20-54130 for the Child Passenger Safety Enforcement 2012 Grant; and BE IT FURTHER RESOLVED, that the Bayfield County Board of Supervisors hereby amends the 2012 budget by $3,500 to reflect the revenues and expenditures. Passed by the Bayfield County Board of Health Department on April 20, 2012 and forwarded to the Bayfield County Board of Supervisors. By Action of the Bayfield County Board of Supervisors Shawn W. Miller, Chairman A motion was made by Meyers/Maki to adopt Bayfield County Resolution No. 2012- 31, Child Passenger Safety Enforcement 2012 Grant. Questions were asked about the amount of time needed to write these small grants. Response was the time is significant, but enhances the programs of the department and supports the mission of the department. A Roll Call Vote was taken as follows: Rondeau-yes; Meyers-yes; Bussey-yes; Jardine-yes; Maki-yes; Kittleson-yes; Bennett-yes; Pocernich-yes; Schultz-yes; Williams-yes; Bichanich-yes; Miller-yes; Crandall-yes. The Motion Carried. 9. Bayfield County Resolution No. 2012-32, County Support for the WDVA and Continued Funding for the State / County Partnership. Abeles-Allison explained that WCA requests resolutions annually to help them develop a platform for the coming year. This is one resolution for WCA to consider as part of their platform. Severe hardship in the state Department of Veterans Affairs. This resolution emphasizes the importance of this department to county veteran service offices and the need to fund the WDVA. WHEREAS, the Wisconsin Department of Veteran’s Affairs and the 72 County Veteran Service Officers have a long standing relationship serving returned veterans; and WHEREAS, the WDVA has historically self-funded all of their operations; and WHEREAS, the WDVA now needs state assistance to continue operations; and WHEREAS, the WDVA provides critical support to County Veteran Service Officers; and WHEREAS, CVSOs are the State’s front line to ensure veteran issues are addressed at the local level; and WHEREAS, the WDVA is an ally, resource and partner to the counties; and WHEREAS, the WDVA and CVSOs strive to help veterans as quickly as possible; and WHEREAS, there is a strong relationship between the WDVA and CVSOs and both parties are looking forward to further strengthen the relationship. 220 NOW, THEREFORE, BE IT RESOLVED, the Bayfield County Board of Supervisors assembled this 19th day of June, 2012, supports the use of state tax dollars for the WDVA to continue and strengthen the WDVA / CVSO relationship. By Action of the Bayfield County Board of Supervisors Shawn W. Miller, Chairman A motion was made by Schultz/Bichanich to adopt Bayfield County Resolution No. 2012-32, County Support for the WDVA and Continued Funding for the State/County Partnership, and to forward to the Wisconsin Counties Association for consideration. Insert the word “state” in the last sentence to identify these as state tax dollars, not local tax dollars. Question if the state received any federal monies for veteran services. The Motion Carried. 10. Bayfield County Resolution No. 2012-33, To Create State Wide Seamless Data Layer, Allowing the Integration of Information Across Government Jurisdictions. Scott Galetka, Land Records Administrator, explained what was provided as to the purpose of a seamless statewide GIS layer. WHEREAS, Land Records Departments across the state create and Maintain multiple Geographic Information System (GIS) GIS layers; and WHEREAS, Geographic Information Systems at the local level have the most accurate information on physical features for most data layers; and WHEREAS, Counties and Cities create and maintain their own data which make it very difficult to work across boundaries; and WHEREAS, statewide data layers are created by uploading data to a central source or by creating links to the 72 individual County and multiple City web services; and WHEREAS, information provided impacts multiple users across all sectors; and WHEREAS, having a seamless statewide data layers would improve regional planning, impacting economic growth as well as creating cost savings; and WHEREAS, a leadership role from the Department of Administration for Land Records Modernization is critical; and WHEREAS, the State’s role in this area has diminished in recent years due to budget shortfalls; and WHEREAS, In order to accomplish a seamless data layer, a strong commitment must be made by the State Legislature to ensure that funds designated for Counties are dedicated to establishing a statewide data layers from locally built data layers for an integrated land information system; and 221 NOW, THEREFORE, BE IT RESOLVED, that the Bayfield County Board of Supervisors assembled this 29th day of June, 2012 support the full establishment of a Statewide seamless GIS data layers that create the free flow of information across government agencies to everyone who needs it and recommends the Wisconsin Counties Association work with Land Information Officers Network, Wisconsin Land Information Association, Wisconsin Geographic Information Coordinating Council, State Cartographer Office, Geographic Information officer to create seamless GIS data layers across the State of WI starting with Parcel, PLSS, Addresses, Transportation, Orthophoto, LIDAR (elevation) and Interactive Mapping. By Action of the Bayfield County Board of Supervisors Shawn W. Miller, Chairman A motion was made by Bussey/Rondeau to adopt Bayfield County Resolution 2012-33, To Create State Wide Seamless Data Layer, Allowing the Integration of Information Across Government Jurisdictions and to forward to the Wisconsin Counties Association for consideration. The motion carried. Crandall exited at 6:32pm. 11. Administrator’s Report: a) Update on I-Pads, Training, Assistance. AJ Van Beest, from the IT Department is available at any time for assistance. Information for all committees will be sent to all board members. Executive Session materials will be provided at the meetings. b) Supervisor Jardine reported that he has Lakes Conference Brochures for anyone that is interested in attending. Also has information on the annual land conservation conference. c) There were 3 Zoning Petitions that were distributed to board members through their I-Pads as information for consideration at a future meeting. d) Transition Committee Meeting on Wed., June 20 @ 4 p.m.: Bussey reminded board members that this will be an important meeting to attend because the first 3 chapters of the personnel manual will be reviewed. Also on the agenda is whether to retain the reclassification policy. e) Supervisor Maki commented that all executive session minutes from all committees were approved to be provided to board members at each county board meeting. The minutes have not been provided to the county board. Bussey suggested that this topic be placed on the next board agenda for reconsideration.
