HomeMy WebLinkAboutCounty Board of Supervisors - Minutes - 10/30/2012293 Minutes of the Bayfield County Board of Supervisors’ Meeting Of October 30, 2012 – 6:00 p.m. Bayfield County Board Room, Courthouse, Washburn, Wisconsin The monthly meeting of the Bayfield County Board of Supervisors was called to order by Chairman Miller at 6:00 p.m. Roll call was taken by Bayfield County Clerk, Scott Fibert as follows: Jardine-present; Maki-present; Kittleson-present; Bennett-present; Pocernich-present; Schultz- present; Williams-present; Bichanich-present; Miller-present; Crandall-present; Rondeau-present; Meyers-present; Bussey-present: Total 13: 13 present, 0 absent. The motion carried and a quorum was present to conduct business. The following were also present for the meeting: County Administrator, Mark Abeles-Allison; Deputy County Clerk, Dawn M. Bellile; Kay Cederberg, Clerk of Circuit Court; Elizabeth Skulan, Human Services Director; Carrie Linder, Aging & Disability Service Manager; Stewart Holman; Fred Bourg, Democratic Candidate for District Attorney; Wanda Moeller, Reporter for The Daily Press; and community residents. The Pledge of Allegiance was recited by all in attendance. 1. Motion Regarding Minutes of the September 18, 2012 Bayfield County Board of Supervisors’ Meeting. The Board dispensed with the reading of the minutes. Said minutes have been published separately under legal ads and can also be found on-line and in the County Clerk’s office for reference. A motion was made by Rondeau/Kittleson to adopt the Minutes of the September 18, 2012 Bayfield County Board of Supervisors’ Meeting. The motion carried. 2. Public Comment. None. 3. Bayfield County Resolution No. 2012-49, Honoring and Recognizing Stewart Holman for 19 Years of Dedicated Service with North Country Independent Living. Human Services Director, Elizabeth Skulan, was present to read said Resolution, which reads as follows: WHEREAS, Stewart Holman retired from his position at North Country Independent Living in Ashland on October 5, 2012; and WHEREAS, during the 19 years of his employment at North Country Independent Living, Stewart served disabled residents of Bayfield County with distinction, honor and dedication; and WHEREAS, Stewart is a former Bayfield County resident who, over the years, served as a member on a number of advisory committees to the Departments of Community Programs; Public Health; and Human Services in Bayfield County; and WHEREAS Stewart has been a lifelong advocate for people with disabilities; has had a positive effect on services to the elderly and disabled; and who committed time, effort and energy to improving the lives of others; NOW, THEREFORE, BE IT RESOLVED, that the Bayfield County Board of Supervisors assembled this 30th day of October, 2012 honors Stewart Holman for his years of service and express gratitude for his efforts, wishing him well in the years ahead. By Action of the Bayfield County Board of Supervisors, Shawn W. Miller, Chairman 294 A motion was made by Bussey/Crandall to adopt Bayfield County Resolution No. 2012-49 Honoring Stewart Holman upon his Retirement from North Country Independent Living. Abeles- Allison extended his thanks to Mr. Holman on behalf of himself and Bayfield County upon his retirement, stating that his efforts and influence have assisted the County itself in making sure that our building are ADA compliant. Mr. Holman also thanked the Board and spoke out his experiences. The motion carried. 4. Introduction of Fred Bourg, Democratic Candidate, for the Office of Bayfield County District Attorney, for the November 6, 2012 Election. Mr. Bourg thanked the Board for allowing him to speak to them. Bourg gave a brief background of himself stating that he is thankful for everything he and his family have experienced since moving to Bayfield County. They were treated like residents from the start. Bourg has been practicing law in Bayfield County for 32 years, trying mostly criminal cases. He spoke on different cases and why some (in his opinion) shouldn’t even go to trial, and he gave examples. Bourg believes that he can save the County dollars simply by being prepared and ready for when a case needs to be heard, something that he believes isn’t the case now and why cases take longer than necessary. Bourg went on to state that lawyers need to be honest and he believes that he can do a better job than what is presently being done. He was asking the Board for their support in the upcoming election and would hope to have their support if elected into office. Together they can save the County money. 5. Bayfield County Resolution No. 2012-48, In Recognition of Veteran’s Day, 2012. Abeles-Allison reported in the absence of Nancy Brede, Veteran’s Service Officer. On Nov. 3rd, there will be recognition of Veteran’s in our area at the Iron River Community Center. Abeles-Allison then read the Resolution, which reads as follows: WHEREAS, the 12th of November, 2012 is celebrated as Veteran’s Day; and WHEREAS, Veteran’s show the dedication by their service to the Country, State and this county; and WHEREAS, Veteran’s today and in the past protect and defend our great country, and have earned the respect of their fellow citizens; and WHEREAS, Veteran’s inspire themselves and others by their duty and sacrifice to the people of the United States; and WHEREAS, though their effort we today stand together as a great nation dedicated to freedom. NOW, THEREFORE, BE IT RESOLVED, that the Bayfield County Board of Supervisors assembled this 30th of October, 2012, stand and salute Veterans for their contributions, and express the Boards’ gratitude for all those who serve today and those Veterans that have served their country in all branches of the Armed Forces; and BE IT FURTHER, BE IT RESOLVED, that the Bayfield County Board Clerk shall provide a copy of this resolution to all Bayfield County Service Organizations. By Action of the Bayfield County Board of Supervisors, Shawn W. Miller, Chairman A motion was made by Williams/Schultz to adopt Bayfield County Resolution No. 2012-48, In Recognition of Veteran’s Day 2012. The motion carried. 295 6. Resolution No. 2012-50, Designation of Authorized Depositories for Bayfield County. The Board dispensed with the reading of the Resolution, which reads as follows: WHEREAS, Section 34.05 of the Wisconsin Statutes authorizes counties to invest any of their funds not immediately needed, in time deposits, in banks, or savings and loan associations, in accordance with and subject to the limitations of Wisconsin Statute §66.0603(1m), and also authorizes counties to engage in financial transactions in which the public depository agrees to repay funds advanced to it by the county plus interest, if the agreement is secured by bonds or securities issued or guaranteed as to principal and interest by the Federal Government, and WHEREAS, it appears to be to the financial benefit of the County and its citizens to invest funds not immediately needed in such deposits and to enter into such financial transactions from time to time; NOW, THEREFORE, BE IT RESOLVED, that the Bayfield County Board of Supervisors, assembled this 30th day of October, 2012, hereby authorize and direct the Bayfield County Treasurer to invest county funds not immediately needed either in time deposits in accordance with and subject to the limitations of Wisconsin Statute §66.0603, or by entering into financial transactions in which a public depository agrees to repay funds advanced to it by the County plus interest, if the agreement is fully secured by securities issued or guaranteed as to principal and interest by the Federal Government, with any of the following financial institutions, which have been designated as public depositories for Bayfield County: Associated Bank; Bremer Bank & Bremer Trust; Security State Bank; State Bank of Drummond, Northern State Bank; Chippewa Valley Bank; and the Local Government Investment Pool, investing in public instruments as approved by the County Executive Committee in accordance with county and state investment policies and laws; BE IT FURTHER RESOLVED, that County funds not so invested shall be deposited in checking or savings accounts at any of the foregoing institutions. By Action of the Bayfield County Board of Supervisors, Shawn W. Miller, Chairman A motion was made by Crandall/Rondeau to adopt Bayfield County Resolution No. 2012-50, Designation of Authorized Depositories for Bayfield County. Discussion as to whether this was put out on bids. Abeles-Allison explained how the Treasurer invests Bayfield County’s funds and put them where there is the best return. Presently, the market is bad and isn’t worth putting out bids to compete. The Executive Committee has reviewed our funds and they are secured. Discussion took place. The motion carried. 7. Bayfield County Resolution No. 2012-51, Authorization for County Board Chair, County Clerk, and the County Treasurer of the County of Bayfield to make Short Term Loans. The Board dispensed with the reading of the Resolution, which reads as follows: WHEREAS, it may be necessary to borrow funds on a short term basis in order to meet payrolls and other obligations including current and ordinary expenses within the next year. NOW, THEREFORE, BE IT RESOLVED, by the Bayfield County Board of Supervisors of Bayfield County in annual session, assembled this 30th day of October, 2012, that the County Board Chairman of the County of Bayfield, the County Clerk, and the County Treasurer, be and they are hereby authorized to borrow funds on a short term basis in an amount not to exceed Three Hundred Thousand Dollars ($300,000.00) in aggregate if in their opinion it should be to the County’s best interest to make such loan or loans. 296 By Action of the Bayfield County Board of Supervisors, Shawn W. Miller, Chairman A motion was made by Rondeau/Kittleson to adopt Bayfield County Resolution No. 2012-51, Authorization for County Board Chair, County Clerk, and the County Treasurer of the County of Bayfield to make Short Term Loans. Discussion as to whether or not employees handling money are bonded – and they are. A roll call vote was taken as follows: Maki-yes; Kittleson-yes; Bennett- yes; Pocernich-yes; Schultz-yes; Williams-yes; Bichanich-yes; Miller-yes; Crandall-yes; Rondeau- yes; Meyers-yes; A roll call vote was taken as follows: Maki-yes; Kittleson-yes; Bennett-yes; Pocernich-yes; Schultz-yes; Williams-yes; Bichanich-yes; Miller-yes; Crandall-yes; Rondeau-yes; Meyers-yes; Bussey-yes; Jardine-yes. Total: 13; 13 yes, 0 no. The motion carried. 8. Bayfield County Resolution No. 2012-52, Holding of Meetings as may be Necessary to Conduct Business in 2013. The Board dispensed with the reading of the Resolution which, reads as follows: WHEREAS, the several committees of the Bayfield County Board of Supervisors are required in the conduct of the business of said Bayfield County, to hold and conduct committee meetings in excess of the number permitted by Statute; and WHEREAS, by action of the County Board, the number of meetings of said committees beyond the statutory limit may be extended. NOW, THEREFORE, BE IT RESOLVED, that the several committees of the Bayfield County Board of Supervisors be and they are hereby authorized to hold such meetings during the year 2013 as may be necessary to the proper conduct of the business of said Bayfield County. Dated this 30th day of October, 2012. By Action of the Bayfield County Board of Supervisors, Shawn W. Miller, Chairman A motion was made by Meyers/Rondeau to adopt Bayfield County Resolution No. 2012-52, Bayfield County Resolution No. 2012-52, Holding of Meetings as may be Necessary to Conduct Business in 2013. The motion carried. A motion to move into Executive Session pursuant to §19.85(1)(c), considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility. The motion carried with oppositions. A roll call was then taken as follows: Kittleson-yes; Bennett-yes; Pocernich-yes; Schultz-yes; Williams-yes; Bichanich-yes; Miller-yes; Crandall-yes; Rondeau-yes; Meyers-yes; A roll call vote was taken as follows: Kittleson-yes; Bennett-yes; Pocernich-yes; Schultz-yes; Williams-yes; Bichanich-yes; Miller-yes; Crandall-yes; Rondeau-yes; Meyers-yes; Bussey-yes; Jardine-yes; Maki-no. Total: 13; 12 yes, 1 no. The motion carried. There being no further discussion, a motion was made by Rondeau/Bussey to move out of Executive Session. The motion carried. A motion was made by Jardine/Kittleson to appoint Paul Houck as the Director of the Information Technology Department, and to move Dag Bystrom to the position of Network Programmer. The motion carried with two oppositions. 297 9. Administrator’s Report: a) 2013 Budget Update: Bayfield County’s budget hearing will be held next month at the Statutory meeting date of November 13, 2012. There is a 1.13% increase in the budget. The levy is at 3.5 mills. The budget will appear in the Daily Press tomorrow, October 31st . Discussion took place on organization in the Tourism Department, specifically moving the trail responsibility to the Forestry Department. It was stated that in other counties, where there are Forestry Departments, this is the case as the Foresters have the education and expertise needed for trail maintenance as well. The Forestry and Tourism Committee Chairs said that they will place this item on each of their respective committee agendas. Discussion took place as to perhaps having a joint meeting, but it was thought it wasn’t necessary. b) The Transition Committee met last week and finalized draft of the Personnel Policies & Procedures Manual. This will be in front of the County Board at the November 13th meeting for hopeful passage. The Personnel Committee will be addressing implementation issues after we have discussions with County Clerk’s office. The Personnel Manual will go into effect on January 1, 2013. c) There is a First Responder Appreciation event scheduled for Nov. 2nd at Legendary Waters Casino & Resort. This event is to thank everyone who is a First Responder or EMT. These people give up every night and day of the week, holidays, and the like to do the work they do to help or save us. We have some dignitaries coming to speak. 10. Supervisors’ Reports: a) Northern Lights Update: Supervisor Meyers reported that she is on the Northern lights Board and as we already know, are facing financial difficulties and are trying to be very proactive with this. Their board has hired the firm of Carriage Health Care to help them out in this situation. This firms manages 18 nursing homes. They were on sight early in October for 8 days and came up with a proposal for the nursing home. They need to upgrade their computer/software programs, which will make them up to speed to bill out for Medicare, Medicade and the like. Abeles- Allison and Meyers will continue to work with them to help them figure things out. In the meanwhile, they will perhaps enter into a contract with Carriage Health Care to facilitate making the nursing home’s budget work b better. The price the firm charges to come in to help is 4% of the organization’s budget. This is still being discussed and nothing is in writing yet. Gene Jordan has retired and the Nursing Home Board has not yet appointed anyone to fill his position. Discussion took place as to what the Nursing Home still owes Bayfield County, and if we have any say in the matter of hiring the Carriage Health Care firm. We don’t as they are an entity on their own who borrowed bonds from Bayfield County. They have their own board and are in charge of how the facility runs. 298 b) Drop Box Items. For your information, please note that two zoning petitions were put in your drop boxes. These are not scheduled as of yet to be acted on by the Board, but may be in the future. This is just advance notice to you. c) Public Land & Access Form. Supervisor Jardine handed out a sheet called Public Land and access for Bayfield County. This is just information the Board may find noteworthy. d) Vote Don’t forget to vote on Tues., November 6th ! e) The Personnel Committee meets this Thursday, Nov. 1st 4:00 p.m. Discussion will be on the wage study. f) October is Breast Cancer Awareness Month. Please take a look at the courthouse dome. There is a pink film over it to give awareness for the cause.
