Bayfield County Board of Supervisors’ Meeting
Of September 30, 2014 – 6:00 p.m.
Bayfield County Board Room, Courthouse, Washburn, Wisconsin
The monthly meeting of the Bayfield County Board of Supervisors was called to
order by Chairman Pocernich at 6:00 p.m. Pocernich welcomed everyone to this evening’s
meeting and roll call was taken by County Clerk, Scott Fibert as follows: Rondeau-present;
Meyers-present; Bussey-present; Jardine-present; Maki-present; Kittleson-present;
Bennett-present; Pocernich-present; Strand-present; Williams-present; Bichanich-present;
Miller-absent; Crandall-present. Total: 13, 12 present. 1 absent. A quorum of board
members was present. The following individuals were also present for the meeting: Terri
Kramolis, Health Director; Mary Motiff, Tourism Director; Ben Dufford, County
Conservationist; Paul House, IT Director; Jason Fischbach, UW-Extension Ag Agent;
Robert Schierman, Zoning Director; Jan Victorson, Emergency Mgmt. Director; Jennifer
Augustine, Northern Lights Health Care Center Director, and other Bayfield County
residents.
The Pledge of Allegiance was recited by all in attendance.
1. Motion Regarding Minutes of July 29, 2014, Bayfield County Board of
Supervisors’ Meeting. A motion was made by Rondeau/Kittleson to adopt the Minutes
of July 29, 2014, Bayfield County Board of Supervisors’ Meeting. The motion
carried.
2. Public Comment. Chairman Pocernich stated that the public is invited to
comment to the Board with a time limit of 3 minutes per person and a timeline for the
entire public comment of 30 minutes. Supervisor Meyers was concerned that 30 minutes
would not be enough time considering how large the audience was. Pocernich stated that
he and the County Clerk had looked up the policy regarding public comment, and it actually
stated that only 15 minutes would be allowed in its entirety so we are exceeding that in
lieu of this audience.
Jim Nemec, Mason, stated that he is on the agenda for appointment to the Tri-
County Corridor Committee, and is hoping the Board will consider him for the appointment.
Sarah Martinez, Mason. Martinez was here to speak regarding CAFO. If you live
within 3 miles of a pig farm you will know that there is one nearby. She was also concerned
about our county roads and the use of heavy machinery on the roads. This proposed farm
would be approximately 7 miles from Maslowski Beach and the White River and Fish Creek
are close to this site as well.
Betty Curran, Red Cliff Program Director, was stated she was present to answer
any questions the Board may have regarding the MOU with Child Support, which is on the
Board’s agenda.
Warren Anderson, Washburn, stated he moved to Washburn to lay low and enjoy
life. He spoke on the pig farming business. He wanted to point out the horrible smell that
is associated with pig farming; the food they feed the pigs which contains arsenic and the

fact that this will be getting into our ground water, lakes and streams. Please consider
this carefully as it is a very serious topic.
Eileen McCutcheon, Mason, wanted to state her opposition to pig farming and spoke
about the PED virus. She stated she believed this farmer is running from Iowa which has
the virus and will end up bringing it to Wisconsin. This is a very serious virus and she
handed out a guide to the Board containing information on the virus. She is asking the
Board to do something about this before it is too late.
Duane Popple, DNR Wastewater Specialist, was here for informational purposes.
He is a representative of the DNR. The Board asked him there is actually someone
interested in pig farming, and his reply was that presently there is nothing in place, and
that only information has been passed on to this individual. The DNR does not have
authority over this and it would go through DATCAP and the local zoning authorities. The
DNR would enforce laws as they pertain to water discharge.
More discussion took place amongst the Board, and Chairman Pocernich stated that
if more discussion is wanted by the Board, that they should place it on next month’s
agenda.
Julia Schmidt, Madeline Island, strongly advised the Board to take any action that
they can to protect our environment.
3. Bayfield County Resolution No. 2014-42, Honoring Linda Hardy upon her
Retirement from the Bayfield County Child Support Office. The Board dispensed with
the reading of the Resolution, which reads as follows:
WHEREAS, Linda Hardy has served Bayfield County with distinction, honor and
dedication in multiple offices for over 27 years.
NOW, THEREFORE, BE IT RESOLVED, that the Bayfield County Board of
Supervisors assembled this 30th day of September, 2014, honors Linda Hardy for her over
27 years of public service to Bayfield County and expresses gratitude for her efforts,
wishing her well in the years ahead.

A motion was made by Bussey/Rondeau to adopt Bayfield County Resolution No.
2014-42, Honoring Linda Hardy upon her Retirement from the Bayfield County Child
Support Office. The motion carried.
4. Discussion and Possible Action Regarding Wireless and Wireline 911
Agreements. Jan Victorson was present to explain the agreements you have before you
are for the next 3 years. In working on the final numbers, Norvado and Centurylink went
back to the drawing board so to speak and found that 911 emergency calls had gone down
and this was a huge difference. A motion as made by Williams/Kittleson to adopt the
Wireless and Wireline 911 Agreements. A roll call was taken as follows: Meyers-
yes; Bussey-yes; Jardine-yes; Maki-yes; Kittleson-yes; Bennett-yes; Pocernich-yes;

5. Discussion and Possible Action Regarding Northern Lights Health Care
Center’s Line of Credit and Letter of Credit. Abeles-Allison briefly explained and then
turned the meeting over to Jennifer Augustine, Northern Lights Director. Augustine
stated that this would be extended for the remainder of 2014 into September of 2015.
The line of credit is for the reserve fund. Augustine reported that Northern Lights is
making great strides with significant decreases in expenses, revenue is good and it has
been a positive year. She stated that the facility is in much better shape that it was in
February and we are expecting the trends to continue. Augustine said they are recovering
from a poor financial situation and it is taking longer than she anticipated. She is
confident and comfortable with a recovery period from 3-5 years. A motion was made by
Jardine/Meyers to approve the Line of Credit and Letter of Credit to Northern
Lights Health Care Center. A brief discussion took place. A roll call was taken as
follows: Bussey-yes; Jardine-yes; Maki-yes; Kittleson-yes; Bennett-yes; Pocernich-
yes; Strand-yes; Williams-yes; Bichanich-yes; Miller-absent; Crandall-yes; Rondeau-
yes; Meyers-yes. Total: 13, 12 yes, 0 no, 1 absent. The motion carried.
6. 2014 Fair Review. Mary Motiff, Tourism Director, stated that she was
asked by Supervisor Kittleson to give a brief summary to the full Board regarding 2014
Fair. Motiff shared with the Board a comparison from previous years to this year, which
included gate admissions. Motiff also spoke briefly on the date of the fair and that she
did not choose to move the date, but rather, the carnival could not be gotten the normal
weekend. The Tourism Committee felt it was necessary to have a carnival and this is why
the date was changed. Presently, we are working to move the date back and the carnival is
trying to adjust this by a week for us. Motiff then went through a brief power point of
2014 fair pictures.
Supervisor Crandall stated that we emphasized that the fair is about the kids.
Attendance was good and it is one thing that the County can give back to the citizens.
Supervisor Strand stated that while he enjoyed seeing the revenue, he would also like to
see the expenses that were incurred and compare them. Motiff stated that she would put
it in the drop box for him.
The Board thanked Motiff for the report and pictures.
7. Report of the Bayfield County Planning & Zoning Committee Regarding
the Creation of Section 13-1-107, Code of Ordinances, Regarding the Uniform
Dwelling Code. Rob Schierman, Zoning Director, was present to address any questions
about the proposed changes to the UDC that the Board may have. The Board dispensed
with the reading of the Report, which reads as follows:

amend the Bayfield County Zoning Ordinance.
The Planning and Zoning Committee of the Bayfield County Board of Supervisors, having
held a public hearing pursuant to Section 59.69(5)(e), Wisconsin Statutes; notice thereof

to the following changes; hereby recommends the following action on said petition:
AN ORDINANCE CREATING SECTIONS 13-1-107 CODE OF ORDINANCES,
BAYFIELD COUNTY, WISCONSIN REGARDING UNIFORM DWELLING CODE
TO: The County Board of Supervisors of Bayfield County on the hearing of petitions
to amend the Bayfield County Zoning Ordinance.
The Planning and Zoning Committee of the Bayfield County Board of Supervisors,
having held a public hearing pursuant to Section 59.69(5)(e), Wisconsin Statutes;
notice thereof having been given as provided by law; and having been duly informed of
the facts pertinent to the following changes; hereby recommends the following action
on said petition:
AN ORDINANCE CREATING SECTIONS 13-1-107 CODE OF ORDINANCES,
BAYFIELD COUNTY, WISCONSIN REGARDING UNIFORM DWELLING CODE
Section 1. Section 13-1-107 [Uniform Dwelling Code (UDC) Regulations] of Article F
[Administration and Enforcement] of Chapter 1 [Zoning] of Title 13 [Zoning]
of the Code of Ordinances, Bayfield County, Wisconsin is hereby created to
read as follows:
Sec. 13-1-107 Uniform Dwelling Code (UDC) Regulations.
1.1 AUTHORITY. These regulations are adopted under the authority granted by §.
101.65 Wisconsin Statutes.
This ordinance shall apply in any municipality without a Uniform Dwelling Code
enforcement program.
1.2 PURPOSE. The purpose of this ordinance is to promote the general health, safety
and welfare and to maintain required local uniformity with the administrative and
technical requirements of the Wisconsin Uniform Dwelling Code.
1.3 SCOPE. The scope of this ordinance includes the construction and inspection of
one- and two- family dwellings built since June 1, 1980. Notwithstanding s. DSPS
320.05 or any other exemptions of the Uniform Dwelling Code, the scope of this
ordinance also includes the construction and inspection of alterations and additions
to one- and two-family dwellings since before built since June 1, 1980.
1.4 WISCONSIN UNIFORM DWELLING CODE ADOPTED. The Wisconsin Uniform
Dwelling Code, Chs. DSPS 320-325, and its successors, of the Wisconsin
Administrative Code, and all amendments thereto, is adopted and incorporated by
reference and shall apply to all buildings within the scope of this ordinance.
1.5 BUILDING INSPECTOR. There is hereby created the position of Building
Inspector, who shall administer and enforce this ordinance and shall be certified by
the Division of Professional Credential Processing, as specified by Wisconsin
Statutes, Section 101.66 (2), in the category of Uniform Dwelling Code
Construction Inspector. Additionally, this or other assistant inspectors shall

possess the certification categories of UDC HVAC, UDC Electrical, and UDC
Plumbing. (NOTE: Contact the Division of Professional Credential Processing at
(608)266-2112 for certification information.) The Building Inspector shall be
appointed by the County Board Chair and confirmed by the County Board, and shall
serve at the will of the County Board. The position may be filled by contracting
with an independent contractor, either an individual person or other legal entity.
1.6 BUILDING PERMIT REQUIRED. If a person erects, rebuilds, structurally alters
or converts a building in excess of 150 square feet in any twelve month period, or
builds or installs a new building, within the scope of this ordinance, they shall first
obtain a building permit for such work from the building inspector (excepting re-
siding, re-roofing, finishing of interior surfaces and installation of cabinetry shall
be exempted from permit requirements). Any structural changes or major changes
to mechanical systems that involve extensions shall require permits if over the
forgoing thresholds. Restoration or repair of an installation to its previous code-
compliant condition as determined by the building inspector is exempted from
permit requirements.
1.7 BUILDING PERMIT FEE. The building permit fees shall be determined by
resolution and shall include the applicable fee per Ch. DSPS 302 to be forwarded to
the Wisconsin Department of Safety & Professional Services for a UDC permit seal
that shall be assigned to any new dwelling.
1.8 PENALTIES. The enforcement of this section and all other laws and ordinances
relating to building shall be by means of the withholding of building permits,
imposition of forfeitures and injunctive action. Forfeitures shall be not less than
$25.00 nor more than $1,000.00 for each day of noncompliance.
1.9 EFFECTIVE DATE. This ordinance shall be effective ________________, upon
passage and publication as provided by law.
1.10 THE BUILDING INSPECTOR(S) shall keep a log of all inspections completed.
The Bayfield County Planning and Zoning Committee recommendation is:

8. Bayfield County Zoning Amendatory Ordinance No. 2014-08 Regarding
the Creation of Section 13-1-107, Code of Ordinances, Regarding the Uniform
Dwelling Code. The Board dispensed with the reading of the Ordinance, which reads as
follows:
The Bayfield County Board of Supervisors ordains as follows:
That the Bayfield County Zoning Ordinance, adopted June 1, 1976, be and the same, is
hereby amended as follows:
AN ORDINANCE CREATING SECTION 13-1-107, CODE OF ORDINANCES,
BAYFIELD COUNTY, WISCONSIN REGARDING UNIFORM DWELLING CODE
WHEREAS, Wisconsin Statute §59.69 (5) authorizes the County Board to adopt a zoning
ordinance and §59.692 mandates the county to zone by ordinance all shorelands in its
unincorporated area; and
WHEREAS, Wisconsin Statute §59.69(5)(e) authorizes the County Board to amend an
ordinance and Wisconsin Statute §59.692(2)(a) states that the powers of §59.69 apply to
ordinances and their amendments enacted under §59.692; and
WHEREAS, Section 13-1-104 Code of Ordinances, Bayfield County, Wisconsin authorizes
the County Board to make amendments to Title 13, Chapter 1 of the Code of Ordinances,
Bayfield County, Wisconsin pursuant to Wisconsin Statute §59.69; and
WHEREAS, it is deemed in the best interest of the County of Bayfield to create Section
13-1-107 Code of Ordinances, Bayfield County, Wisconsin, pertaining to Uniform Dwelling
Code (UDC) Regulations Code of Ordinances, Bayfield County, Wisconsin; and
WHEREAS, it is deemed in the best interest of the County of Bayfield that the Code of
Ordinances, Bayfield County, Wisconsin be created in the manner hereinafter set forth.
NOW, THEREFORE, the Bayfield County Board of Supervisors does hereby ordain as
follows:

Section 2. Except as specifically modified and amended by this ordinance, the Bayfield
County Code of Ordinance shall remain in force and effect exactly as
originally adopted and previously amended. All ordinances or parts of
ordinances inconsistent with or in contravention of the provisions of this
ordinance are hereby repealed.
Section 3. SEVERABILITY. If a court of competent jurisdiction adjudges any section,
clause, provision, or portion of this ordinance unconstitutional or invalid, the
remainder of this ordinance shall not be affected thereby.
Section 4. EFFECTIVE DATE. This ordinance shall take effect and be in full force
from and after its passage.

A motion was made by Jardine/Strand to adopt Bayfield County Zoning
Amendatory Ordinance No. 2014-08, Creating Section 13-1-107, Code of
Ordinances, Regarding the Uniform Dwelling Code. The motion carried.
9. Discussion and Possible Action on Tribal County Child Support
Memorandum of Understanding. Abeles-Allison reported that Bonnie Chivers is
attending a conference this week and was not able to attend this evening’s meeting,
however, in her absence, Betty Curran of the Red Cliff Band of Lake Superior Chippewa
Child Support Agency, is present. Curran explained that corporation counsel for the Red
Cliff Child Support Agency and the Bayfield County Child Support Office both endorse
this agreement. This is basically boiler plate language which allows Bayfield County to
transfer cases to Tribal Court. A brief discussion took place and a motion was made by
Bussey/Meyers to approve the Memorandum of Understanding between the State of
Wisconsin, Department of Children and Families Bureau of Child Support, Bayfield
County Child Support Services and the Red Cliff Band of Lake Superior Chippewa
Child Support Agency. Discussion took place. Curran stated that this has been worked
on for a long time and she feels that we have a good system in place. The motion carried.
A copy of the Agreement is on file in the County Clerk’s office for review.
Chairman Pocernich, with permission of the Board, amended the agenda structure,
moving Resolution 2014-47 next since the IT Director was in the audience.
10. Bayfield County Resolution No. 2014-47, Office of Information
Technology, Support of National Cyber Security Awareness Month. The Board
dispensed with the reading of the Resolution, which reads as follows:

WHEREAS, the County of Bayfield, WI recognizes that it has a vital role in
identifying, protecting, and responding to cyber threats that may have significant impact
to our individual and collective security and privacy; and
WHEREAS, critical infrastructure sectors are increasingly reliant on information
systems to support financial services, energy, telecommunications, transportation, utilities,
health care, and emergency response systems; and
WHEREAS, the Stop. Think. Connect.™ Campaign (www.dhs.gov/stopthinkconnect or
www.stopthinkconnect.org) has been designated as the National Public Awareness
Campaign, implemented through a coalition of private companies, nonprofit and government
organizations, and academic institutions aimed at increasing the understanding of cyber
threats and empowering the American public to be safer and more secure online; and
WHEREAS, the National Institute for Standards and Technology Cybersecurity
Framework and DHS’s Critical Infrastructure Cyber Community (C3) Voluntary Program
have been developed as free resources to help organizations (large and small, both public
and private) implement the Cybersecurity Framework and improve their cyber practices
through a practical approach to addressing evolving threats and challenges; and
WHEREAS, in support of the Cybersecurity Framework and to better assist
business and government entities in addressing cyber threats, the Center for Internet
Security/Multi-State ISAC, the Council on CyberSecurity, the Governors Homeland
Security Advisors Council, and public and private sector entities have developed an effort
to promote good cyber hygiene through actionable guidance for government and
businesses, and to promote innovation, strengthen cybersecurity investment and enhance
resilience across all sectors; and
WHEREAS, maintaining the security of cyberspace is a shared responsibility in
which each of us has a critical role to play, and awareness of computer security essentials
will improve the security of Bayfield County information infrastructure and economy; and
WHEREAS, the President of the United States of America, the U.S. Department
of Homeland Security (www.dhs.gov/cyber), the CIS/Multi-State Information Sharing and
Analysis Center (www.msisac.org), the National Association of State Chief Information
Officers (www.nascio.org), the Council on CyberSecurity (www.counciloncybersecurity.org/)
and the National Cyber Security Alliance (www.staysafeonline.org) have declared October
as National Cyber Security Awareness Month; and all citizens are encouraged to visit
these sites, and the Stop.Think.Connect. Campaign website (www.dhs.gov/stopthinkconnect
or www.stopthinkconnect.org) to learn about cyber security; and put that knowledge into
practice in their homes, schools, workplaces, and businesses.
NOW, THEREFORE, BE IT RESOLVED, that the Bayfield County Board of
Supervisors, assembled this 30th day of September, 2014, does hereby proclaim that the
County of Bayfield, WI is officially supporting National Cyber Security Awareness Month
and the National Public Awareness Campaign, Stop. Think. Connect.

By Action of the
Bayfield County Board of Supervisors

A motion was made by Rondeau/Crandall to adopt Bayfield County Resolution
No. 2014-47, Office of Information Technology, Support of National Cyber Security
Awareness Month. The motion carried.
11. Bayfield County Resolution No. 2014-43, Forestry & Parks Department
Budget Amendment. Abeles-Allison informed the Board that this amendment is for
changes that were necessary and made for the new forestry building. The Board
dispensed with the reading of the Resolution, which reads as follows:
WHEREAS, via Resolution 2013-47 (attached here), the County Board authorized the
construction of the Forestry Building Project during their meeting on October 1, 2013; and
WHEREAS, Resolution 2013-47 outlined the general budget parameters for the
construction of a new Forestry garage; and
WHEREAS, per the Resolution, the Forestry and Parks Department was authorized the
use of $157,500 from the sale of the previous forestry garage, contributions from the DNR of
$90,656, and up to $112,000 in additional County Funds, to pay for all costs associated with the
construction of the new forestry building; and
WHEREAS, the total money available for the construction of the new garage is $360,156;
and
WHEREAS, $248,156 was receipted from the sale of the building and DNR proceeds; and
WHEREAS, the signing of the contract, as well as the start of construction, took place in
CY 2014; and
WHEREAS, a total of $14,267 was spent in CY 2013 on expenses pertaining to the
construction of the new forestry garage; and
WHEREAS, a total of $345,888 remains for use towards the construction of the new
Forestry Garage in CY 2014.
NOW, THEREFORE, BE IT RESOLVED, that the Bayfield County Board of Supervisors
assembled this 30th day of September, 2014, approves the following budget amendment to the

Resolution 2013-47 As Referenced________________________________________
WHEREAS, the Forestry Department is in need of additional/upgraded storage space for
operating equipment and supplies; and
WHEREAS, the City of Washburn has agreed to provide land to the County for
construction of a new Forestry Building on the opposite side of the County Highway Garage (corner
of Pump House Road and South First Avenue East) in the City of Washburn, provided that the
existing forestry building and land is sold to a taxable entity; and
WHEREAS, competitive bids for a new Forestry Building in the amount of $304,000
(without DNR enhancements) or $344,000 (with DNR enhancements) were received; and
WHEREAS, the department budgeted $100,000 for Forestry Storage Building construction
and/or upgrades in 2013; and
WHEREAS, the existing forestry building and land was placed up for sale and a bid for the
existing property and building was received in the amount of $157,500; and
WHEREAS the County has received State Building Permit approval to proceed and the
County has submitted documentation to the City for City Site Plan approval; and
WHEREAS, the City has received State approval to extend utilities to the new site; and
WHEREAS, approximately $50,000 (without DNR enhancements) or $12,000 (with DNR
enhancements) of county fund balances would be needed to cover the balance of anticipated costs
for the new building; and
WHEREAS, the City of Washburn has committed $200,000 towards water and sewer
extensions to construct the Forestry Building at the new location; and
WHEREAS, the DNR has requested permission to lease a portion of the building, providing a
one-time payment, assistance in paying utilities, and assistance with building maintenance; and
WHEREAS, the County and DNR are in negotiations regarding a $75,000 contribution
toward construction costs; and
NOW, THEREFORE, BE IT RESOLVED, that the Bayfield County Board of Supervisors,
meeting this 1st day of October, 2013 approves that the Bayfield County Forestry Department may

proceed with construction of a new storage facility in 2013 or 2014 within the financial parameters
identified in this resolution; and
BE IT FURTHER RESOLVED that the County Board authorizes the department and county
administration to sell the existing parcel for $157,500 with the stipulation that the county be
permitted to lease the building for storage purposes at least through April of 2014 or longer if
agreed to by the new owner.
BE IT FURTHER RESOLVED that this agreement is conditioned upon the City proceeding
with infrastructure improvements (water and sewer) and granting site plan approval for the new
forestry garage.

WHEREAS, the Bayfield County Land & Water Conservation Department requests
their 2014 budget be amended as follows to reflect actual amounts through the WI DNR
Bony Lakewide Restoration & Conservation Project Grant #LPT-316-08.5; and
WHEREAS, an amendment was made in May 2014 to reflect what was thought the
actual beginning balance to our FY2014 budget; and
WHEREAS, an additional amendment of $3,090.00 is necessary to bring the net
total of the Revenue/Expense in line.
NOW, THEREFORE, BE IT RESOLVED, that the Bayfield County Board of
Supervisors, assembled this 30th day of September, 2014, approves the following budget

awarded a FWS Cooperative agreement “Wickstrom Bridge Replacement on Whittlesey
Creek in the Town of Barksdale” (Agmt #F14AC00090); and
WHEREAS, the award of this agreement totaling $118,000.00 was received after
the FY2014 budget had been approved; and
WHEREAS, the scheduled performance and budget period of this award is January
6, 2014 thru September 30, 2017. The department requested and received advance
payment of $35,000 in 2014, and will submit for the remaining portion over the
performance period.

WHEREAS, the Bayfield County Land & Water Conservation Department received
an amendment for JFA agreement 14EMWI000000039 increasing the payment by LWCD
from $6,000 to $12,500 annually; and
WHEREAS, currently the BC LWCD bills for and receives: $2,000 from the
FWS/NGLVC, $2,000 from the FWS/Ashland office). The remaining $2,000 comes from
the LWCD budget; and
WHEREAS, Northland College will be billed annually the additional $6,500 for the
operation and maintenance of Whittlesey Creek gaging station; and
WHEREAS, the amendment for this agreement was received after the FY2014
budget had been approved.

15. Confirmation of Appointment of Jim Nemec to the Tri-County Corridor.
Abeles-Allison explained that there was a citizen vacancy on the Tri-County Corridor
Commission. Mr. Nemec was on the Committee a while back, and after checking the
applications on file, it is his recommendation that the Board appoint Mr. Nemec once again.
A brief discussion took place. A motion was made by Bichanich/Rondeau to appoint Jim
Nemec to the Tri-County Corridor Committee. The motion carried.
16. Confirmation of Appointment of John Bennett, as Council Member, to
the Vaughn Public Library. A motion was made by Rondeau/Kittleson to appoint John
Bennett to the Vaughn Library Committee as a Council Member. Discussion took place
regarding Act 420. Supervisor Kittleson personally thanked Bennett for taking this duty
on. The motion carried.
17. Confirmation of Appointment of Kenneth Jardine, as Council Member and
William Bussey as Alternate to the Scenic By-Way Committee. A motion was made by

Rondeau/Williams to 1ppointment of Kenneth Jardine, as Council Member and William
Bussey as Alternate to the Scenic By-Way Committee. The motion carried.
18. Administrator’s Report:
a) Bayfield County I-Phone/Android Applications: Abeles-Allison
shared information with the Board on how different apps can be
downloaded to their phones and I-pads for their use through Bayfield
County. He briefly went over the site where they can get the various
apps. Paul Houck can help out if you need assistance.
b) Update on WCA Meeting Report: It was a good meeting; one topic
was to vote “yes” for transportation. There will be an amendment on
the November 4th ballot. Discussion took place on the funds and
where they have gone in the past regarding transportation.
Chairman Pocernich stated he was fortunate to be able to vote on
many of the resolutions that were on the agenda.
c) Committee Quorum Discussion. Discussion took place on quorums for
our meetings; call-ins are accepted and we do not want to postpone
meetings if we don’t need to. Pocernich was not in favor of
rescheduling – if a quorum can’t be made, we cancel the meeting.
Discussion on how some counties allow for the Chair and Vice-Chair of
the County Board to be at a meeting and vote in the absence of a
committee member. Pocernich stated he was not in favor of this.
Discussion took place that we do allow for call-ins and we need to
make more of an effort to be present for the meetings.
d) Future County Board Meetings: Oct. 28th and Nov. 12th. Please take
note that this meeting is scheduled for a Wednesday since Veteran’s
Day is on Tues. Nov. 11th and the courthouse is closed.
e) Election Update: It is the new law now that you must bring a Photo
ID when you vote. The Nov. 4th ballot is on the web page for viewing.
f) Per Diems & Mileage: Starting October 17th, per diems & mileage
will go through payroll and will be on one check.
g) 2015 Budget Report: We have had 4 good meetings. The Executive
Committee has made its recommendation to the full Board which will
come out the Monday 3 weeks prior to October 28th, when the Public
Hearing will be held and the budget considered for passing.
19. Supervisors’ Reports:
a) Committee Chair Reports: Everyone has received a letter and a hard
copy of the audit from our Auditors. A copy of this has also been
down loaded to your dropbox for viewing as well.

20. Future Agenda Items:
a) Supervisors Bussey and Strand wanted to have the issue of the pig
farm, CAFO, put on the next agenda for discussion purposes only.
They stated they would like more information regarding this issue. It
was also suggested that this topic be placed on the Land & Water
Committee’s agenda. Discussion took place regarding the fact that no
location had been proposed, however, there is an inquiry and we
should be ahead of the game.
There being no further business to come before the Bayfield County Board of
Supervisors, Chairman Pocernich adjourned the meeting at 7:30 p.m.
