HomeMy WebLinkAboutCounty Board of Supervisors - Minutes - 8/2/2016252 Minutes of the Bayfield County Board of Supervisors’ Meeting August 2, 2016 – 5:00 p.m. Bayfield County Board Room, Courthouse, Washburn, Wisconsin Chairman Pocernich called the meeting to order at 5:01 pm. A roll call was taken Scott Fibert, County Clerk, as follows: Miller-absent; Crandall-present; Rondeau-present; Goodwin-present via telephone; Bussey-present; Fickbohm-present; Maki-present; Oswald- present; Silbert-present; Pocernich-present; Strand-present; Williams-absent; Coughtry- present. Total 13: 11 present, 2 absent. A quorum was present to conduct business. The following were also present for the portion of today’s meeting: Mark Abeles-Allison, County Administrator; Dawn M. Bellile, Deputy County Clerk; Jan Victorson, Emergency Mgmt. Coordinator; Brenda Spurlock, Criminal Justice Coordinator; John Carlson, Corporation Counsel; Jennifer Augustine, NLS Director; and Northern Lights Services Board Members Sandy Johnson, Sandy Olson, Diane Fizzell, Jim Moeller, Colleen Daley. The Pledge of Allegiance was recited by all in attendance. 1. Bayfield County Resolution No. 2016-47, Ratifying Emergency Proclamation Signed by County Board Chair on July 21, 2016 for Emergency Response Expenditures. Jan Victorson, Emergency Management Coordinator, was present to explain the Resolution with the Board. Victorson stated that due to the high winds and trees blown down, a good portion of the County was out of power for hours and clean up lasted for days. Chairman Pocernich signed the Proclamation prior to this evening’s meeting in order for Bayfield County to apply for funding from the Wisconsin Disaster Fund. Victorson further stated that there is no way this storm can be linked into the floods from the week before. The Towns have to file for this relief as well. Governor Walker declared Bayfield County in a state of emergency. Presently, there is not a dollar amount connected with the Proclamation. County Administrator, Mark Abeles-Allison, read the Resolution to the Board, which reads as follows: WHEREAS, a disaster, namely thunderstorms and hard winds commencing on July 21, 2016, has had major impact on local jurisdictions in Bayfield County; and WHEREAS, the those winds caused major damage to trees and power lines throughout the county; and WHEREAS, documentation in the form of an emergency proclamation related to emergency conditions and related expenditures support local jurisdictions and the county requests for outside funding assistance; and WHEREAS, pursuant to State Statute 323.11 and 323.14 (4)(b) of the Wisconsin State Statutes it was necessary and expedient for the health, safety, welfare and good order to proclaim that emergency conditions exist; and WHEREAS, the County Board Chair of the Bayfield County Board of Supervisors signed an emergency proclamation at the Bayfield County Courthouse on July 21, 2016. 253 NOW, THEREFORE, BE IT RESOLVED, that the Bayfield County Board of Supervisors assembled this 2nd day of August, 2016, by this resolution ratifies the emergency proclamation signed by the County Board Chair on July 21, 2016. By Action of the Bayfield County Board of Supervisors Dennis M. Pocernich, Chairman A motion was made by Rondeau/Oswald to adopt Bayfield County Resolution No. 2016-47, Ratifying Emergency Proclamation Signed by County Board Chair on July 21, 2016 for Emergency Response Expenditures. Further discussion took place with Victorson, who stated that had the County not declared a state of emergency, she didn’t believe that Governor Walker would have done declared an emergency. It is important to declare emergencies such as the past two as it allows for possible funding for cleanup. The motion carried. 2. Bayfield County Resolution No. 2016-48, Wisconsin Department of Administration Emergency Assistance Program to Assist with Repairs to Housing, Businesses and Infrastructure Damaged from the July 11-12, 2016 Flooding. Victorson spoke on this Resolution as well. Victims of flooding damage could utilize these funding sources for infrastructure damage that occurred to their homes. The funding is through the CDBG Emergency Assistance Program (CDBG EAP). Bayfield County wants to participate in regional efforts to help our citizens; however we may be able to. At this, we do not have the resolution in place to talk about or pass. Victorson was asking for a motion from the Board this evening in support of finding assistance to those citizens who have incurred damage to private, business or public infrastructure. Discussion took place. A motion was made by Rondeau/Strand that Bayfield County participate in regional efforts toward funding or other assistance that may benefit those who have incurred toward funding or other assistance that may benefit those who have incurred damage to private property, business, or public infrastructure that is not eligible for funding through existing programs. This would include, but not be limited to the DCBG-EAP. The motion carried. 3. A motion was made by Rondeau/Bussey to move in and out of Executive Session pursuant to §19.85(1)(e) deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session and (g) Conferring with legal counsel for the governmental body who is rendering oral or written advice concerning strategy to be adopted by the body with respect to litigation in which it is or is likely to become involved: a) Discussion and Possible Action Regarding Northern Lights Services Debt Refinancing, Debt Retirement, and Property Ownership; 254 and to allow Attorney John Carlson, Jennifer Augustine and the Northern Lights Services Board to remain in Executive Session. The motion carried. At this time, Supervisor Goodwin was instructed that he would be called back once the Board was back in open session. Chairman Pocernich stated that this concluded the meeting.
