HomeMy WebLinkAboutCounty Board of Supervisors - Minutes - 12/14/2017291 Minutes of the Bayfield County Board of Supervisors’ Meeting December 14, 2017 – 6:00 p.m. Bayfield County Board Room, Courthouse, Washburn, Wisconsin This evening’s meeting was delayed a few minutes due to the Executive Committee’s meeting held prior to this evening’s County Board meeting, in which some of the Supervisors are on that Committee. Chairman Pocernich called the meeting to order at 6:10 pm. A roll call was taken by Scott Fibert, County Clerk, as follows: Silbert-present; Pocernich-present; Strand-present; Williams-absent; Coughtry-absent; Miller-present; Crandall-absent; Rondeau-present; Goodwin-absent; Bussey-present; Fickbohm-present; Maki-present; Oswald-present. Total 13: 9 present, 4 absent. A quorum was present to conduct business. The following were also present for this evening’s meeting: Mark Abeles-Allison, County Administrator; Dawn M. Bellile, Deputy County Clerk; Elizabeth Skulan, DHS Director; The Pledge of Allegiance was recited by all attending this evening’s meeting. A moment of silence was observed in memory of Lois Strom, mother of employee Dawn Bellile, who passed away on December 1, 2017. A motion was made by Rondeau/Miller to adjourn as a County Board and Convene as a Committee of the Whole to hold a Public Hearing Regarding a Proposed Application for the 2016-2017 Community Development Block Grant Small Cities Housing Program Funds. The motion carried. Now in public hearing, Sheldon Johnson, contact for Northwest Regional Planning Commission, was present to explain Block Grant that this hearing is being held due to an error in the original publication notice. Johnson further explained that NWRP Program is comprised of the Counties of Ashland, Bayfield, Burnett, Douglas, Iron, Price, Rusk, Sawyer, Taylor and Washburn, with Douglas County being the lead County applicant. Johnson encouraged the Board to notify their respective communities of the funding that is available to low to moderate income families. The Board reviewed the documentation that had been sent to them prior to the meeting. The Board also agreed that this is a very good program that helps many individuals. Discussion took place. A motion was made by Rondeau/Fickbohm to adjourn as a Committee of the Whole and Reconvene as a County Board. A roll call vote was taken as follows: Pocernich-yes; Strand-yes; Williams-absent; Coughtry-absent; Miller-yes; Crandall- absent; Rondeau-yes; Goodwin-absent; Bussey-yes; Fickbohm-yes; Maki-yes; Oswald- yes; Silbert-yes. Total 13: 9 yes, 0 no, 4 absent. The motion carried. 7. Motion Regarding Minutes of November 14, 2017 Bayfield County Board of Supervisors’ Meeting. A motion was made by Rondeau/Bussey to adopt the Minutes 292 of the November 14, 2017 Bayfield County Board of Supervisors’ Meeting. The motion carried. 8. Public Comment. None. 9. Report of the Bayfield County Planning & Zoning Department Regarding the Rezone of a 4.09-Acre Parcel Owned by the Town of Barksdale in Section 35, T48N, 5W, in the Town of Barksdale from Agricultural-One (Ag-1) to Municipal (M). Rob Schierman, Zoning Director, was present to explain the permit. He informed the board that both the Town Board and the Zoning Committee met and both approved the rezone being asked for. The Board dispensed with the reading of the Report, which reads as follows: TO: The County Board of Supervisors of Bayfield County on the hearing of petitions to amend the Bayfield County Zoning Ordinance. The Planning and Zoning Committee of the Bayfield County Board of Supervisors, having held a public hearing pursuant to Section 59.69(5)(e), Wisconsin Statutes; notice thereof having been given as provided by law; and having been duly informed of the facts pertinent to the following changes; hereby recommends the following action on said petition: The Zoning of Town of Barksdale 4.09-acre parcel (ID# 566) (V. 540 P. 260), described as a parcel of land in the Northwest Quarter (NW ¼) of the Northwest Quarter (NW ¼), more particularly described as follows: Commencing at the Northwest (NW) corner of said Section 35; thence East along the centerline of the Ondossagon Road as now located, the same being the North line of said Section 35, 295.16 feet to the point of beginning; thence continuing East along the center line of the Ondossagon Road to the North line of said Section 35, 359.69 feet; thence South at right angles to said North section line 441.25 feet; thence West parallel to the North section line 658.87 feet, more or less, to the West line of said Section; thence North following the West line of said Section 104.84; thence East parallel to the North line of Section 35, 296.24 feet; thence North at right angles, 303.41 feet to the point of beginning. The motion carried. 10. Bayfield County Amendatory Ordinance No. 2017-11 Regarding the Rezone of a 4.09-Acre Parcel Owned by the Town of Barksdale in Section 35, T48N, 5W, in the Town of Barksdale from Agricultural-One (Ag-1) to Municipal (M). Report of the Bayfield County Planning & Zoning Department Regarding the Rezone of a 40-acre Parcel and a 27.7-acre parcel, both owned by Big Top Chautauqua, both located in Section 29-50N, 4W, in the Town of Bayfield, to be Changed from Forestry-One (F-1) to Residential-Recreational-Business (R-RB). Schierman informed the board that both the Town Board and the Zoning Committee met and both approved the rezone being asked for. The Board dispensed with the reading of the Report, which reads as follows: TO: The County Board of Supervisors of Bayfield County on the hearing of petitions to amend the Bayfield County Zoning Ordinance. The motion carried. 13. Bayfield County Resolution No. 2017-76, 2017 General Fund Budget Amendments for the Treasurer, Register of Deed and Child Support Offices. Abeles-Allison explained the purpose of the amendments. The Board dispensed with the reading of the Resolution, which reads as follows: WHEREAS, sick-leave bank amounts were paid out when an employee left in the Treasurer’s Office; and WHEREAS, balancing revenues in the Treasurers interest income lines are available; and WHEREAS, unemployment benefits were paid out in the Register of Deeds Office; and WHEREAS, balancing revenues in the Register of deeds offices are available; and WHEREAS, capital improvements and equipment in the Child Support Office for new equipment and safety improvements were made in 2017; and WHEREAS, partial reimbursements were received for these purchases in the All Other Revenue Line; and NOW, THEREFORE, BE IT RESOLVED, that the following line item adjustments be made: Increase Expenditure Line Item: 100 12 50131 by $5934 Increase Revenue Line Item: 100 12 48110 by $5943 Increase Expenditure Line Item: 100 15 50158 by $2520 Increase revenue Line Item: 100 15 41250 by $2520 Increase expenditures line item 100 09 50810 by $4999 Increase expenditure line item 100 09 50820 by $3241+ $5000 = $8241 Increase revenue line item reimbursement by $13,240 By Action of the Bayfield County Board of Supervisors Dennis M. Pocernich, Chair A motion was made by Bussey/Miller to adopt Bayfield County Resolution No. 2017-76, 2017 General Fund Budget Amendments for the Treasurer, Register of Deed and Child Support Offices. Total 13: 9 yes, 0 no, 4 absent. The motion carried. 297 14. Bayfield County Resolution No. 2017-77, Jail Assessment Fund Budget Amendment. Abeles-Allison explained the Resolution to the Board. The Board dispensed with the reading of the Resolution, which reads as follows: WHEREAS, the 2017 Jail Assessment expense budget is used for Jail related expenses with revenues coming from assessment fees for violations of state, municipal or county ordinances; and WHEREAS, there was an unexpected expenditure of $19,547 on jail radio communications and air handling improvement projects in 2017, exceeding the jail assessment budget expenses by $547; and WHEREAS, the Space and Security Assessment study highlighted the importance of increased camera locations in safety sensitive areas of the jail and camera installation was originally planned; and WHEREAS, the Sheriff’s Office recommends additional jail cameras, in light of the security study; and WHEREAS, the Jail Assessment funds needed for the installation of security cameras are $4,886; and WHEREAS, the Jail Assessment account has a sufficient balance to cover expenses for cameras. NOW, THEREFORE, BE IT RESOLVED, that the Bayfield County Board of Supervisors assembled this 14th day of December 2017 does hereby authorize the 2017 Jail Assessment budget be amended to reflect the expenses from projects to be completed and the sufficient savings balance for Jail Assessment to: Increase Jail Assessment Fund Balance Applied 245-63-49301 by $5,433 Increase Jail Assessment Expenses 245-63-52703-50810 by $5,433 Jail Assessment Breakdown for 2017 Jail Assessment Expense Budget for 2017: $19,000 Air Handling $13,132 Jail Radio Communications $ 6,415 Total Expenses $19,547 Overage of $ 547 Budget Amendment Request: Cover overage of Jail Assessment $ 547 Planned camera installation $ 4,886 Total Budget Amendment $ 5,433 By Action of the Bayfield County Board of Supervisors 298 Dennis M. Total 13: 9 yes, 0 no, 4 absent. The motion carried. 15. Bayfield County Resolution No. 2017-78, 2018 Budget Adjustment for new Position in the Department of Human Services. Elizabeth Skulan, DHS Director, was present to explain the budget adjustment for a new position. The Board dispensed with the reading of the Resolution, which reads as follows: WHEREAS there is inadequate state and federal funding to support enough Income Maintenance workers in the Northern Income Maintenance (NIMC) to perform the work; and WHEREAS, it is advantageous for (NIMC) to hire additional Economic Support Workers to address workload issues; and WHEREAS, new funding called Enhanced Medicaid (EMA) funds are available in 2018 and 2019; and WHEREAS, EMA funds paid to NIMC will fully fund five Economic Support Workers for a period of two years and EMA funds awarded to NIMC in the future, may be used to sustain employment for the positions for a longer period of time; and WHEREAS, Bayfield County has been afforded the opportunity to hire one of the five fully funded ES workers and has the capacity to do so without committing additional county levy to employ the new worker; and WHEREAS, adjustments to the Department of Human Services 2018 budget are necessary to satisfy state statutes and accounting principles to hire an additional employee; NOW, THEREFORE, BE IT RESOLVED, that the Bayfield County Board of Supervisors assembled this 14th day of December 2017, does hereby approve the hiring of an additional Economic Support worker in 2018 and approves the following 2018 budget line adjustments: Account Number Description Adjustments Expenditure Adjustments 235-54-54410-50121 IM, EMA, Salary $70,000 235-54-54410-50810 IM, EMA, Furniture, Fixtures & Equipment $12,000 Total Increase to Expenditures $82,000 Revenue Adjustments 235-50-43560-104 IM,EMA,St/Fed Revenue $82,000 Total Increase to Revenue $82,000 By Action of the Bayfield County Board of Supervisors 299 Dennis M. Pocernich, Chair A motion was made by Bussey/Rondeau to adopt Bayfield County Resolution No. 2017-78, 2018 Budget Adjustment for new Position in the Department of Human Services. Discussion took place on not keeping this a permanent position, that when the grant runs out so does the position. Miller/Rondeau made an amendment to the motion that this is to be advertised strictly as a 2-year position, based on the availability of grant funding, and if there is no more funding after 2 years, the position is done and is not automatically renewed after 2 years. Further discussion took place. A vote on the amendment was taken and the motion carried with one opposition. A roll call vote was taken on the Resolution as follows: Coughtry-absent; Miller-yes; Crandall-absent; Rondeau-yes; Goodwin-absent; Bussey-yes; Fickbohm-yes; Maki-yes; Oswald-yes; Silbert-yes; Pocernich-yes; Strand-yes; Williams-absent. Administrator’s Report: a) Future County Board Meeting Dates: ✓ January 30th, 2018; February 27th; March 27th; b) February and April, 2018 Election Updates. Fibert passed out a document that had the contestants listed for the upcoming County Board of Supervisors’ race noting that some have chosen not to run, and others have confirmed their interest in running by filing their candidate papers. c) 2018 Budget in Brief. Abeles-Allison passed out document entitled “2018 Budget in Brief” that was put together for people who are interested in knowing more details about the budget. d) Superior Days Topics. Superior Days has narrowed down the legislative and agency issues: Bayfield County is working on the following: LEGISLATIVE ISSUES o Increase Medicaid reimbursements for nursing homes. o Payment in Lieu of Taxes, County Forest, State Payments to Towns o Trail Development o Value Added Forest Products o Shoreland Zoning o Water Resources and Local Control AGENCY ISSUES o Juvenile, out of home placements o Road Funding o Municipal Cooperation Incentives o Highway 63 / Telemark considerations 300 e) Space & Security Update. Abeles-Allison updated the Board on how over the past year Improvements have started space and security issues have been worked on ad now to date, are starting to become a reality. Glass windows will be in place for the District Attorney and Clerk of Court’s office as well as bullet proof glass in the Sheriff’s Dept. Child Support has seen improvements in their office with security glass and these offices have also had the new FAB system put in place. There are 13 doors which need this change. 17. Supervisors’ Reports: Supervisor Silbert reported that last week he became aware of the mining legislation signed into place by the Governor. He stated that the WCA is considering this further and is working on coming up with a model ordinance to use as to not reinvent the wheel. He will report back on more in the near future. Supervisor Strand informed the Board that the Health Committee is down 2 members because Supervisor Williams and Goodwin have not been able to attend meetings due to their health. He asked the Chair if was possible to appoint at least 1 more Supervisor in order to have a quorum at their meetings. A brief discussion took place and Chairman Pocernich appointed Jeffrey Silbert to the Health Board and to the Sheriff’s Committee. He then appointed Larry Fickbohm to the Highway Committee as it has to be someone of that district. 18. Future Agenda Items. The Board was updated as to the renovations that will be taking place in the Board Room within the next few months, so some meetings may have to be held in other rooms. There being no further business to come before the County Board of Supervisors, Chairman Pocernich adjourned the meeting at 6:55 p.m. Respectfully submitted, Scott S.
