The Bayfield County Board of Supervisors was called to order at 6:01 p.m. by Bayfield County
Chairman, Dennis Pocernich. A roll call was taken by County Clerk, Scott Fibert, as follows: George
Newago- absent; Thomas Gordon- present; Larry Fickbohm- present; Harold Maki- absent; Jeremy
Oswald- absent; Jeffrey Silbert- present; Dennis Pocernich- present; Fred Strand- present; Thomas
Snilsberg- present; Marty Milanowski- present; David Zepczyk- present; James Crandall- present; Brett
Rondeau- present. Total: 10 present, 3 absent. A quorum was present to conduct business.
The following were also present for today’s meeting: County Clerk- Scott Fibert; County
Administrator- Mark Abeles-Allison; Clerk III- Allison Radke; Director of Human Services- Elizabeth
Skulan, Director of the Bayfield County Economic Development Corporation- Scottie Sandstrom,
Emergency Management Coordinator- Jan Victorson, Director of Tourism- Mary Motiff, President of
Trails North ATV Club- Jim Bender and numerous other members from this ATV Club.
3. Pledge of Allegiance; The Pledge of Allegiance was recited by all in attendance.
4. Moment of silence for Debra “Debi” Smith; Former Department of Tourism Employee;
Tourism Director- Mary Motiff spoke in honor of Debi Smith and acknowledged her contributions
and positive work for Bayfield County.
5. 2019 Bayfield County Budget Public Hearing;
Motion by Rondeau, Gordon to adjourn as a County Board and convene as a Committee of the
Whole to hold a public hearing on the 2019 Bayfield County Budget. A roll call was taken as
follows: Newago-absent, Gordon-yes, Fickbohm- yes, Oswald-absent, Silbert-yes, Pocernich-yes,
Strand-yes, Snilsberg-yes, Milanowski-yes, Zepczyk-yes, Crandall-yes, Rondeau-yes, Maki-
absent. Motion carried. (10-yes, 0-no, 3 absent) Motion carried.
No comments were received from the public. County Administrator Abeles-Allison gave
information regarding the 2019 Budget and Levy. Comments were received from County Board
Supervisors.
Motion by Gordon, Crandall to close the Public Hearing and reconvene as County Board. A roll

6. Discussion and Possible Action to Adopt 2019 Budget;
The 2019 Bayfield County Budget is recommended to be $31,901,192.
Motion by Gordon, Rondeau to adopt the Bayfield County 2019 Budget. A roll call was taken as

7. Discussion and Possible Action to Set the 2019 Tax Levy;
The 2019 Bayfield County Tax Levy is $9,603,507.
Motion by Gordon, Rondeau to adopt the Bayfield County 2019 Tax Levy. A roll call was taken as

8. Bayfield County Tax Charge Backs; for the Town of Russell and the City of Washburn for the
tax year 2017;
The tax charge back are from the Towns of Russell and the City of Washburn. They include:
Russell: $1134.15 Land held in Trust
Washburn: $11.37 Foreclosed property
Washburn: $254.74 Foreclosed property
Motion by Strand, Fickbohm to adopt the Bayfield County Tax Charge Backs. A roll call was

9. Motion Regarding Minutes of September 26, 2018 Bayfield County Board of Supervisors’
Meeting;
Motion by Rondeau, Zepczyk to approve the Minutes of the September 26th, 2018 Bayfield County
Board of Supervisors Meeting. No additions or corrections. Motion carried.
10. Public Comment;
Scottie Sandstrom, Director of the Bayfield County Economic Development Corporation (BCEDC),
thanked the Bayfield County Board for their work over the years, especially regarding the budget
and economic development. He also announced that the new Director of the BCEDC will be Cole
Rabska, a resident of the Cable area.

Jim Bender, President of Trails North ATV Club, spoke in support of Amendatory Ordinance No.
2018-15. The club is comprised of over 100 members. He has not heard of opposition. Numerous
other members of Trails North ATV Club were also present for the meeting in support of the new
ATV trail routes.
11. Bayfield County Resolution No. 2018-84; In Recognition of Veteran’s Day 2018; Kevin
Johnson, Veteran’s Service Officer;
WHEREAS, the 11th of November 2018 is celebrated as Veteran’s Day; and
WHEREAS, the freedom enjoyed by our nation’s citizens is maintained by the vigilance of our
men and women in uniform; and
WHEREAS, the strength of our current military force follows in the footsteps of generations of
Veterans before them; and
WHEREAS, the United States military instills a sense of honor, duty, leadership, commitment
and respect, evident in the millions of Veterans who have returned home to their communities as
productive citizens, strengthened by their military experiences; and
WHEREAS, through their effort we stand together as a great nation dedicated to freedom.
NOW, THEREFORE, BE IT RESOLVED, that the Bayfield County Board of Supervisors
assembled this 30th day of October 2018, stand and salute Veterans for their contributions, and
express gratitude for all those who serve today and those Veterans that have served their country
in all branches of the Armed Forces.
Motion by Silbert, Crandall to approve Resolution No. 2018-84. Motion carried.
12. Introduction of Marvin Suomi, new President of Northland College;
Marvin Suomi recently took office as President of Northland College. He was not in attendance for
the meeting. His information was included in the County Board packet.
13. Bayfield County Resolution No. 2018-85; Requesting Increased Funding and Oversight
Reforms for Wisconsin Child Protective Services System; Elizabeth Skulan, Department of
Human Services Director;
Human Services Director, Elizabeth Skulan, gave a PowerPoint presentation regarding some of
the increased challenges for the Wisconsin Child Protective Services. The increased caseloads
have increased budgetary needs. The Wisconsin County Human Service Association (WCHSA)
has recommended increased standards. The Wisconsin Counties Associations has recommended
that this Resolution be brought before County Boards. Skulan also explained a graph, specific to

Bayfield County placements, showing the increased needs. Drug use and addictions were
mentioned as contributing factors. Comments were received including communicating with
elected officials and discussing it at the upcoming Superior Days.
WHEREAS, the Wisconsin child welfare system is county-operated and state-supervised, except
Milwaukee County, where the system is administered by the Wisconsin Department of Children
and Families (DCF), Division of Milwaukee Child Protective Services (DMCPS); and
WHEREAS, DCF provides insufficient funding to counties for the provision of child abuse and
neglect services including prevention, investigation, treatment, and out-of-home placement costs,
though the state has primary responsibility for compliance with federal requirements and shares
liability for ensuring the system is meeting its obligations to children and families in all 72
counties; and
WHEREAS, in recent years the state of Wisconsin added numerous mandates and practice
expectations which increased county child protective services (CPS) workload and costs; and
WHEREAS, the opioid and methamphetamine epidemics have brought Wisconsin’s child
welfare system to a point of crisis, with increasing concern about the system’s ability to meet its
obligations to children and families; and
WHEREAS, the capacity for counties to continue to bear the lion’s share of financial
responsibility to address this crisis has been exhausted, as rising county contributions to the CPS
system have far outpaced increases to the DCF Children and Family Aids allocations and
counties have used reserve funding to cover CPS expenses and increase staffing; and
WHEREAS, maintaining sufficient resources for Wisconsin’s child welfare system is critical to
secure the safety and future of our most vulnerable children; and
WHEREAS, without a proportional increase in the DCF Children and Family Services
allocations, the CPS system has been stressed for over a decade, causing caseloads for CPS
workers to grow to unreasonable levels, contributing to high levels of staff turnover in some
counties and an overrun of out-of-home placements above what counties can sustain within
available resources; and
WHEREAS, Wisconsin’s CPS system leaves significant gaps in state-level oversight for all
counties except Milwaukee County, including: the absence of caseload standards; no process for
regular legislative evaluation and prioritization of CPS needs; and the absence of a legislative
committee that provides regular policy guidance concerning CPS system issues such as adequate
funding, performance, cost sharing and long-term stability; and
WHEREAS, along with DMCPS, all eleven of Wisconsin’s peer states with county-
administered CPS systems have either adopted caseload standards for CPS caseworkers,
completed thorough workload studies as a basis of determining funding needs, or otherwise have
made significant recommendations related to keeping CPS workloads management; and

WHEREAS, the children within Wisconsin’s CPS system are too important to allow the current
level of under resourcing, oversight gaps and, disparity of attention, while shifting the burden to
property taxpayers.
NOW, THEREFORE, BE IT RESOLVED, that the Bayfield County Board of Supervisors
assembled this 30th day of October 2018 does hereby request that the State of Wisconsin increase
the Children and Family Aids Allocation to counties in the 2019-21 state biennial budget by $30
million annually in order to cover the greater share of out-of-home care costs and increase
staffing levels based on the caseload standards developed by the Wisconsin County Human
Services Association (WCHSA) so Wisconsin’s CPS system can meet its obligation; and
BE IT FURTHER RESOLVED, that the Wisconsin Counties Association urges the State of
Wisconsin to close critical oversight gaps by creating legislative mechanisms to review the CPS
resource needs of all counties as part of the biennial budget process and ensure an appropriate
committee provide ongoing policy guidance to respond to emerging CPS trends and ongoing
system needs; and
BE IT FURTHER RESOLVED, that a copy of the county board resolution be sent to Governor
Scott Walker, Department of Children and Families Secretary Eloise Anderson, Department of
Administration Secretary Ellen Nowak, area legislators, and the Wisconsin Counties
Associations.

14. Bayfield County Resolution No. 2018-86; 2018 Department of Human Services Budget
Adjustment and Access Risk Reserves; Elizabeth Skulan, Department of Human Services
Director;
Human Services Director Skulan explained Resolution No. 2018-86, which involves a budget
adjustment and access risk reserves in the amount of $340,337.
WHEREAS, adjustments to and transfers within the Department of Human Services 2018
budget are necessary to satisfy state statutes and accounting principles; and
WHEREAS, due to unanticipated increases in out of home placements and treatment provided
to individuals with mental health issues and substance use disorders, Human Services expects to
exceed its 2018 budget authority; and

WHEREAS, it may be necessary to access the Department’s Risk Reserves for the additional
county funds needed;
NOW, THEREFORE, BE IT RESOLVED, that the Bayfield County Board of Supervisors
assembled this 30th day of October 2018, does hereby approve that the following 2018 budget
line adjustments.

The Bayfield County Highway Committee recommended this Amendatory Ordinance. The
Ordinance was approved by the Towns of Iron River and Delta. Ordinance No. 2018-15 adds 3
routes to the All-Terrain Vehicles designated routes in the Bayfield County Code of Ordinances.
The only change is the addition of the following routes to Sec. 10-3-10:
CTH H (Scenic Drive West to E Knutson Drive) – .512 miles
CTH H (W Knutson Drive to South McCarry Lake Road) – .981 miles
CTH H (North McCarry Lake Road to Busky Bay Drive – .964 miles
Motion by Crandall, Rondeau to approve Amendatory Ordinance No. 2018-15. Motion
carried.
16. Bayfield County Resolution No. 2018-87; Request to Amend the Child Support Budget for
Laserfiche Purchase; Jennifer Osmak, Child Support Director;
County Administrator Abeles-Allison provided information regarding Resolution No. 2018-87. It
was said to help improve efficiencies in the office.
WHEREAS, the Child Support Agency plans to change scanning systems to match Bayfield
County software. Bayfield County has received approval from the Bureau of Child Support
State of Wisconsin to purchase the Laserfiche scanning software system to support record
keeping needs.
WHEREAS, the state has agreed to reimburse Bayfield County Child Support Agency at the
Federal Financial Participation (FFP) level of 66% as this is an allowable IV-D expenditure for
the Laserfiche system with three equal payments of $2,777 in years 2018, 2019 and 2020, or a
total of $8331.
WHEREAS, the county will purchase the Laserfiche system in 2018 in the amount of $12,620
with a county cost of $4291 (34%) after the above reimbursements.
WHEREAS, the 2018 Bayfield County Child Support budget needs to be amended to reflect
these increases in revenues and expenses:
Increase revenue account 100-09-43507 in the amount of $2,777.
Increase Fund Balance Applied 100-00-49301 in the amount of $9,843.
Increase 100-09-51331-50810 in the amount of $12,620
NOW, THEREFORE, BE IT RESOLVED that the Bayfield County Board of Supervisors
assembled this 30th day of October 2018 does hereby amend the 2018 budget to reflect the
increase in revenues by $12,620 and an increase in expenditures by $12,620.

17. Bayfield County Resolution No. 2018-88; 2018 Capital Improvement Budget Amendment
regarding the Space and Security needs that the Access Control System addresses; Mark
Abeles-Allison, Bayfield County Administrator;
This Resolution involves the Access Control Project which began in 2017. There is a need for
increased funds of $18,226.
WHEREAS, the Space and Security Assessment study highlighted the importance of increased
security, and;
WHEREAS, the County Board approved funding in the 2017 budget to address Space and
Security Needs identified in the study, and;
WHEREAS, the 2017 Sheriff’s Office Capital Improvement budget included $30,000 for the
Access Control System, and;
WHEREAS, the 2017 County Board Capital Improvement budget included $50,000 for the
Access Control System, and;
WHEREAS, the Access Control Project was not completed in 2017 with actual expenses of
$18,129.52 and $36,259.04 respectively, and;
WHEREAS, the 2018 budget does not include expenses for the Access Control Project, and;
WHEREAS, the final bill for the Access Control Project in the amount of $18,226 was received
in 2018; and
WHEREAS, the funds for this project were allocated in 2017, but not fully expended.
NOW, THEREFORE, BE IT RESOLVED, that the Bayfield County Board of Supervisors
assembled this 30th day of October 2018 does hereby authorize that $18,226 in fund balance be
allocated to the 2018 Capital Improvement budget to complete the Access Control System
Project contracted and begun in 2017.

18. Bayfield County Resolution No. 2018-89; Snow Plow Awareness; Mark Abeles-Allison,
Bayfield County Administrator;
Resolution No. 2018-89 is in appreciation for snowplow drivers and to help improve safety
around snowplows during the winter months.
WHEREAS, Bayfield County contains over 2,100 miles of roads.
WHEREAS, County and Local Roadway maintenance employees are dedicated to keeping
roadways clear at all times of year, but have additional burdens during the winter season; and
WHEREAS, snowplowing is a critical service to ensure that emergency services can safely
travel as required, and that citizens are able to access work, school and necessary services, and
WHEREAS, Bayfield County reminds all persons to:
• Be cautious when they encounter snowplows
• Limit driving during bad weather to avoid becoming stuck or stalled in their vehicles.
• Be aware that Wisconsin state law requires drivers to be at least 200 feet behind a working
snowplow.
• Use caution when passing a working snowplow because it can create a cloud of snow that
can obscure a driver's vision.
NOW, THEREFORE, BE IT RESOLVED, that the Bayfield County Board of Supervisors
assembled this 30th day of October 2018, does hereby recognize the importance of the work of
County and Local Roadway Maintenance Employees and thanks them for their efforts to keep
County and Local Roadways safe during heavy snow events.
Motion by Strand, Crandall to approve Resolution No. 2018-89. Motion carried.
19. Bayfield County Resolution No. 2018-90; Regarding County Funding for Next Generation 911
Upgrades; Mark Abeles-Allison, Bayfield County Administrator;
Emergency Management Coordinator, Jan Victorson, explained Resolution No. 2018-90 which
would update the 911 network.
WHEREAS, modernizing Wisconsin’s 911 system has been a priority for local governments, Public
Safety Answering Points (PSAPs), law enforcement, and the telecommunications industry since the
early 2000s; and

WHEREAS, the 2017-19 state biennial budget provided funding for creation of a statewide
emergency services IP network (ESInet), which is the first step in the transition to a digital Next
Generation 911 (NG911) system; and
WHEREAS, a NG911 system utilizes advancements in technology to improve communication
with 911 operators and provides greater efficiency in assisting individuals in crisis; and
WHEREAS, once the ESInet is operational, local 911 centers (PSAPs) will require NG911
capable equipment to connect to the digital system; and
WHEREAS, currently very few PSAPs have the equipment necessary to utilize the ESInet and
transition from analog to digital systems; and
WHEREAS, the average cost for the necessary equipment upgrades will exceed $250,000 per
county in addition to ongoing maintenance costs; and
WHEREAS, while the state has provided grant funding for counties in the past to upgrade local
PSAPs, state funding has not existed in over a decade; and
WHEREAS, the state currently has a fund—the Police and Fire Protection Fee—whose original
intent was to fund county PSAP upgrades; and
WHEREAS, revenue from the Police and Fire Protection Fee is deposited in the state’s general
fund and has never been utilized for its intended purpose.
NOW THEREFORE BE IT RESOLVED, that the Bayfield County Board of Supervisors
assembled this 30th day of October 2018, do hereby urge the Governor and Wisconsin State
Legislature to allocate $7 million annually for counties to upgrade local 911 centers to begin the
NG911 transition; and
NOW THEREFORE BE IT FURTHER RESOLVED, that the $7 million for county PSAP
upgrades should be funded through the existing Police and Fire Protection Fee.

19. Discussion and Possible Action regarding Fairgrounds Tree Planting Grant; For a 2019 Grant;
Mark Abeles-Allison, Bayfield County Administrator;
Bayfield County applied and received a $10,000 grant for tree planting. This grant will benefit the
Bayfield County Fairgrounds.
Motion by Stand, Fickbohm to approve the Tree Planting Grant. A roll call was taken as follows:

20. Appointment to the Bayfield County Human Services Committee; Aimee Kaufmann; Term
ending October 30, 2021;
Motion by Crandall, Gordon to approve the appointment of Aimee Kaufmann to the Human
Services Committee. Motion carried.
21. Appointment to the Bayfield County Board of Adjustment; Richard Webb; Term ending June
30, 2020;
Motion by Rondeau, Gordon to approve the appointment of Richard Webb to the Board of
Adjustment. Motion carried.
22. Appointment to the Bayfield County Library Committee; Connie Cogger; Term ending in
April 2019;
The County Board expressed their gratitude to Bill Sloan, former member of the Bayfield County
Library Committee. He passed away early September.
Motion by Crandall, Gordon to approve the appointment of Connie Cogger to the Library
Committee. Motion carried.
23. The Bayfield County Board of Supervisors may entertain a motion to move in and out of
Executive/Closed Session pursuant to: §19.85(1)(e), deliberating or negotiating the purchasing
of public properties, the investing of public funds, or conducting other specified public business,
whenever competitive or bargaining reasons require a closed session; or

Motion by Newago, Milanowski to move into Executive/Closed Session at 7:05 p.m.
The following were allowed to remain in Closed Session: County Clerk- Scott Fibert; County
Administrator- Mark Abeles-Allison; Attorney- Mike Modl, via conference call;
Clerk III- Allison Radke.
There being no further business to conduct in Executive/Closed Session, a motion was made by
Rondeau, Zepczyk to return to Open Session at 8:12 p.m. Motion carried.
24. Discussion and possible action regarding Tribal Law Enforcement Agreement;
The Tribal Law Enforcement Agreement item will be delayed until the next Bayfield County Board
meeting.
25. Administrator’s Report:
a) Future County Board Meeting Dates:

b) EMT Services Report;
Another meeting needs to be scheduled. County wide EMS was determined to not be the solution.
c) Board Room Safety Exercise;
County Administrator Abeles-Allison reminded County Board Supervisors of emergency exits,
emergency button, cameras, and other safety measures.
26. Supervisors’ Reports;
a) Northern Lights Report;
Supervisors Silbert and Fickbohm toured Northern Lights Nursing Home recently. There were
numerous costly concerns with the physical plant, including the plumbing, generator, elevator,
HVAC, mechanical issues. An infrastructure report has been provided to County Board Supervisors.
It was noted to discuss Northern Lights Nursing Home in Executive Committee.
