Draft Minutes of the:
Bayfield County Board of Supervisors’ Special Meeting
November 28th, 2018 4:00 p.m.
Bayfield County Board Room, Bayfield County Courthouse, Washburn, WI
The Bayfield County Board of Supervisors was called to order at 4:01 p.m. by Bayfield County
Vice-Chair, Fred Strand. A roll call was taken by County Clerk, Scott Fibert, as follows: George
Newago- present; Thomas Gordon- present; Larry Fickbohm- present via telephone; Harold Maki-
present; Jeremy Oswald- present; Jeffrey Silbert- present; Dennis Pocernich- absent; Fred Strand-
present; Thomas Snilsberg- present; Marty Milanowski- present; David Zepczyk- present; James
Crandall- present; Brett Rondeau- absent. Total: 11 present, 2 absent. A quorum was present to
conduct business.
The following were also present for today’s meeting: County Clerk- Scott Fibert; County
Administrator- Mark Abeles-Allison; Clerk III- Allison Radke; County Sheriff- Paul Susienka; Red
Cliff Police Chief- Kyle Cadotte; District Attorney- Kimberly Lawton; UW Extension Employee-
Kellie Pedersen; Community Member- Mike Mertes.
3. Pledge of Allegiance; The Pledge of Allegiance was recited by all in attendance.
4. Public Comment – No public comment was received.
5. Discussion and possible action regarding the Cooperative Law Enforcement Services
Agreement between the Bayfield County Sheriff’s Office and the Red Cliff Tribe;
County Adminstrator Abeles-Allison provided a background and summary of the Cooperative Law
Enforcement agreement between Bayfield County and the Red Cliff Tribe.
County Sheriff Susienka gave information from the Bayfield County Law Enforcement’s
perspective. He encouraged increased dialogue, cooperation, and collaboration. He also encouraged
coming to a consensus.
Red Cliff Police Chief- Kyle Cadotte spoke and gave a background on Red Cliff’s perspective. He
gave information regarding shifts, hourly wages, and budgetary concerns. There are 5 officers
currently. Cadotte said the funds would help Red Cliff continue to be a competent Law Enforcement
staff. Cadotte answered questions regarding crime and improvements that they have made as a police
force.
Comments were received from County Board Supervisors regarding the history of the agreement and
the funding from the grant.

Motion by Silbert, Gordon to adopt the wording of the previous year’s Law Enforcement Services
Agreement. This would allow all funding from the agreement to be given to the Red Cliff Tribe.
A roll call was taken as follows: Newago-yes, Gordon-yes, Fickbohm- yes, Oswald-yes, Silbert-yes,
Pocernich-absent, Strand-yes, Snilsberg-yes, Milanowski-yes, Zepczyk-yes, Crandall-yes,
Rondeau-absent, Maki-yes. (11-yes, 0-no, 2-absent) Motion carried.
6. Adjournment;
There being no further business to come before the Bayfield County Board of Supervisors, Vice-
Chair Strand adjourned the meeting at 4:32 p.m.
