Bayfield County Board of Supervisors’ Meeting
March 26th, 2019 6:00 p.m.
Bayfield County Board Room, Bayfield County Courthouse, Washburn, WI
The Bayfield County Board of Supervisors was called to order at 6:01 p.m. by Bayfield County
Chairman, Dennis Pocernich. A roll call was taken by County Clerk, Scott Fibert, as follows: George
Newago- present; Thomas Gordon- present; Larry Fickbohm- present; Harold Maki- present; Jeremy
Oswald- present; Jeffrey Silbert- present; Dennis Pocernich- present; Fred Strand- present; Thomas
Snilsberg- absent; Marty Milanowski- present; David Zepczyk- present; James Crandall- present; Brett
Rondeau- present. Total: 12 present, 1 absent. A quorum was present to conduct business.
The following were also present for today’s meeting: County Clerk- Scott Fibert; Clerk III- Allison
Radke; Health Department Public Health Nurse- Caloney Mesik; Assistant to the County Administrator-
Kris Kavajecz; Scholarship applicant- Steven Kavajecz.
3. Pledge of Allegiance; The Pledge of Allegiance was recited by all in attendance.
4. Public Comment;
Steven Kavajecz, a Senior at South Shore High School, introduced himself as a Local
Government Scholarship applicant. He will attend Lake Superior College to study Civil
Engineering.
5. Motion Regarding Minutes of the February 26th, 2019 Bayfield County Board of
Supervisors’ Meeting
Motion by Maki, Gordon to approve the minutes of the February 26th, 2019 Bayfield County
Board of Supervisors’ meeting. No additions or corrections. Motion carried.
6. Discussion and Possible Action regarding Bayfield County support for an Additional .6
FTE Assistant District Attorney for the Bayfield County District Attorney’s Office; As
provided in LRB-1217 and the 2019-2021 Executive Budget Proposal by Governor Evers;
Kimberly Lawton, District Attorney
District Attorney Kimberly Lawton gave information about this action and LRB-1217. The
District Attorney’s salary is funded by the State, rather than Bayfield County. District Attorney
Lawton said another attorney would exponentially help Bayfield County. Lawton also reported
about the current work in the Office of the District Attorney, including training law enforcement
in practice trials. Questions were received regarding the budget and hiring process.

Motion by Silbert, Gordon in support of the letter regarding LRB-1217 and the 2019-2021
Executive Budget Proposal by Governor Evers. Motion carried.
7. Bayfield County Resolution No. 2019-16; Communicable Disease Control and Prevention
Grant; Sara Wartman, Health Department Director
Public Health Nurse Caloney Mesik informed about Resolution No. 2019-16. The
Communicable Disease Control and Prevention grant is for $3,200. The revenue matches
expenses.
WHEREAS, the Bayfield County Health Department has received grant funding in the amount
of $3,200.00 from Wisconsin Division of Public Health to offset increasing budgetary pressures
resulting from ongoing disease surveillance and investigations at the local level. Total award to
be expended by June 30, 2019, and
WHEREAS, the 2019 Budget does not contain any projections to account for any revenue or
expenditures for said grant, and
WHEREAS, it is the desire of the Bayfield County Board of Health to accept and expend said
grant,
NOW, THEREFORE, BE IT RESOLVED, that the Bayfield County Board of Supervisors
assembled this the 26th day of March 2019 hereby approve the following budget amendment for
the Communicable Disease Control and Prevention Grant:

the 2019 budget by $3,200 for grant revenue/expenses.
Motion by Gordon, Rondeau to approve Resolution No. 2019-16, Communicable Disease
Control and Prevention grant. A roll call was taken as follows: Newago-yes, Gordon-yes,
Fickbohm-yes, Oswald-yes, Silbert-yes, Pocernich-yes, Strand-yes, Snilsberg-absent,
Milanowski-yes, Zepczyk-yes, Crandall-yes, Rondeau-yes, Maki-yes. (12-yes, 0-no, 1 absent)
Motion carried.
8. Bayfield County Resolution No. 2019-17; Dual Prevention Grant; Sara Wartman, Health
Department Director
Public Health Nurse Caloney Mesik summarized Resolution No. 2019-17, a Dual Prevention
grant. The grant is for $7,500 to create a youth friendly space in the Health Department and

fund a reproductive health program. The revenue matches expenses for this grant.
WHEREAS, the Bayfield County Health Department has received grant funding in the amount
of $7,500.00 from Health Care Education and Training, Inc. to purchase items to enhance dual
protection services within the clinic, such as posters, brochures and other needed program
supplies. Funding is received by reimbursement. Total award to be expended by March 29,
2019, and
WHEREAS, the 2019 Budget does not contain any projections to account for any revenue or
expenditures for said grant, and
WHEREAS, it is the desire of the Bayfield County Board of Health to accept and expend said
grant,
NOW, THEREFORE, BE IT RESOLVED, that the Bayfield County Board of Supervisors
assembled this the 26th day of March 2019 hereby approve the following budget amendment for
the Dual Protection Grant:

Motion by Oswald, Rondeau to approve Resolution No. 2019-17, Dual Prevention grant. A
roll call was taken as follows: Newago-yes, Gordon-yes, Fickbohm-yes, Oswald-yes, Silbert-
yes, Pocernich-yes, Strand-yes, Snilsberg-absent, Milanowski-yes, Zepczyk-yes, Crandall-yes,
Rondeau-yes, Maki-yes. (12-yes, 0-no, 1 absent) Motion carried.
9. Bayfield County Resolution No. 2019-18; Public Health Crisis Response Grant; Sara
Wartman, Health Department Director
Public Health Nurse Caloney Mesik presented about Resolution No. 2019-18, Public Health
Response grant. The grant is for $1,625 for personnel to attend a Drug Endangered Children
training. For this grant, revenue matches expenses.
WHEREAS, the Bayfield County Health Department has received grant funding in the amount
of $1,625.00 from Wisconsin Division of Public Health to offset expenses for Health
Department personnel attending Drug Endangered Children (DEC) trainings/meetings. These
trainings/meetings work to strengthen public health preparedness and response around the
ongoing opioid overdose epidemic in Wisconsin. Total award to be expended by August 31,
2019, and

WHEREAS, the 2019 Budget does not contain any projections to account for any revenue or
expenditures for said grant, and
WHEREAS, it is the desire of the Bayfield County Board of Health to accept and expend said
grant,
NOW, THEREFORE, BE IT RESOLVED, that the Bayfield County Board of Supervisors
assembled this the 26th day of March 2019 hereby approve the following budget amendment for
the Public Health Crisis Response Grant:

Response grant. A roll call was taken as follows: Newago-yes, Gordon-yes, Fickbohm-yes,
Oswald-yes, Silbert-yes, Pocernich-yes, Strand-yes, Snilsberg-absent, Milanowski-yes,
Zepczyk-yes, Crandall-yes, Rondeau-yes, Maki-yes. (12-yes, 0-no, 1 absent) Motion carried.
10. Bayfield County Resolution No. 2019-19; Work Zone Awareness Week; Recommended by
the Wisconsin County Highway Association and the Bayfield County Highway
Commissioner, Paul Johanik
The Federal Highway Administration has designated Work Zone Awareness Week to be from
April 8th to April 12th.
WHEREAS, in 1999 the Federal Highway Administration partnered with the American
Association of State Highway Officials and more recently the American Traffic Safety Services
Association to create the National Work Zone Safety Awareness campaign which is held
annually in April prior to construction season in much of the nation; and
WHEREAS, the Wisconsin County Highway Association is asking all seventy-two counties in
the state to unite and kick off “Work Zone Safety Awareness Week” with a resolution and
campaign to raise awareness for its workers, the traveling public, public safety workers, and
those of various highway contractors performing work for the counties; and
WHEREAS, construction and maintenance activities on our streets and highways periodically
require that work zones be established; and

WHEREAS, there has been over 2,000 work zone crashes in Wisconsin in each of the last three
years; and
WHEREAS, in 2017, Wisconsin suffered from nearly 2,700 crashes in road construction and
maintenance zones, resulting in over 1,000 injuries and six fatalities; and
WHEREAS, between 2012-2017 there were 55 fatalities recorded as a result of crashes in
Wisconsin work zones, including three Wisconsin County Highway workers which were killed
in work zones in 2015; and
WHEREAS, through their enforcement activities and other participation, the Bayfield County
Sheriff’s Office, Wisconsin State Patrol, and Bayfield County Highway Department are
committed to working today in 2019 to make Work Zone Awareness Week a success;
WHEREAS, the Federal Highway Administration has designated April 8th through April 12th,
2019 as National Work Zone Awareness Week;
NOW, THEREFORE, BE IT RESOLVED, by the Bayfield County Board of Supervisors that
the week of April 8th through April 12th, 2019 be designated as Work Zone Awareness Week in
Bayfield County.
Motion by Rondeau, Newago to approve Resolution No. 2019-19, regarding Work Zone
Awareness Week. Motion carried.
11. Appointments and confirmations to the Industrial Development Agency: Rick Geisen;
Scott Kluver; Cole Rabska; Terms ending April of 2020
These 3 individuals are non-elected members and need to be re-appointed to the Industrial
Development Agency.
Motion by Rondeau, Gordon to approve the appointments of Rick Geisen, Scott Kluver, and
Cole Rabska to the Industrial Development Agency. Motion carried.
12. Appointment and confirmation to the Board of Adjustment; Shari Eggleson; Present-June
30, 2020; Planning and Zoning Department
Board of Adjustment member, Dick Compton, resigned which left a vacancy until the end of his
term on June 30th, 2020. Shari Eggleson was endorsed by the Planning and Zoning Director
Rob Schierman, County Administrator Mark Abeles-Allison, and members of the County Board
of Supervisors. She worked for Department of Justice as an attorney and has experience in
zoning and environmental matters.
Motion by Silbert, Strand to approve the appointment of Shari Eggleson to the Board of
Adjustment. Motion carried.
13. Closed Session was not needed due to not having legal correspondence regarding the agenda
item.
14. Bayfield County Administrator’s Report:

a) Future County Board Meeting Dates:
✓ April 23th, 2019 – This Statutory meeting will be held on the 4th Tuesday in April.
✓ May 28th, 2019 – 4:30 p.m. start due to Annual Budget Planning Session
✓ June 25th, 2019
b) Letter from Bayfield County’s new Auditor: Baker Tilly Virchow Krause, LLP;
Bayfield County has new auditors, Baker Tilly Virchow Krause. The auditors are
requesting that County Board members pose questions or concerns, as desired.
c) State Budget Report update;
Information was provided by County Clerk Fibert from the narrative regarding the State
Budget Report update.
d) Opioid/ Meth/ Substance Abuse Epidemic;
There is website listed in the County Board packet. No further update was provided.
e) Rural Transportation Summit; Tuesday April 16th, 2019; Great Lakes Visitor’s
Center;
All County Board members are encouraged to attend. The Rural Transportation Summit
will be held from 8 a.m.-5 p.m. Bayfield County is one of the hosts. RSVPs are required.
f) Northern Lights;
Comments were received from County Board Supervisors regarding current leadership and
Bayfield County’s role.
g) Annual Budget Survey; Please include any budget questions. Contact the County
Administrator’s Office.
15. Supervisors’ Reports;
The Cervid Committee completed their information gathering. It will be confirmed at the next
meeting. A comment was received regarding an increase in road tax.
16. Future Agenda Items; None identified.
17. Adjournment.
There being no further business to come before the Bayfield County Board of Supervisors’,
Chairman Pocernich adjourned the meeting at 6:45 p.m.
