The meeting of the Bayfield County Board of Supervisors was called to order at 6:01 p.m. by Bayfield
County Chairman Dennis M. Pocernich. A roll call was taken by County Clerk- Lynn Divine, as follows:
Steve Sandstrom- present virtually; Mary Dougherty- present virtually; Larry Fickbohm- present virtually;
Charly Ray- arrived late virtually; Jeremy Oswald- present virtually; Jeff Silbert- present virtually; Dennis
Pocernich- present virtually; Fred Strand- present virtually; Tom Snilsberg- present virtually; Marty
Milanowski- present virtually; David Zepczyk- absent; Jim Crandall- present virtually; Brett Rondeau-
present virtually. Total: 12 present, 1 absent. A quorum was present to conduct business.
The following employees were also present for today’s meeting: County Administrator- Mark Abeles-

3. Pledge of Allegiance; Due to the virtual nature of the meeting, Chairman Pocernich decided to
dispense with the Pledge of Allegiance.
4. Public Hearing, Community Development Block Grant-COVID;
Motion by Rondeau seconded by Sandstrom to adjourn as a County Board and convene as a
Committee of the Whole to hold a public hearing on the Community Development Block Grant-
COVID-19. Motion Carried, 12-0, 1 absent.
Sheldon Johnson gave an overview of the Community Development Block Grant (CDBG)
Program.
Approximately 6:11 PM – Charly Ray joined the meeting virtually.
Johnson informed the meeting participants that Bayfield County has submitted 3 applications for
projects that have been approved to move onto the next level, those projects focus on: Business
Assistance, Rental Assistance, and Air Management System Improvements at the Northern
Lights Nursing Home.

Abeles-Allison corrected Johnson, stating that Bayfield County originally submitted 4
applications for approval. The fourth application, which was aimed towards additional
assistance for senior citizens was not approved, but Abeles-Allison still feels there is a need for
the assistance in the community.
Abeles-Allison reported that Bayfield County can fully apply for a total of $850,000 in funds.
$400,000 will be allocated towards the new air handling systems at Northern Lights, $200,000
will be allocated towards Rental Assistance, and $250,000 will be allocated towards Business
Assistance.
Motion by Rondeau seconded by Crandall to close the Public Hearing and reconvene as a
County Board. Roll Call Vote: Sandstrom- yes; Dougherty- yes; Fickbohm- yes; Ray- yes;

5. Discussion and Possible Action, Minutes from January 7th, 2021;
Motion by Milanowski seconded by Rondeau to approve the minutes from January 7, 2021.
Motion Carried, 12-0, 1 absent.
6. Public Comment;
Drummond High School Senior, Drew Tuttle informed the board that he is applying for one of the
Local Youth Scholarships with the intention of applying to various colleges on the West Coast
and in the Midwest. Tuttle stated attending a County Board meeting is part of the scholarship
requirements.
7. COVID-19 Health Update and Bayfield County Resolution No. 2021-02; Bayfield County
Public Health Recognition;
Wartman reported that the Bayfield County Health Department had started distributing COVID-
19 vaccines at the end of December 2020. The number of vaccine doses dispensed over the
previous week was just shy of 500 doses. Wartman informed the board that the vaccine clinics
are able to dispense 200 shots per day to persons aged 65 and older. Individuals looking to get
vaccinated can sign up by calling the Bayfield County Health Department or filling out an online
form. Wartman explained that the restrictions of dispensing vaccines to Tier 1A and 1B
individuals as well as the supply of vaccines, is limiting the number of vaccines that are able to be
dispensed. Bayfield County is reporting an average of 30 new COVID-19 cases per week, with a
large portion of new cases affecting those in the 50-69 age range.
Milanowski questioned if a Bayfield County resident would still be expected to quarantine for 14
days if they had left the area and came back. Wartman explained that the answer would depend
on where the individual went and what they did; however, the state of WI recommends
quarantining if an individual were to come into contact with a positive COVID-19 case, even if
the individual were vaccinated as they could still get sick and not show symptoms.
Sandstrom was curious how vaccine sign up is going. Wartman reported approximately 2000
requests have been received so far, with some individuals signing at multiple locations at a time.
Wartman expressed concern over the ability to dispense vaccines to senior citizens that don’t have
access to the Internet or social media, which may also include disabled individuals that experience
difficulties with transportation.
Discussion took place among the supervisors regarding individuals that are covered under Tier
1B.

Bayfield County Public Health Recognition
WHEREAS, public health workers play a leading role in helping to prevent heart disease, promote
treatments and early detection of cancer, raise awareness about prevention, treatments for HIV/AIDS,
promote early childhood health and nutrition, and establish the benefits of drinking water fluoridation
leading to improvements in oral health; and,
WHEREAS, among their innumerable contributions to society over the past century and beyond, public
health workers have also played a critical role in increasing average life expectancy from 50 years in
1900 to 79 years in 2020, an increase of nearly 60 percent; and,
WHEREAS, public health workers are dedicated to reducing infant mortality, ensuring that families are
immunized against vaccine-preventable diseases, tracking infectious diseases, promoting mental health
and injury prevention, helping communities prepare for natural disasters, advancing equity efforts to
reduce health disparities, and so much more; and,
WHEREAS, advancing public health involves each one of us, no one can do it alone. Public health
workers are leaders in creating partnerships with the business community, local and state government,
community organizations, and local schools to improve the conditions that lead to better health for all;
and,
WHEREAS, in addition to their extraordinary work under ordinary circumstances, our Bayfield County
Public Health Heroes have dedicated their time and energy to combat public health crises such as the
ongoing COVID-19 pandemic, raising awareness this year about the importance of wearing a mask,
socially distancing, washing our hands, and not gathering in groups outside our immediate households
so we can stay safe and healthy; and,
WHEREAS, as leaders in the fight against COVID-19, Bayfield County public health workers have
collaborated with the Wisconsin National Guard and public to bring more testing sites to communities,
provided increasing amounts of data, raised and continue to address concerns about the disproportionate
impact of the disease in our communities and skillfully conducted countless disease investigations and
contact tracing calls in our communities to prevent further spread of the disease; and,
WHEREAS, Bayfield County public health workers have worked tirelessly to protect our healthcare,
long term care and school systems, and have helped to secure additional support, resources, and
guidance for those systems during these times of crisis; and,
WHEREAS, Governor Evers proclaimed November 23, 2020 as Public Health Thank You Day; and,
WHEREAS, as we battle the most dangerous pandemic in a century, the County of Bayfield joins all
Wisconsinites in expressing our deepest gratitude to our public health heroes;
NOW THEREFORE BE IT RESOLVED, that the Bayfield County Board of Supervisors assembled
this 26th day of January 2021, does hereby acknowledge Bayfield County Public Health for their tireless
service and dedication especially during the COVID pandemic and share this recognition to all our
county’s residents.

8. Bayfield County Resolution No. 2021-03; In Recognition and Appreciation of Fire Chief
Paul Isaksson for 36 Years of Commitment and Service with the South Shore Ambulance
Service and Herbster Fire Department;

WHEREAS, Paul Isaksson has served Bayfield County with distinction, honor and dedication as a
member of the South Shore Ambulance Service and Herbster Fire Department for nearly 36 years; and,
WHEREAS, Paul Isaksson has served as the Herbster Fire Chief for the last 20 years;
NOW, THEREFORE, BE IT RESOLVED, that the Bayfield County Board of Supervisors assembled
this 26th day of January, 2021, honors Paul Isaksson for his 36 years of public service to Bayfield
County and expresses gratitude for his efforts, wishing him well in the years ahead.
Motion by Rondeau seconded by Fickbohm to adopt Resolution 2021-03.
Victorson informed the board that Isaksson has been instrumental in working with the South
Shore Emergency Association.

9. Bayfield County Resolution No. 2021-04; In Recognition and Appreciation of Thomas
Kovachevich for his 42 years of service to the Bayfield Fire Department;
Kovachevich thanked everyone for the recognition and reported that he enjoyed his 42 years of
service to the Bayfield Fire Department.
Victorson informed the board that Tom has been very active in building a community among the
local Fire Departments and has been particularly active in responses on Lake Superior, such as ice
rescues. Victorson continued, explaining that Tom has been instrumental through his service on
the Local Emergency Planning Committee as a representative for the City of Bayfield.

WHEREAS, Thomas Kovachevich has served Bayfield County with distinction, honor and dedication
as a member of the Bayfield Fire Department for both the Town and City of Bayfield for nearly 42
years; and,
WHEREAS, Thomas Kovachevich has served as the Bayfield Fire Chief for the last nearly 6 years;
NOW, THEREFORE, BE IT RESOLVED, that the Bayfield County Board of Supervisors assembled
this 26th day of January, 2021, honors Thomas Kovachevich for his 42 years of public service to
Bayfield County and expresses gratitude for his efforts, wishing him well in the years ahead.

10. Bayfield County Resolution No. 2021-05; In Recognition and Appreciation of Nikki Revak

Crandall commended Nikki on the fantastic job that she has done with bookkeeping over the
years and stated that he appreciates her work.
11. Bayfield County Resolution No. 2021-06; In Recognition and Appreciation of Lorraine
Zifko for 22 years of commitment and service in the Bayfield County District Attorney’s
Office;

District Attorney’s Office for nearly 22 years,

this 26th day of January, 2021, honors Lorraine Zifko for her 22 years of public service to Bayfield
County and expresses gratitude for her efforts, wishing her well in the years ahead.

12. Bayfield County Resolution No. 2021-07; Authorizing Resolution to Submit a Community
Development Block Grant (CDBG) Application;

Authorizing Resolution to Submit a Community Development
Block Grant (CDBG) Application
WHEREAS, Federal monies are available under the Community Development Block Grant (CDBG)
program, administered by the Wisconsin Department of Administration (DOA) Division of Energy,
Housing and Community Resources (DEHCR) for the purpose of the provision or development of
Rental Assistance, Business Assistance, and Nursing Home Air System Improvements activities; and
WHEREAS, after public meeting and due consideration, the Bayfield County Board of Supervisors has
recommended that an application be submitted to DOA for the following project: Rental Assistance,
Business Assistance, and Nursing Home Air System Improvements – CDBG CV; and
WHEREAS, it is necessary for the County Board to approve the preparation and filing of an application
for the County to receive funds from this program; and
WHEREAS, the County Board has reviewed the need for the proposed project(s) and the benefit(s) to
be gained there from;
NOW, THEREFORE, BE IT RESOLVED, that the Bayfield County Board of Supervisors assembled
this 26th day of January 2021, does hereby approve and authorize the preparation and filing of an
application for the abovenamed project; and that the Board Chair is hereby authorized to sign all
necessary documents on behalf of the County; and that authority is hereby granted to the Executive
Committee to take the necessary steps to prepare and file the application for funds under this program in
accordance with this resolution.

13. Bayfield County Resolution No. 2021-08; Resolution to Adopt a Citizen Participation Plan;
Johnson reported that, being a unit of government, Bayfield County must have a Citizen
Participation Plan that allows members of the public a methodology to complain and report
issues regarding a project.

Resolution to Adopt a Citizen Participation Plan
WHEREAS, the County of Bayfield has applied for a Community Development Block Grant (CDBG);
and
WHEREAS, the State of Wisconsin Department of Administration (DOA) and the U.S. Department
of Housing and Urban Development (HUD) require recipients of Community Development Block
Grant (CDBG) monies to have in place a Citizen Participation Plan; and
WHEREAS, the Citizen Participation Plan shall encourage citizen participation (especially by persons
of low to moderate income), provide citizens reasonable and timely access to local meetings and

information, provide for technical assistance, provide for public hearings, provide for complaint
procedures, and accommodate non-English speaking residents; and
WHEREAS, the County of Bayfield has prepared and publicly reviewed a Citizen Participation Plan;
NOW, THEREFORE, BE IT RESOLVED, that the Bayfield County Board of Supervisors assembled
this 26th day of January 2021, does hereby officially adopt the Citizen Participation Plan.

14. Bayfield County Resolution No. 2021-09; Policy to Prohibit the Use of Excessive Force and
the Barring of Entrances/Exits for Non-Violent Civil Rights Demonstrations;
Johnson informed that board that part of the Community Development Block Grant requires units
of government applying for the grant to have the following resolution language in place. Johnson
explained that, without the approval of the resolution, Bayfield County would be unable to apply
for funding.

Policy to Prohibit the Use of Excessive Force and the Barring of
Entrances/Exits for Non-Violent Civil Rights Demonstrations
WHEREAS, Section 104 (L)(1) of Title I of the Housing and Community Development Act of 1974 as
amended (42 U.S.C. 69 §5304) prohibits the State from expending or obligating any Community
Development Block Grant funds to any unit of general local government that does not have or adopt a
policy prohibiting the use of excessive force by local law enforcement agencies within its jurisdiction
against any individuals engaged in nonviolent civil rights demonstrations; and a policy of enforcing
State and local laws against physically barring entrance to or exit from a facility or location which is the
subject of such nonviolent civil rights demonstration within its jurisdiction; and
WHEREAS, it is in the interest of the Bayfield County to pursue Community Development Block Grant
Funds and to adopt policy that complies with Section 104 (L)(1) of Title I of the Housing and
Community Development Act of 1974 as amended (42 USC 69 §5304);
NOW, THEREFORE, BE IT RESOLVED, that the Bayfield County Board of Supervisors assembled
this 26th day of January 2021;
It is policy of the Bayfield County Sheriff’s Office to prohibit the use of excessive force by law
enforcement agencies within the County’s jurisdiction against any individuals engaged in nonviolent
civil rights demonstrations.
It is policy of the Bayfield County Sheriff’s Office to enforce applicable State and local laws against
physically barring entrance to or exit from a facility or location which is the subject of such non-violent
civil rights demonstration within Bayfield County’s jurisdiction.
The officials and employees of the County shall assist the orderly prevention of all excessive force
within the County of Bayfield by implementing the authority and enforcement procedures set forth in
Title I of the Housing and Community Development Act of 1974.

The Bayfield County Sheriff’s Office has implemented this Resolution by adopting the attached Policy
427, addressing First Amendment Assemblies.
Motion by Oswald seconded by Fickbohm to adopt Resolution 2021-09. Motion Carried, 12-0, 1
absent.
15. Discussion and Possible Action on the Residential Anti-Displacement and Relocation
Assistance Plan;
Johnson informed the board that Bayfield County is also required to have a Residential Anti-
Displacement and Relocation Assistance Plan in place to apply for CDBG-CV funding.
Motion by Crandall seconded by Dougherty to adopt the Residential Anti-Displacement and
Relocation Assistance Plan. Motion Carried, 12-0, 1 absent.
16. Bayfield County Resolution No. 2021-10; County Request for Additional State Funding for
Child Support; Jennifer Jones, Child Support Director;
Jones informed the board that the Bayfield County Child Support Department is requesting
support from the County Board for an increase in federal child support funding. Jones reported
that the Child Support Department is funded through a combination of federal and state dollars
and, for every dollar spent, the department collects $6.20. Jones explained that Gov. Evers had
passed a bill for an increase in funding for child support, but the increase is found to be minimal.
Jones reported that child support is looking for an additional $4 million in state funding for the
years 2021 – 2023, which would allow the department to keep up with the increase of caseloads
and regulations.

Resolution in Support of Increased County Child Support
Funding
WHEREAS, Bayfield County administers the Child Support Enforcement Program on behalf of the
state, providing services to Bayfield County residents including paternity establishment, obtaining child
support and health insurance orders for children, and enforcing and modifying those orders; and
WHEREAS, our children’s well-being, economic security and success in life are enhanced by parents
who provide financial and emotional support; and
WHEREAS, County child support agencies collected $935 million in child support during 2019 and
established 98,405 health insurance orders for Wisconsin children; and
WHEREAS, Bayfield County Child Support Agency provides services to children as well as custodial
and non-custodial parents to reduce childhood poverty rates, establish parental rights and promote the
involvement of both parents in the lives of their children; and
WHEREAS, the economic security and social service programs provided by Bayfield County Child
Support Agency are needed by Wisconsin children and families now more than ever due to the
economic downturn caused by COVID-19; and

WHEREAS, State funding for county child support services has failed to keep up with the county
agency costs, which have steadily increased due to growing caseloads, inflation and new federal
regulations; and
WHEREAS, Wisconsin’s Child Support Enforcement Program has fallen from 2nd in the nation for
collecting current support to 5th; and
WHEREAS, Wisconsin’s decreased performance has led to the state losing out on an estimated $70,000
in potential federal incentive payments between Calendar year 2019 and 2020; and
WHEREAS, A federal interpretation change in June 2019 eliminated $4.2 million in federal birth cost
recovery matching funds for Wisconsin; and
WHEREAS, Wisconsin’s strong performance in child support is at risk without additional state
funding. Further drops in performance would result in additional reductions to federal funding for
Wisconsin; and
WHEREAS, Decreased federal funding results in less funding for Bayfield County’s child support
agency. This could lead to reductions in child support enforcement staff and services and reduced child
support collections; and
WHEREAS, New state investments in child support are amplified by a generous federal match. Every
$1 of state GPR invested in the Child Support Program generates roughly $2 in federal matching funds;
and
WHEREAS, Wisconsin’s Child Support Enforcement Program is incredibly cost-effective, collecting
an average of $6.20 in support for every dollar invested in the program.
NOW THEREFORE BE IT RESOLVED that the Bayfield County Board of Supervisors assembled
this 26th day of January 2021, respectfully requests that state funding for county child support agencies
be increased by $4 million GPR in each fiscal year of the 2021-23 Wisconsin state budget, which will
generate approximately $7.7 million in additional federal funding each year. This investment will ensure
that counties can continue to effectively provide economic support to our children.
BE IT FURTHER RESOLVED, that a copy of this resolution be forwarded by the County Clerk to the
Governor of the State of Wisconsin, State Senators and State Representatives representing Bayfield
County, the Secretary of the Wisconsin Department of Administration, and the Wisconsin Counties
Association for consideration.
Motion by Oswald seconded by Silbert to adopt Resolution 2021-10. Motion Carried, 12-0, 1
absent.
17. Discussion and Possible Action Regarding the adjustment of Title 2, Chapter 4 “Property
Assessed Clean Energy Financing” in the Bayfield County Code of Ordinances to be
changed to Title 2, Chapter 5.;
Motion by Sandstrom seconded by Rondeau to change the Property Assessed Clean Energy
Financing Title 2, Chapter 4 to Title 2, Chapter 5. Motion Carried, 12-0, 1 absent.
18. Discussion and Possible Action Regarding the Approval of the 2021 Annual Work Plan for
the Forestry and Parks Departments; Jason Bodine, Forest Administrator;
Bodine reported that the annual work plan has grown to include the County forests along with the
recreation and parks portion of the department.

Bodine informed the board of three projects the Forestry and Parks Department is currently
working on.
• Project 1 – The Forest Carbon Projects. Bodine reported that the Forestry Department is
currently in the process of marketing forest carbon for sale, which could be a potential
new source of $0.75 – 1.0 million in additional revenue for Bayfield County.
• Project 2 – The development of a 15-year Comprehensive Land Use Plan
• Project 3 – A Wildlife Monitoring Project. Bodine informed the board that the wildlife
monitoring project would be focusing on the banding and monitoring of Sharp-Tailed
Grouse located in the Barrens area. In the future, mammal studies may be included.
Bodine reported on recreation projects occurring throughout Bayfield County, which include
improvements being made at Siskiwit Falls, more specifically focusing on a kiosk and sign works,
as well as the maintaining of the three yurts owned by the County.
Motion by Strand seconded by Silbert to adopt the 2021 Annual Work Plan for the Forestry and
Parks Department.
Oswald questioned Item 11 (d and e) of the Recreation section of the work plan, asking why
Siskiwit Falls and Fire Hill were not counted as County Forest.
Bodine explained that Bayfield County owns recreational property on County owned forest lands
and non-County owned forest lands. Siskiwit Falls and Fire Hill are County owned property that
is located on non-County owned forest lands.

19. Bayfield County Resolution No. 2021-11; 2020 Year End Forestry and Parks Department
Budget Amendment; Jason Bodine, Forest Administrator;

2020 YEAR END BUDGET AMENDMENTS
FORESTRY AND PARKS DEPARTMENT
WHEREAS, as per Wisconsin State Statute 28.11(9)(d), Bayfield County is required to distribute 10%
of net timber sale proceeds to towns that contain county forest lands; and
WHEREAS, the 2020 expense budget for the 10% net timber sale receipts due to Towns (100-34-
56125-50590) was $335,500.00; and
WHEREAS, the combined 2020 revenue budget for county forest stumpage (100-34-46811 & 100-34-
46815) was $3,355,000.00; and
WHEREAS, the actual county forest timber sale revenues for CY 2020 was $3,625,793.93; and
WHEREAS, the required 10% timber sale payment due to the towns totaled $362,579.38; and
WHEREAS, the required 10% timber sale payment due to the towns exceeded the expense budget by
$27,079.38; and

WHEREAS, the Department administers over 450 miles of designated, state funded snowmobile trails
in Bayfield County; and
WHEREAS, maintenance of the snowmobile trails is funded by the Wisconsin DNR at a rate of
$300.00 per mile; and
WHEREAS, when general maintenance costs exceed the base funding amount, supplemental
snowmobile trail aid funds are made available, by the Wisconsin DNR, to cover up to 100% of the
overage; and

portable radios to be used during COVID-19 testing and vaccination clinics; and,

22. Bayfield County Resolution No. 2021-14; 2021 Budget Amendment for Extension Bayfield
County; Mary Pardee, Area 1 Extension Director;
Pardee informed the board that the Executive Committee had agreed to support Extension
Agriculture Expert Jason Fischbach’s proposed hazelnut planting initiative. Hazelnut planting
space would be provided at the Bayfield County Business Park and Bayfield County would be
providing the financial investment. Pardee reported that UW Extension had saved money over
the past year through furloughs and with summer staff not working as many hours as anticipated.
The Extension Committee has agreed to fund the next three years of planting for the initiative in
the amount of $10,000 supplied by Bayfield County and Fischbach will be searching for funds
through outside sources.

2021 Budget Amendment for
Extension Bayfield County
WHEREAS, Extension Bayfield County has been involved with supporting our farming community in
exploring new opportunities for growth; and,
WHEREAS, since 2007, University of Wisconsin-Madison Division of Extension Bayfield County has
been a leader with the Upper Midwest Hazelnut Development Initiative (UMHDI) to implement a
comprehensive approach to developing a hazelnut industry in the Upper Midwest, by developing new
germplasm, creating processing infrastructure, providing grower support and accessing markets; and,
WHEREAS, by participating in hazelnut research, Bayfield County can help create a new crop and
industry that provide a range of public goods including economic revitalization, wildlife habitat, clean
water, and climate mitigation; and,
WHEREAS, University of Wisconsin-Madison Division of Extension Bayfield County agriculture
educator, Jason Fischbach, is proposing the “Chequamegon Go-First Farm,” a three-year program
establishing a hazelnut research planting at the Bayfield Business Park to be funded by unspent monies
in the 2020 Extension Bayfield County Budget; and,

WHEREAS, a portion of Bayfield County’s budget allocation to the Extension office went unused in
2020 due to UW furloughs and a staffing vacancy; and,
WHEREAS, the members of the Bayfield County Executive Committee, at their meeting on December
10, 2020, agreed to support the “Chequamegon Go-First Farm” initiative by providing space at the
Business Park and financial investment.

24. Discussion Regarding 2020 Census, Timeline and Possible District Impacts;
Galetka reviewed a Local Redistricting and Process presentation with the board and gave an
overview of preliminary census numbers.
Galetka reviewed the redistricting process, timeline, and requirements which includes three
phases:
• PHASE 1: An official publication has to be made. Galetka reported that, once the
publication is received, Land Records will have 6 days to create a preliminary map.
• PHASE 2: The preliminary map is brought to the Towns to create the wards and to be
reviewed. Galetka informed the board that Land Records is able to pre-plan the wards for
the towns.
• PHASE 3: Changes may be received from the towns, if there are no changes to be made,
there will be a 60-day deadline for the final approval.

25. Discussion and Possible Action Regarding World Class Manufacturing;
Abeles-Allison reported that the Executive Committee approved a slight modification to the
previously agreed upon World Class Manufacturing loan write-off. The original agreed upon
amount was $60,150, but it was later discovered that the actual amount was $61,415. The
Executive Committee is asking the Board to approve this adjustment.
Motion by Rondeau seconded by Crandall to approve the additional World Class Manufacturing
loan write-off for the amount of $1,265.
Silbert questioned Abeles-Allison if there were a chance that the write-off figures would increase
again. Abeles-Allison explained that the issues was not brought forward by World Class, but was
brought forward by the Bayfield County accounting department along with Impact 7, a certified
economic development group, therefore the numbers are not expected to increase again.

26. Discussion and Possible Action Regarding the decision to direct departments and
committees to consider a 2%, 5%, or 7% reduction as well as a 5% increase in the 2022
budget;
Abeles-Allison explained that a letter was sent out to all departments in December asking them to
do some financial planning, by looking internally and working with committees to review
expenditures and revenue enhancements. Departments were asked to respond to the Executive
Committee at the end of March with potential cuts or enhancements for the 2022 budget. Abeles-
Allison reported that some departments experienced an unexpected increase in revenues which
minimizes the need to utilize savings in 2021.
Ray explained that he asked the item be added to the agenda because he felt that the budget was in
good shape and wouldn’t require departments to look internally for budget cuts or increases.
No action was needed.
27. The Board may entertain a motion to move in and out of Closed Session pursuant to
§19.85(1) (c) to consider the employment, promotion, compensation or performance evaluation
data of any public employee over which the governmental body has jurisdiction or exercises
responsibility (e) to deliberate or negotiate the purchasing of public properties, the investing of
public funds, or conducting other specified public business, whenever competitive or
bargaining reasons require a closed session (g), to confer with legal counsel for the
governmental body who is rendering oral or written advice concerning strategy to be adopted
by the body with respect to litigation in which it is or is likely to become involved.

b) Spring Election Updates
Divine informed the board that Bayfield County would be holding a Spring Primary Election in
February as there are 7 individuals that have run for State Superintendent of Schools. Divine
reported that the School District of Maple would also be holding a primary, which would affect the
Towns of Hughes, Iron River, and Oulu. The Town of Cable now has a 5-man board and there are
several other towns that have changed to have their Clerks and/or Treasurers appointed rather than elected. Divine reported that the Judge’s position was also being contested this year.
c) County legislative activity
Abeles-Allison informed the board that Bayfield County is currently undertaking a legislative
initiative to modify particular state statutes to allow tribal governments to be treated similar to
municipality governments that will allow Tribes to trade land with the County. Abeles-Allison
reported that the County is currently researching tax credits for EMS/fire volunteers.
d) Northern Lights Nursing Home Update
Abeles-Allison read a report supplied by Pauline Darling of Northern Lights nursing home that
stated 130 residents and staff of the Northern Lights facility have received their first dose of the
COVID-19 vaccine. The first COVID-19 case appeared in the nursing home on October 15th, 2020
and, approximately six weeks later, 18 residents and 30 staff members tested positive. Northern
Lights lost 4 of their inhouse residents and staffing has been difficult. Staff members are currently
being tested once a week. Bills and payroll have been kept up-to-date through proceeds from the
CARES Act and a PPP Loan. Northern Lights has welcomed Missy Stouffer as the new Director of
Nursing.
29. Supervisors’ Reports;
Pocernich informed the board that he is serving on the Wisconsin Counties Association and is in
the process of working with the Association to put plans in place for the next annual WCA
conference. Pocernich asked the board to email him with ideas for topics to be covered at the
next conference. Crandall questioned where the next conference would be held. Pocernich stated
that a location for the next conference has yet to be decided.
