Fifth Street, PO Box 878, Washburn, WI 54891 Minutes of the: SPECIAL Bayfield County Board of Supervisors’ Meeting September 30th, 2021 4:00 p.m. Meeting Held in the Bayfield County Board Room, Courthouse, Washburn, WI & Remotely The meeting of the Bayfield County Board of Supervisors was called to order at 4:00 p.m. by Bayfield County Chairman Dennis M. Pocernich. A roll call was taken by County Administrator- Mark Abeles- Allison, as follows: Dennis Pocernich-present; Fred Strand-present; Steve Sandstrom-present; Mary Dougherty-present; Larry Fickbohm-present; Charly Ray-present; Jeremy Oswald-present; Jeff Silbert- present; Tom Snilsberg-present; Marty Milanowski-present; David Zepczyk-absent; Jim Crandall-present; Brett Rondeau-present. Total: 12 present, 1 absent. A quorum was present to conduct business. The following were also present for today’s meeting: County Administrator- Mark Abeles-Allison; County Clerk- Lynn M. Divine virtually; Land Records Administrator-Scott Galetka; Clerk III- Paige Terry virtually 3. Pledge of Allegiance: Chairman Pocernich dispensed with the pledge of allegiance due to the meeting being virtual only. 4. Bayfield County Resolution No. 2021-78 (tabled September 21, 2021): 2021-78 To Approve a Tentative County Board Supervisory District Boundary Plan WHEREAS, the redistricting of County Board Supervisory Districts to reflect population changes found in the 2020 Census is required by Wisconsin Statures 59.10; and, WHEREAS, because of the COVID-19 pandemic, census data was not able to be transmitted to the states until August 2021, thereby shortening the statutory deadlines in development of the supervisory plan; and, WHEREAS, due to no extensions of the redistricting timelines, the county and municipalities are working on a very shortened timeline to complete redistricting; and, WHEREAS, on June 29, 2021, the Bayfield County Board of Supervisors appointed an advisory redistricting committee; and, WHEREAS, the advisory committee met three times on July 27, 2021; August 18, 2021; August 23, 2021 and recommended continuing operating with 13 supervisory districts; and, 2 WHEREAS, the advisory committee shared the committee progress and tentative plan options with all municipalities on September 8, 2021; and, WHEREAS, the tentative plan options consider the goals of one-person, one-vote, compactness, community of interest, recognizable boundaries, and whole contiguous municipalities; and, WHEREAS, on September 21, 2021 the Bayfield County Board held a 2020 Census Redistricting public hearing for input on the tentative plan; and, WHEREAS, after considerable public comment the County Board delayed action on a tentative plan, scheduled for that same evening; and, WHEREAS, the County Board scheduled a fourth Redistricting Advisory Committee meeting on September 29, 2021 and held extensive discussion on over 20 maps; and, WHEREAS, a tentative Bayfield County Supervisory District Plan must be approved by the Bayfield County Board in order to give municipalities time to complete their ward boundary development, followed by a public hearing and adoption of a final supervisor district plan set for November 9, 2021 in advance of the December candidacy filing requirement. NOW, THEREFORE, BE IT RESOLVED, that the Bayfield County Board of Supervisors assembled this 30th day of September 2021, does hereby adopt the attached tentative County Supervisory District Plan _Revisions to Revisions 6_ setting forth 13 supervisory districts and tentative boundaries; and, BE IT FURTHER RESOLVED, that the Bayfield County Clerk shall transmit to each Bayfield County municipal governing body the tentative Bayfield County Supervisory District Plan. Land Records Administrator, Scott Galetka reviewed the mapping option Revisions to Revisions 6 that was forwarded from the Redistricting Committee with the board. At approximately 4:10 p.m. – David Zepczyk joined the meeting via phone. Motion by Silbert, seconded by Sandstrom to adopt Resolution No. 2021-78; To Approve a Tentative County Board Supervisory District Boundary Plan contingent upon the adopted plan titled Revisions to Revisions 6 being listed in the resolution as the approved plan. Roll Call Vote: Sandstrom-yes; Fickbohm-yes; Oswald-yes; Dougherty-yes; Ray-yes; Silbert-yes; Rondeau-yes; Strand-yes; Milanowski-No; Snilsberg-yes; Zepczyk-yes; Crandall-yes; Pocernich- No. Motion carried, 11-2. 5.
