Fifth Street, PO Box 878, Washburn, WI 54891 Minutes of the: SPECIAL Bayfield County Board of Supervisors’ Meeting November 30th, 2021 3:30 p.m. Meeting Held in the Bayfield County Board Room, Courthouse, Washburn, WI & Remotely The special meeting of the Bayfield County Board of Supervisors was called to order at 3:32 p.m. by Bayfield County Chairman Dennis M. Pocernich. A roll call was taken by County Clerk- Lynn Divine, as follows: Steve Sandstrom-present virtually; Mary Dougherty-present virtually; Larry Fickbohm-present virtually; Charly Ray-present virtually; Jeremy Oswald-present virtually; Jeff Silbert-present; Brett Rondeau-present virtually; Fred Strand-present virtually; Tom Snilsberg-present virtually; Marty Milanowski-present; David Zepczyk-present; Jim Crandall-present virtually; Dennis Pocernich-present via phone. Total: 13 present, 0 absent. A quorum was present to conduct business. The following were also present for today’s meeting: County Administrator- Mark Abeles-Allison; County Clerk- Lynn M. Divine virtually; Bayfield County Sheriff- Paul Susienka; and Clerk III- Paige Terry virtually 3. Pledge of Allegiance: Chairman Pocernich dispensed with the Pledge of Allegiance due to the nature of the meeting and most attendees being virtual. 4. Discussion and Possible Action, Minutes from November 9, 2021: Motion by Rondeau, seconded by Milanowski to approve the Minutes of the Monthly Bayfield County Board of Supervisors Meeting held on November 9, 2021. Motion carried, 13-0. 5. Bayfield County Resolution No. 2021-110: Cooperative Law Enforcement Services Between the Bayfield County Sheriff’s Office and the Red Cliff Tribe WHEREAS, the Red Cliff Band of Lake Superior Chippewa Indians is a federally recognized Indian Tribe, organized under a Constitution adopted August 25, 1938, and approved on November 9, 1938, pursuant to section 16 of the Indian reorganization Act; and WHEREAS, the Tribal and Bayfield County Law Enforcement Agencies have had a history of cooperation in striving to meet the Red Cliff Community’s law enforcement needs; and WHEREAS, Wisconsin Statute 165.90 provides for the establishment of cooperative law enforcement efforts between County and Tribal Law Enforcement Agencies; and WHEREAS, County and Tribal Law Enforcement Officials have worked together to develop the FY 2022 County-Tribal Law Enforcement (CTLE) Plan and grant application. 2 NOW, THEREFORE, BE IT RESOLVED, that the Bayfield County Board of Supervisors assembled this 30th day of November, 2021, does hereby encourage continued cooperation between the County and Tribal Law Enforcement Agencies and approve the 2022 County-Tribal Law Enforcement Plan and Grant Application. Bayfield County Sheriff, Paul Susienka, informed the board that the Bayfield County Sheriff’s Office has an annual agreement with the Red Cliff Tribe for the allocation of grant money. Susienka explained that each year funds are allocated and then distributed between the Tribe and Bayfield County to be put towards law enforcement services and the annual agreement for 2022 allocates all funds to the Red Cliff Tribe. Motion by Silbert, seconded by Crandall to adopt Resolution No. 2021-110 Cooperative Law Enforcement Services Between the Bayfield County Sheriff’s Office and the Red Cliff Tribe. Motion carried, 13-0. Crandall questioned if County Board Supervisor candidates interested in running would need to start taking out papers. Divine stated interested candidates can start taking out papers soon and that supervisors that are not interested in running need to take out papers to declare non- candidacy and return those papers by December 24, 2021. Divine explained that candidates looking to run for the County Board will have until January 4, 2022 to return their papers and need to have collected at least 20 signatures. 6.
