Pocernich, Chair, Lynn M. Divine, County Clerk, Scott Galetka, Land Information Officer, Mark Abeles-Allison, County Administrator John Carlson, Corporation Counsel The meeting of the Bayfield County 2020 Census Redistricting Advisory Committee was called to order at 2:31 p.m. by Chairman Pocernich. Members Present: Dennis Pocernich, Lynn Divine, Scott Galetka, Mark Abeles-Allison, John Carlson Others Present: Fred Strand-Board Supervisor, Marty Milanowski-Board Supervisor, Jim Crandall-Board Supervisor, Paige Terry-Clerk III 3. Approval of the Minutes from the July 27, 2021 Redistricting Committee Meeting: Motion by Abeles-Allison, seconded Pocernich. Motion Carried. 4. Review Redistricting Guidelines: Redistricting in Wisconsin 2020: The LRB Guidebook: Abeles-Allison briefly reviewed the following topics: • Review Area Demographics • Goal is to get districts substantially equal in population 10% plan deviation or less: Abeles-Allison explained the concept of deviation to the committee. Carlson stated that a deviation over 10% would be considered unconstitutional, whereas a deviation under 10% would be constitutional. • Compactness of District and Obstacles: Carlson explained that the County would have to make sure that any redistricting plan did not stack minority groups together. • 13 Supervisory Districts at present, change in the future?: Abeles-Allison informed the committee that it had been agreed upon at the previous meeting to maintain the current number of 13 supervisory districts. • Identify any election administration issues 5. Review CENSUS 2020 Release Figures: Abeles-Allison reviewed some of the population changes reflected throughout the County. Galetka reviewed municipalities that experienced some of the larger population changes. 6. Discussion and Possible Action on Redistricting Options: Galetka reviewed six different redistricting plan options with the committee. Chairman Pocernich had concerns regarding option six and therefore it was removed as a viable redistricting option. Board Supervisor, Jim Crandall questioned the number of ballots that would need to be provided to municipalities that are split between multiple districts. Divine and Abeles-Allison explained that everyone will vote 2 in the same voting location, but the ballot the citizen would receive would depend on their address. Motion by Pocernich, seconded by Abeles-Allison to approve presenting option no. 4 as the tentative redistricting plan for public input. Motion Carried. Carlson suggested making large copies of the proposed plan available for viewing at the public hearing. Chairman Pocernich suggested layered versions of the map. 7. Discussion Regarding Timeline: Based on 3rd Week of August Census Release and September 1st Date in WILR System: Divine reviewed the redistricting timeline with the Committee and clarified the purpose of the newspaper publications. Divine informed the committee that copies of the tentative plan would be available to the public at the County Clerk’s Office. Abeles-Allison questioned Divine if the tentative plan would need to be available before September 15, 2021. Divine stated it would be good practice to have the tentative plan available at least one week before the public hearing. • For the public hearing dated Sept. 15th the notice will be published on Friday, August 27th; Tuesday, August 31st and Friday, Sept. 3rd. (Notice will be sent to Daily Press by Noon August 25th) • For the public hearing dated Nov. 3 – 10 the notice will be published on Tuesday, Oct 19th; Friday, Oct. 22nd and Tuesday, October 26th. (Notice will be sent to Daily Press by Noon Friday, October 15th) • The Type A notice will be published on Tuesday, Nov. 23rd. (Notice will be sent to Daily Press by Noon Friday, Nov. 19th) The committee agreed to hold the public hearing to discuss the tentative redistricting plan on Tuesday, September 21, 2021, at 6:00 p.m. 8. Discussion of additional local GIS layers that can be used to guide to create boundaries: a) School districts b) Building points 9. Next Meeting Date: Tuesday, September 21, 2021, 6:00 p.m. 10. Update and Report to be Shared at Bayfield County Board Meeting, August 31, 2021 11.
