Pocernich, Chair, Lynn M. Divine, County Clerk, Scott Galetka, Land Information Officer, Mark Abeles-Allison, County Administrator John Carlson, Corporation Counsel The meeting of the Bayfield County 2020 Census Redistricting Advisory Committee was called to order at 5:00 p.m. by Chairman Pocernich. Members Present: Dennis Pocernich, Lynn Divine, Scott Galetka, Mark Abeles-Allison, John Carlson Others Present: Fred Strand-Board Supervisor, Marty Milanowski-Board Supervisor, Jeremy Oswald- Board Supervisor, Paige Terry-Clerk III 3. Review Redistricting Guidelines: Redistricting in Wisconsin 2020: The LRB Guidebook: Abeles-Allison explained that the County is statutorily required to review district lines every 10 years after the census. • Identify areas of population change: Abeles-Allison informed the committee that the Red Cliff Tribe is an area that has experienced population change. Galetka concurred and stated that Red Cliff has conducted their own census in the past. The committee reviewed population changes from the 2010 Census. • Goal is to get districts substantially equal in population: Galetka explained that the Land Records Department can draft multiple versions and drafts of new district boundaries based on a variety of different requirements for the district boundaries. Carlson recommended contacting the Red Cliff Tribe regarding population changes. Abeles-Allison reported that the next Tribal- County Relations Committee meeting is scheduled for the end of August and suggested adding the topic to the August agenda for that committee. • Identify Minority Population areas: The committee did not decide to pursue this topic for redistricting purposes. • Reach out to municipalities with any concerns with existing lines: Abeles-Allison asked if a letter should be sent to the municipalities asking for their input. It was decided that letters would not be sent to the municipalities. • 13 Supervisory Districts at present, change in the future?: The committee discussed changing the number of County Board Supervisors. It was decided to maintain the current number of 13 board supervisors. • Identify any election administration issues: Divine stated that multiple municipalities need to utilize multiple ballots for elections as these municipalities are split between different school districts. 4. Discussion Regarding Timeline: Based on 3rd Week of August Census Release and September 1st Data in WILR System: Divine reviewed the tentative schedule for deadlines for 2 redistricting procedures based on the assumption of receiving the census data by August 23, 2021. Divine explained that the dates are subject to change should the data not be received by the assumed date. Divine suggested publishing meeting and public hearing notices regardless if the materials for the meeting are prepared to meet the statutory requirements for publications. • For the public hearing dated Sept. 15th the notice will be published on Friday, August 27th; Tuesday, August 31st and Friday, Sept. 3rd. (Notice will be sent to Daily Press by Noon August 25th) • For the public hearing dated Nov. 3 – 10 the notice will be published on Tuesday, Oct 19th; Friday, Oct. 22nd and Tuesday, October 26th. (Notice will be sent to Daily Press by Noon Friday, October 15th) • The Type A notice will be published on Tuesday, Nov. 23rd. (Notice will be sent to Daily Press by Noon Friday, Nov. 19th) 5. Discussion of additional local GIS layers that can be used to guide to create boundaries: Galetka reviewed part of the Land Records process for preparing maps for redistricting. The committee reviewed population changes that were discovered after the 2010 Census. a) School districts Divine explained that multiple Bayfield County municipalities may be split between two school districts. Divine stated that the school districts should not be affected by the change in supervisory districts. b) Building points 6. Next Meeting Date: The committee decided to hold off scheduling the next meeting until after the census numbers were received.
