Bayfield County Ad Hoc Business Park Planning Committee Meeting

Members Present: Brett Rondeau, Mark Abeles-Allison-County Administrator, Scottie
Sandstrom-BCEDC, Leo Carlson-Norvado, Mike Bebeau-Xcel Energy

Called to order at 1:02pm by Scottie Sandstrom
Bebeau made the motion to approve the minutes, seconded by Rondeau. Motion carried with
removal of a comma noted.
Item 4: Sandstrom reviewed the Four Pillars of Economic Development. Alignment of business
attraction, retention and helping local startups.
Item 5 and 6. Cedar Corporation discussed site conditions and the importance of addressing
issues that could delay development in the future.
1. DNR Wetlands: Formal wetland mapping has not occurred yet. On the eastern corner of
the lot where the trees are appears to be a wetland. Current soils in the park are wetland
indicators. Soil is clayey. Wetland delimitation may be required. Consider doing a
wetland delineation for the entire area. Then the potential wetlands would be mapped.
Delineation is done by a consultant. Notice of Intent is required when land disturbance
over 1 acre is required (ie: roads, utilities, buildings, etc). Setbacks, approx. 75 feet. 1-2
days work.
2. Erosion control issues, pre and post construction.
3. What a business see on the site and what their financing looks at on a site is impacted by
amount of information known about a site.
4. FEMA Flood Plane: No flood plain on our site.
5. Hydrologic soils groups: 580B (C/D), 479A(D): slow infiltration rates; clay soils would
impact, storm water runoff pond requirement, sanitary sewer. 5% of land typically
reserved for stormwater mgt.
6. Endangered Species: may be present. $75 DNR will do an investigation. Recommended.
Map review, may result in a further investigation.
7. Review of existing map and ownership; critical issues
a. Pull road back from US 2, at parcel line between Porter and Martinsen. Consider
inviting Martinsen and Porter at next meeting. Cedar/Seth to meet with them in
advance.
b. State Farm Road is not wide enough; allow more room on State Farm, east side,
to allow for widening. TEA, CDBG (Public Utilities, Economic Development),
USDA, TIFF funding options. Most important section of road is State Farm south
to main entry. Need to confirm weight limits of road. Cedar to confirm Highway
PASER classification of State Farm Road.
c. Reviewed site layout, roads, water pond, etc. Clarified recent land sales.
Recommended waiting on internal roads until specific business is identified.
d. Three phase electric; to midway through Martinsen property area. Five-year
credit limit. Payback for initial install is only for adjacent property owners. Key
issue is how quick electricity can be extended.
e. Norvado along US 2, currently services Superior Sauna and Ashland Ford.
f. SW corner, low area, needs power, would be good for storm or sanitary
operations
g. Virtual spec building / Incubator / Discussion
h. POWTS system, Cedar working on one in Lake Halle. Solids are handled at
individual septic systems, liquids to POWTS.
i. Who would maintain this? Users charged a fee. Town involvement?
ii. Cost may dictate individual systems. Committee to discuss further

8. Cody Question on wetland delineations. Group discussed doing wetland delineation on
the entire site.
