HomeMy WebLinkAboutAd Hoc Business Park Planning Committee - Minutes - 6/21/2016Minutes of the Bayfield County Ad Hoc Business Park Planning Committee Meeting 1:30pm, June 21, 2016 Business Park, Ashland, WI Members Participating: Scottie Sandstrom, Mike Bebeau, Mark Abeles-Allison Bayfield County, Leo Carlso, Cody Bohl. Members Excused: Brett Rondeau, Others Attending: Brian Deanor-USDA Rural Development, Seth Hudson, Cedar Corporation Sandstrom called the meeting to order, 1:30pm PUBLIC COMMENT: None MINUTES: Motion Bebeau, Bohl to approve minutes of the June 4 and June 15 planning committee meetings. Motion Carried. Sandstrom introduced Deanor and Hudson. The existing draft plan for the business park was reviewed. • Wetland Delineation has been completed and will save potential tenants that task. • Estimated cost for 3 phase power is $90K to the park, $130k to each parcel. • Estimated cost for Natural Gas is $66k to extend to the end of State Farm Road and through the Business Park. Highlights: • NORVADO, is an eligible utility for rural development funding. • Loan or Grant, $300k, revolving loan fund through Coop, Government Revenue Bond, • EXAMPLE: USDA TO NORVADO, TO BAYCO, 0% LOAN. 10 YEAR TERM. • TRIGGER POINT IS BUSINESS DEVELOPMENT. • Funds can be used for infrastructure. Grant cannot be used for grant, but maybe for loan. • Maybe for cell tower. If government may be able to use grant funds. • Other examples: Nooskies. Rural Economic Development Loan and Grant. REDLEG • Business program ($1 million loan / $300k grant) 10 yr. vs. Public Infrastructure. 20 yrs. 2.75%. • Separate funding available from each source, grant, loan, infrastructure, utilities. • October 1 is the beginning of the new funding year for USDA. • Can utilize loan funds for utilities. Grants may be available in cases of high cost. Need business commitments. • Federal procurement standards must be followed using local zoning and building code. Next meeting July 6.
