Bayfield County Ad Hoc Business Park Planning Committee Meeting

Others Attending: Patrick Beilfuss, Seth Hudson, Mark Bugher, Jim Hagstrom.
Sandstrom called the meeting to order, 1:00pm
PUBLIC COMMENT: None
Minutes of July 6, 2016: Motion Carlson, Rondeau to approve minutes of the July 6, 2016
meeting. Motion Carried.
Business Park Layout Review: Seth Hudson reviewed the updated plan with utilities, possible
funding sources, easements, intersection reconstruction, tower, access and zoning issues. Road
development is connected to storm water development.
Discussion regarding cost for sites. Often times a business park will set the price to cover
infrastructure development costs, still retaining the option to lower the price
Rondeau to approve the Business Park Development Analysis Plan and recommend onto the
Executive Committee, seconded by Carlson. Motion carried (5-0).
DOT Plan Review: Sandstrom reviewed the DOT meeting discussion items, turn lanes, que line
for traffic, park road construction, etc.
Mark Bugher (Former Madison Research Park Director) and Jim Hagstrom (Blue Wave). Mark
Bugher discussed UW Madison Business Park development.
• Employing graduates’ concept
• Much smaller lots in Madison. Recommendation to retain flexibility and consider
smaller sites.
• Created a separate stand-alone corporation for financial flexibility.
• Used a ground lease, 99 years, with monthly payments made. This endowment like
structures creates working funds.
• Not worried about profit, cash flow only. Goal was to create jobs.
• Incubator with 12 month leases, very flexible, move from incubator to standalone.
• UW Foundation help support building construction
Jim Hagstrom:
• Began in an incubator building in 1995, always paid a lease
• Don’t underestimate peoples interest in non-business related issues, i.e.: water, sewer,
etc.
• Get costs together
• What should incubator look like?
• Proximity to UW key.
• Patience / opening broad site /
USDA Funding Discussion:
Norvado considering pursuing USDA funding for revolving loans.
Needs to determine if a business is interested, then will apply to USDA.
