HomeMy WebLinkAboutAd Hoc Business Park Planning Committee - Minutes - 3/1/2017 Minutes of the Bayfield County Ad Hoc Business Park Planning Committee Meeting 1:30pm, Wednesday, March 1, 2017 Business Park, Ashland, WI Members Participating: Scottie Sandstrom, Mark Abeles-Allison, Brett Rondeau, Leo Carlson Members Excused: None Others Attending: Tony Johanik Sandstrom called the meeting to order at 1:30pm PUBLIC COMMENT: None Minutes of November 2, 2016: Motion Rondeau, Carlson to approve minutes of the Jan 4, 2017. meeting. Motion carried. Item 4: Sandstrom discussed the issue of the Business Park Road Access. Abeles-Allison noted we should get confirmation from the Town regarding utilization of State Farm Road and willingness to maintain the road as a Town road. Mark will send a letter. Sandstrom noted the RFP should be issued soon. Abeles-Allison will get this out in March for a return and review by the next meeting on April 5, 2017. Sandstrom noted the potential to access TEA Funding with DOT for this project. Mark to follow up with DOT. Sandstrom will follow up with USDA for road funding assistance for the business park. Item 5: Reviewed options 1-3 provided by WisDOT. $50,000 is required for the turn lanes / bypass lanes with $26,000 is required for State Farm Road Construction / intersection curb and gutter. Options 1 and 3 were similar with a preference for #3 because of the improved perpendicular tangent. Since construction is taking place in 2018 it is advisable to proceed now to lower costs for mobilization and engineering. Questions to the DOT would be can the county proceed with passing lane and turn lane improvements without modifications to un-named road. Mark will inquire. Scottie to speak with Ashland Ford on this matter. The County could use the TEA grant for this as well if jobs were available. Rondeau made the motion to recommend to the Exec Committee option 3 if the county were to proceed with US 2 improvements, Carlson. Motion carried. Item 6: Recommended next steps reviewed by Sandstrom. These are Consultant recommendations on steps to follow for the business park. #2: ROW: July with new county surveyor #3: Rezone: No action now #4: Design main road: underway #5. Perk tests for septic systems. Dependent on next tenant. #6: Utilities / water / sewer: pending #7: US 2 Review: underway #8: Telecommunications Tower: Add antenna in Moquah. #9: Regional Storm Water on site: #10: Obtain wetland designation from DNR. Begin reviewing this process. #11: Seek outside funding: Ongoing Item 7: Motion Abeles-Allison, Rondeau to enter in and out of closed session pursuant to Wis. Statutes §19.85(1)(e) to deliberate or negotiate the possible sale of land at the Bayfield County Business Park for future businesses in the Business Park. Johanik was invited to remain in the closed session. Motion Carried. Entered closed session at 2:30pm. Motion Rondeau, Abeles-Allison to return to open session. Motion carried. Returned to open session at 2:50pm. Item 8. Sandstrom will talk with Seth Hudson about the existing agreement. Next meeting April 5, 1:30. Meeting adjourned at 3:10pm
