Bayfield County Ad Hoc Business Park Planning Committee Meeting
1:30pm, Wednesday, June 21, 2017
Business Park, Ashland, WI
Members Participating: Scottie Sandstrom, Mark Abeles-Allison, Brett Rondeau,
Mike Bebeau, Leo Carlson,

Sandstrom called the meeting to order at 1:30pm
PUBLIC COMMENT: None
Minutes of May 17, 2017: Motion Rondeau, Bebeau to approve minutes of the meeting. Motion
carried.
Item 4: Steve Schraufnagel presented reports including Soil Tests and Proposed Access Road
Plans. He reviewed these documents together with input from Bob Fish and Mitch. Multiiple
questions from members were heard on a variety of topics including:
• Turning radius: 400 foot recommended.
• Road base: taking into account red clay
• Location of drainage pond, suggestion to move north, along the corridor due to lower
elevation and keeping road parcel open for consideration.
• Need feedback in the next 10 days regarding drainage and road length / outlet
• Discussed bringing cul de sac all the way through.
• Russ Fish: 4 test holes
o Reviewed USDA maps, clay over lacustrine layer
o Test hole 1: Gravel mixed into top soil
o Silty Clay loam down 2 feet
o Red Brown silty clay, to 72”
o Lacustrian layer, sand
o No standing water to 6 feet
o Tight clay, tough digging
o Freezing index, 2500 temp days,
o Road Design: Top soil off to brown clay, compact top 12” of clay,
o 3700 feet total length based on orig. plan.
o 50-foot radius at entry, Steve to check on potential utility conflict
o Discussion regarding road tiling.
o Tony noted that current fields are tiled
• Next meeting August 2.
• Committee supported moving the drainage pond next to the corridor and extending road,
eliminating the cul-de-sac and bringing it down to 137, motion made by Rondeau,
Seconded by Bebeau, motion carried.
Item 5: USDA, Rural Business Development Grant was reviewed by Scottie. USDA Technical
assistance grant. Grant max is $250,000. Utility USDA projects.
Item 6: Approval of Marketing Piece: Committee agreed on rewording for marketing piece in
the telecommunications section.
Bebeau/Carlson, motion to approve up to $2500 for the letter. Motion carried.
Item 7. Business North will have an article in July. Working on local press release too.
