Bayfield County Ad-Hoc Business Park Planning Committee
Wednesday September 5th, 2018 – 1:30 p.m.
Bayfield County Business Park, Ashland, WI

1) Call to Order;
The Bayfield County Ad Hoc Business Park Planning County was called to order at 1:37 p.m. by Chairman
Scottie Sandstrom. A roll call was taken by the Chair, Scottie Sandstrom, as follows, present: Scottie
Sandstrom, County Administrator-Mark Abeles-Allison, Bayfield County Board Member-Marty Milanowski,
and Mike BeBeau. Absent were: Leo Carlson and Preston Mikula. Total: 4 present, 2 absent. A quorum was
present to conduct business.
Also present were: Larry Roecker from Bayfield Electric, Tom Cogger from Bayfield Foods, and Clerk III–
Allison Radke.
Preston Mikula arrived at 1:49 p.m.
2) Public Comment; No public comment was received.
3) Minutes from August 1, 2018;
A motion was made by Abeles-Allison, Milanowski to adopt the minutes of the August 1st, 2018 Bayfield
County Ad-Hoc Business Park meeting. No corrections or additions. The motion carried.
4) Report on APEX Site Selector Meeting;
Businesses want shovel-ready sites. One of the next steps is marketing and getting the word out. There are
advertisements on Facebook and Twitter, free advertising. There was also discussion about corporate property
and site selectors. One form of marketing is investing the time to go to meetings and networking. The
membership fees are unknown at this point. Shows would require effort and might result in networking
opportunities. APEX represents multiple counties in Minnesota and Northern Wisconsin including Ashland and
Douglas counties.
Sandstrom will invite Brian Hanson from APEX to the next meeting. There was discussion about attracting
businesses from outside of Bayfield and Ashland counties.

There were additional comments regarding the options of a sewer or a mound system for the Business Park.
5) Update on USDA and TEA funding for Business Park;
Abeles-Allison gave an update on the new Business Park Road. USDA will come make an inspection soon. It
was said that the road cost approximately $350,000. There was discussion regarding the surfacing of the road
and turning the road over to the town. The new road will provide a better travel route for semis. The funding
has not been secured yet from TEA funding. A cell phone tower was suggested as a use for the funding.
Lighting was also suggested for the road.
6) Cedar Corps Gold Shovel Proposal;
Sandstrom gave an update on the proposal. Vision Northwest will meet next week.
7) Business Park Road Report;
The road is nearly completed. Abeles-Allison mentioned the possibility of a tree grant at the Business Park. It
was decided to not apply for the tree grant. There are no restrictions on State Farm Road, which is connected to
the new road. The need for signs, stakes, and lights were discussed.
8) Business Park Utility Report;
It was commented that there will not be expansion of natural gas, until there is a need for it. The demand will
influence some of the changes at the Business Park.
9) Update on potential new business;
There was an inquiry from an acrylic manufacturer. There was also a note about the of K V Tech expansion.
10) Updates from members;
There was discussion of contacting a company that produces solar panels. It was reported that weather and
marketing a CSA has been challenges for Bayfield Foods. There was an idea to promote the Bayfield Business
Park for the upcoming large events: Red Clay Classics, WhistleStop Marathon, and Apple Fest. Comments
were received including: displaying a banner at Ashland Ford Chrysler for a few weeks and using a drone video
image to advertise.
11) Adjournment;
The next meeting date for the Committee will be: Wednesday, October 3rd, 2018 at 1:30 p.m. at the Bayfield
County Business Park.
There being no further business to come before the Bayfield County Ad-Hoc Business Park Planning
Committee, the meeting was adjourned at 2:32 p.m.
