Bayfield County Industrial Development Agency Meeting

Members Present: Brett Rondeau, Shawn Miller, Dan Anderson, Jack Carlson, Rick Geisen,
Scottie Sandstrom
Others Present: Mark Abeles-Allison, Bayfield County Administrator; Kris Kavajecz-
Confidential Secretary, Bob Peltonen-World Class Manufacturing, Bob Mayer-Impact Seven,
Kenneth Jardine (2:45pm)
Meeting called to order at 2:30pm by Shawn Miller.
Election of Officers:
Motion Geisen, Rondeau to cast a unanimous ballot for officers as identified in the December
meeting. Motion Carried.
Motion Rondeau, Anderson to approve minutes of the November 1, 2012 Industrial Development
meeting. Motion Carried.
World Class Manufacturing Update: Peltonen thanked the County, Impact Seven, and the
City of Bayfield for helping them over a difficult hump with a contentious banking relationship.
A new banking arrangement has been established and the company is now doing very well.
Peltonen provided a confidential handout and reviewed the contents. The financial agreement
that was extended to World Class will expire in March. Full interest and principle payments will
begin in April 2013. Potential for $500,000 equipment purchase and additional dozen jobs by the
end of the year.
Impact Seven explained potential for some housing development within the Bayfield business
park boundaries. Have had preliminary discussions with the Red Cliff Tribe. Fraccing may have
a significant impact on the future of the business park.
Peltonen exited at 3:07pm
Business Park Discussion: Reviewed a map of the current Ag Station property. Abeles-Allison
provided comments received from various county departments and Corporation Counsel
regarding the potential for business park development at the Ag Station. Town of Eileen
Planning Commission has made a recommendation to modify their Comprehensive Plan to
identify this land as Commercial. Various input was reviewed including infrastructure needs,
road access, and zoning classifications.
Mayer exited the meeting at this time.
Motion Rondeau, Sandstrom to move in and out of executive session pursuant to Wis. Stats.
19.85 (1)(e) for the purpose of discussion and possible action regarding executive session
minutes of March 1, 2012 and to discuss/take action regarding the World Class Manufacturing
Agreement and Deliberating or negotiating the purchasing of public properties, the investing of
public funds, or conducting other specified public business. Motion Carried. Entered executive
session at 3:35pm. Motion Rondeau, Sandstrom to approve executive session minutes of the
November 1, 2012 meeting. Motion Carried.
Motion Rondeau, Carlson to return to open session. 3:45pm
Business Development Activities in the County: Sandstrom provided a handout summarizing
economic development activities that are currently being pursued.
• Superior Saunas
• Washburn Iron Works completed their new office addition and are looking at
potential expansion of the business in the next two years.
• World Class Manufacturing getting back on track.
• South Shore Brewery still planning expansion in Washburn.
Jardine reported that he would like the County Board to develop a resolution supporting mining
efforts.
Next meeting will be scheduled as necessary.
