This letter is written to inform you of the Bayfield County Executive Committee
Meeting scheduled for Wednesday, May 15 2002 at 10:00 a.m., in the County
Board Room of the Bayfield County Courthouse, Washburn, Wisconsin. The agenda
for this meeting is as follows:
AGENDA
1. Call to Order;
2. Election of Chair and Vice-Chair
3. Motion Regarding Minutes of March 12, 2002 Executive Committee
Meeting;
4. Tire Clean-up program – Tim Kane
It was suggested that the county consider implementing a tire clean-
up program. Tim was asked to collect input for the Executive
Committee. Tim will discuss how we could implement and fund a county
wide pickup for tires. Enclosed please find a summary of the clean
sweep program schedule, provided by Tim, for the region including
Bayfield County. The Clean Sweep program provides household
hazardous waste collection.
5. Superior Days – Tim Kane. We will discuss general ideas and issues
for next year’s Superior days.
6. Financial Report for the first four months of the year: Will be
presented at the meeting.

8. Summary of 2002 Budget Reduction Action to Remove from Budget:
We asked departments to pare 1.5% from their budgets. This was
based on anticipated reductions in revenue sharing and proposed
revenue sharing cuts. To date we have identified a total of $183,519
in cuts. At the March board meeting the board directed us to go back
to individual committees for their recommendation on which line items
the amounts would be taken from. The County Association suggestion
was to make cuts to the agencies where state funding goes. This
would be juvenile services, the courts and human services. They noted
that in smaller counties it would be more difficult to make all of the
cuts in these departments. In fact to take the total anticipated
reduction from these funds could be quite harmful to them. The cuts
we have made to date will not have a significant impact on any
program. Cuts are made by putting off capital expenditures,
postponing hirings and modest “belt tightening”. The attached cuts
will be sent to the full board upon action from the executive
committee.
9. Discussion and possible action pertaining to the upgrade or purchase
of servers for Bayfield County.-Dag Bystrom. Dag would like to explain
the current status of our county servers and future needs for the
county.
10. Contingency Fund allocation of $20,400 for Sheriff’s Department
Hardware Resolution. This was discussed at our February Executive
Meeting. Now that the Intergovernmental Agreement is in place we
need to proceed with the transfer. Funds for hardware to
accommodate all three entities was not originally budgeted. The new
hardware will be dedicated to law enforcement only and remove some
of the burden off of the county’s server system. The new program
and hardware will provide our law enforcement departments a better
and more responsive system.

11. Contingency Fund allocation of $6620.12 for County Administrator’s
2001 expenses Resolution. In 2001 the board authorized
expenditures in the county administrator’s budget in the amount of
$98,950. $64,100 was actually spent. I am requesting that the
moving expenses approved in 2001, but not incurred until the current
year be paid out of the contingency fund budget as they have
occurred too late in 2002 to be considered encumbrances to the
previous year.
12. Policy Goals & Objectives, Budget Resolution Preparation for FY2003:
A draft budget direction resolution I would like the executive
committee to review. This resolution will state the county’s direction
in our preparation for the 2003 budget. My goal is to finalize this
resolution at the next meeting so we can share it with departments in
July.
13. Property Issues: The committee may enter in and out of Executive
Session pursuant to §19.85(1)(e) for the purpose of discussing the
purchase and or sale of property.
14. Department Head Evaluations for Dag Bystrom & David Lee: These
two department heads from Information Services and Land Records
report to the Executive Committee. I would recommend that two
committee members be appointed, along with myself in the evaluation
of these department heads. The results of which will be shared with
the full committee in June.
15. Administrator six month evaluation: The committee may enter in and
out of Executive Session pursuant to §19.85(1)(C) for the purpose of
conducting performance evaluation of public employees.
