Rondeau-Chair Delores Kittleson Dear Committee Members: This letter is written to inform you of the Bayfield County Executive Committee Meeting scheduled for Tuesday, August 13, 2002 at 10:00 a.m., in the County Board Room of the Bayfield County Courthouse, Washburn, Wisconsin. The agenda for this meeting is as follows: AGENDA 1. Call to Order; 2. Motion Regarding Minutes of July 9, 2002 Executive Committee Meeting; 3. Discussion and Possible Action regarding Coroner Per Diem Adjustment for FY2002. Attached is a letter sent to the Clerk’s office in 2001 concerning adjustments in per diems for the Coroner’s office. Our 2002 budget reflected these increased per diems but no formal notice from the board was given to the Coroner to increase per diem’s. I would recommend that we formally authorize an increase in these per diems to $50 and $75, as previously budgeted. 4. Discussion and Possible Action Regarding Payment to BART. $7000 was requested for BART in 2002, however, only $6500 was budgeted. Their budget request letter was for $6500 for operations and $500 for capital purchases, that possibly explains how we had only $6500 in the budget. I would recommend that we approve the additional $500. Barnes Dam Repair Report: Bayfield County is responsible for several dams in the county. Bayfield County shares this responsibility with the town of Barnes on the dam and small boat lock between the Middle Eau Claire Lakes. The Town is having problems with the small boat lock. The steel doors and levers do not open properly as a result of poor seals around the door, deteriorating concrete and valve repairs that are needed; the town maintenance crew is being called to make repairs regularly. Last week Tom Gordon went to Barnes as we had our dam inspector (Dan Carthel) at the site for the inspection. Dan says that the lock hardware could be repaired. A slightly complicating factor is that the bridge over the dam is in poor condition. The Town may apply for bridge replacement funds but that would be several years away. We could still proceed with the repair of the lock however, there was also some discussion by the Town about enlarging the lock so bigger boats could come through. This would involve much more extensive work and would probably be done when the bridge was expanded. The Town has requested that the executive committee come down to inspect the structure. By this Tuesday we should have the engineers report on the structure. I would recommend that we get a cost estimate on the repair of the lock and associated concrete repair for the next meeting for consideration in next year’s budget, provided it is approved by the town board. 6. Discussion and Possible Action on Office Reorganization issues associated with Law Enforcement Construction project: At the meeting I would like to discuss some long term relocations of county departments as a result of the expansion project. One of the major movements we have investigated is moving the health department to the current law enforcement wing. This would be good for several reasons: it would allow the entire health department to be located in one area (at present they are split between three offices in two buildings); provide access to backup generator for vaccinations, and provide for handicap parking for seniors and those with disabilities, close to the back door. There would also be some related financial savings. Mille and I have discussed this preliminarily. I will explain this in greater detail with the committee. 7. Review funding for ITBEC, $7272 in FY2003: ITBEC stands for Page 3 of 4 Executive Committee Agenda 117 East Fifth Street ▪ Washburn, WI 54891 ▪ markaa@bayfieldcounty.org Phone 715-373-6181 ▪ FAX 715-373-6183 (Northwest) International Trade, Business and Economic Development Council. It is a division the Wisconsin Counties Association. There are twelve counties that form the Northwest ITBEC. We are currently one of two counties that do not belong. Enclosed please find: A. Letter from Bill Korrer, about ITBEC services B. Memo from Dave Dumke outlining their mission and projects in 2002. C. Letters from Bayfield County Chambers and businesses. We have not been a member of ITBEC for several years. Still they have extended many of their services to us. This includes inclusion in trade shows, inclusion in tourism promotions, holding meetings in Bayfield County, etc. Now however they are not extending these benefits to us, see letter from Telemark Resort. They will also no longer include us in the Discover Wisconsin series. There are a variety of ways that we have benefited from ITBEC activities in the past. Not being a member however means that Bayfield County communities do not benefit from their direct grant programs. ITBEC has recently received an SBA grant for economic development in Tribal areas that could benefit us directly. I recommend that we approve membership on a one year rial basis for the 2003 year to see how we benefit. Over the past several years, the services that they have extended to us, in a gesture of good will, exceed the $7272 we would pay this year. 8. FY2003 Budget Plans: Specifically I will review: A. Position request for Forestry B. Community Service Coordinator in Jail: C. Budget guidelines to Departments D. Budget situation to date. E.
