Rondeau-Chair Delores Kittleson Dear Committee Members: This letter is written to inform you of the Bayfield County Executive Committee Meeting scheduled for Tuesday, November 12, 2002 at 10:00 a.m., in the County Board Room of the Bayfield County Courthouse, Washburn, Wisconsin. The agenda for this meeting is as follows: AGENDA – detail 1. Call to Order; 2. Motion Regarding Minutes of October 8th Executive Committee Meeting; 3. Presentation by Steve Hoecker of the NGLVC; He would like to thank the committee for the $10,000 given to the Center again this year and review progress at the Center. 4. Discussion and Possible Action regarding request for line item transfer of $5000 from the Maintenance Department Budget line item 02-100-51601-240-000 to line item 02-100-51601-810-000. 5. This work allowed for three massive volumes to be rebound and each page laminated to ensure their preservation in the future. 6. Investment Resolution, naming banks the County can invest with. This resolution names financial institutions the county can invest with. The Resolution adds Northern State Bank, which recently established a branch in Bayfield County. The State Investment Pool is also included. 7. Jail Project Update and Possible Recommendation. A summary of suggested modifications to the project will be made. This will be presented to the Sheriff’s Committee at 5:00 on Nov 12th and to the full board immediately following. 8. Joint Dispatch Presentation: The County Board charged the Ad Hoc Committee with making a recommendation on the joint dispatch project. The Committees have met many times over the last three months. They are now putting finishing touches on an intergovernmental agreement, benefit schedule for employees and cost estimate for the project. A copy of the draft agreement is included here. 9. Economic Development Performance Standards and Timeline: At the last meeting we discussed performance standards for the Economic Development Corporation. Enclosed is a WEDA paper on this subject. The graph on the last page summarizes what performance standards are used and their frequency of use. The top six standards are: a. Testimonials b. Private / Public Investment c. # of businesses assisted d. Jobs Created / Retained e. Land / Buildings Sold f. Bayfield County needs to create a positive working environment for industry. 2. We need to be in better contact with existing industry to ensure that we know when they are having problems or successes and react accordingly. I think we should focus on the bolded items c, d and f above and determine how to value these services. Example: Number of Businesses Assisted: Bayfield County will pay BCEDC $1000 for every business that receives tangible assistance. Number of Jobs Created: Bayfield County will pay BCEDC $1000 for every job created or retained. Grants for Business: Bayfield County will pay BCEDC $1000 for every $10,000 in grant money that goes to local businesses. Documentation letters from the benefiting business shall be submitted by BCEDC along with request for funding. Funding from Bayfield County shall not exceed $21,000 in 2003. BCEDC is reviewing this issue at their executive and general meetings this month. We will have their input on this subject for the next meeting. At that time we can combine our thoughts with theirs and come up with a method to distribute the funds. 10. Triangle Parking Agreement Review: Enclosed is a draft agreement for the parking lot. This agreement was reviewed by Bill Bussey. Pete Mann and I put it together. The City has requested that they retain ownership but that we assist with the construction of the lot. In exchange for our contribution we have this agreement providing some assurances that the property will continue to be used as a parking lot. There is also a provision providing for the county to purchase the lot for the appraised value less our contribution for the parking lot. May go in and out of Executive Session Pursuant to Wis. Statute 19.85(1)( C) for the purpose of conducting a performance evaluation and contract extension discussion with the County Administrator. My contract with the county is for a two year period (expires Nov, 15, 2003). It specifies that I have a 1 year evaluation. I would like to verify that the attached form is what the committee would like to use again. If it is I will mail this to all supervisors and have them submit this to Bill Kacvinsky for tabulation at the December meeting of the Executive Committee. I would also request that the committee consider extending my contract for another 1 year period (to expire on Nov 15, 2004). 12. Adjournment.
