Rondeau-Chair Delores Kittleson Dear Committee Members: This letter is written to inform you of the Bayfield County Executive Committee Meeting scheduled for Tuesday, December 10, 2002 at 10:00 a.m., in the County Board Room of the Bayfield County Courthouse, Washburn, Wisconsin. The agenda for this meeting is as follows: AGENDA 1. Call to Order; 2. Motion Regarding Minutes of November 12th Executive Committee Meeting; 3. Tire Clean-Up Project: Tim Kane will be making a presentation on the program. In addition, the attachment here shows what type of interest there is among the towns. Unfortunately, the interest is mixed, perhaps too mixed for us to try to get towns to pay. We have budgeted $30,000 in next year’s budget for this program. At the same time we anticipated $15,000 in revenue from the towns. We may want to consider doing this by accepting any donations from municipalities and then doing it on our own. We discussed distinguishing between towns but that raises additional administrative issues, unless we use existing recycling stations. This budget was based on a $1.10 per passenger tire ($110/ ton) plus a $750 loader transportation fee that was given to me by the waste tire collection contractor Greenman Technologies, Inc. of Minnesota last April and administrative costs primarily for advertising/publicity. The estimated number of tires to be collected at various collection sites around the county was 240 tons, the same number that was collected during the 1997 countywide tire collection. 4. Joint Dispatch Resolution: The County Board charged the Ad Hoc Committee with making a recommendation on the joint dispatch project. The Committees finding are: • The concept of joint dispatch is feasible in Bayfield and Ashland Counties. • Prior to making a final decision on this, the committee recommends that the two counties hire a firm to do a detailed equipment study to see what is necessary to make this work and provide a cost estimate. We have contacted firms and have estimated the cost as not to exceed $20,000 total or a maximum of $10,000 for each county. If we proceed with the project, grant funds could pickup this cost. If we don’t however, it would be our expense. I would recommend that we approve this and send it on to the county board. 5. Triangle Parking Agreement: The City Planning Commission agreed to recommend to the council that an agreement be established with the County to build the parking lot jointly. The Common Council however approved selling it to the County (for an amount to be determined) with a restriction that it be used as a parking lot with a certain amount of green space. 6. Unfunded Pension Reduction Program: Bayfield County has an unfunded liability, as of the end of 2001 in the amount of $1,644,698. This is based on certain assumptions. On an annual basis we are paying approximately $100,000 and this amount will increase in the years ahead. At present we are paying the retirement system at the rate of 8%. Market rates today are far below this. Enclosed is the current debt listing and future payment schedule if we stay as we are. Note that our interest payment is less than the interest amount accruing until 2008. 7. Community Service Program: 8. Budget Amendment Resolution: A) Groomer Purchases: financing was approved by the board. All of these purchases have now been made we need to: a. Increase Expenditures line item 430-00-51605-810-100 by $270,620. b. Increase Revenues line item 430-00-49120-000-000 by $270,620. B) Jail: Budget amendments through the end of this year for architectural, site preparation, survey and drilling expenses include: a. Increase Expenditure line item 440-00-51606-210-000 by $320,000 b. Transfer $320,000 from the General Fund to line item 440- 00-49100-000-000. c. Increase Expenditure line item 100-00-59440-000-000 by $320,000. d. Apply fund balance of $320,000 to line item 100-00-49310- 000-000. 9. Financial Report and fund balances available: Discussion Regarding Basement under Law Enforcement Center: 10. Discussion & Possible Action Regarding membership to National Forest Counties and Schools Coalition: Neil Paulson was named to the board of this organization and has requested that we consider membership. Membership for the County would be $1166. After this year we will work with Towns to pay the bill as this organization strives to maintain gross forest receipt payments to Towns. 11.
