HomeMy WebLinkAboutExecutive Committee - Minutes - 9/10/2002 27 Executive Committee Minutes September 10, 2002, Bayfield County Board Room Members Present: John Blahnik, Kenneth Jardine, Brett Rondeau, Dee Kittleson, Harold Maki, Marco Bichanich Others Present: Tom Gordon, Mark Abeles-Allison, Bill Kacvinsky, Kris Kavajecz, David Lee Meeting was called to order at 10:05am by chairman Rondeau. Motion by Blahnik, Second by Jardine to approve the minutes of the August 13, 2002 meeting. Item #3 on the agenda was missing, so the committee proceeded with item #4: Discussion and Possible Action regarding Budget Amendment for Tourism Department. Abeles-Allison explained that the Tourism Dept needs approval to make a change to their budget. No additional dollars were being requested, however, since the change was in excess of 10% of the Tourism budget, it required the approval of the Executive Committee. The resolution identified carry-over funds from grants in 2001 and new grant dollars anticipated in 2002. Motion by Blahnik, Second by Jardine to amend the Tourism budget as outlined in the resolution presented by the Tourism Department and approved by the Tourism Committee. Roll Call Vote Taken. All: Yes Discussion and Possible Action Regarding Marriage License Fees in the County Clerk’s Office. Tom Gordon presented information that Bayfield County could enhance revenues in the County Clerk’s Office by increasing marriage license fees. Gordon submitted that the majority of Wisconsin counties are currently charging anywhere from $50 to $90 for license fees and from $5 to $10 for waiting period waiver fees. Gordon explained that Bayfield County currently charges $50 and $5 respectively. Motion by Blahnik, Second by Bichanich to leave the marriage license fee at $50, however, to raise the waiting period waiver fee to $10, effective January 1, 2003. Motion Carried. Blahnik pointed out a correction to the minutes of the previous meeting. Correction of the minutes and motion are as follows: Discussion of Coroner Per Diem Adjustment Request for FY2002. Abeles-Allison reviewed the 2001 and 2002 budgets for the Coroner. Provisions were made to increase the Coroner per diems in the budget for 2002, however, the payment was not increased. The proposal included a raised cremation per diem from $35 to $50 and per diem for call outs from $50 to $75 per occurrence.. Motion by Maki, Second by Bichanich to accept the proposal for increased per diems from $55 to $75 per call-out and increased cremation per diems from $35 to $50 per cremation for Coroner's office. The per diem increases will be retroactive to the beginning of 2002. Motion Approved. FY2003 Draft Budget Review: Several positive comments were received from various committee members regarding the format of the proposed budget. Abeles-Allison reviewed the layout of the book and how the document was compiled. As the document was being reviewed there were several brief discussions regarding varying topics including: sales tax income projections, proposed additional staff in forestry, timber sales and forest management, and Land Conservation Department funding. John Blahnik was excused at this time due to personnal commitments. Abeles-Allison reviewed the proposed budgeted levy by department. 28 The committee tabled the budget discussion temporarily to allow David Lee to provide a demonstration regarding a recently developed map server program that his department would like approval to make available to the public through the County’s Web Site. The web site is user friendly and would provide a wide range of information that is currently only available by contacting the Land Records or associated departments directly. All information falls within the open records guidelines. Motion by Jardine, Second by Maki to allow the Land Records Department to submit a press release announcing the availability of this program to the general public. Motion Carried. Chairman Rondeau read a letter from the Barnes Town Board requesting information on how they can request a dedicated representative from the Town of Barnes to serve on the County Board. The committee agreed that County Clerk Gordon would respond to the letter providing guidance that redistricting would not be considered until 2011 and that the letter would be placed on file. Motion by Maki, Second by Jardine to allow County Clerk Tom Gordon to respond in writing to the Town of Barnes explaining current and future redistricting guidelines and to acknowledge that the letter was received and placed on file. Motion carried. At this point, the committee returned to the budget discussion. Abeles-Allison reviewed the Capital Projects Fund and the background on each expenditure within the fund. Included in the budget book is a 5- year capital expenditure plan. Meeting dates were set as follows for the purpose of examining budget proposal figures more closely: Sept 14, 2002 10:00am Sept 16, 2002 10:00am Motion by Bichanich, Second by Jardine to adjourn.
