Dear Committee Members:
This letter is written to inform you of the Bayfield County Executive Committee
Meeting scheduled for Tuesday, January 14, 2003 at 10:00 a.m., in the County
Board Room of the Bayfield County Courthouse, Washburn, Wisconsin. The agenda
for this meeting is as follows:
AGENDA
1. Call to Order;
2. Motion Regarding Minutes of December 20th Executive Committee
Meeting;
3. Unfunded Pension Loan Bid Tabulation and Resolution: Invitations to
bid were sent to the five authorized county financial institutioins.
Bids for re-financing of the unfunded liability will be opened during
the meeting and tabulated.
Savings to County based on low bid are anticipated to be
approximately $2,000,000 over the next 24 years. The proposal is to
put down $544,000 in excess revenue to get to a $1,000,000 loan
amount over ten years. We planned to make payments in the amount
of $100,000 in 2003, which we already budgeted for. Steve
Apfelbacher with Ehlers said that once you borrow $1,000,000 or
more legal opinions are required. He suggested putting this year’s
budgeted amount into our down payment. That converts to a
$900,000 loan payable over 9 payments beginning next year and a
down payment of $644,000 the first year.

4. Bayfield County Economic Development, Performance Standards. See
attached sheet.
5. Human Service Risk Reserve. Peppy and I have spoken about this
several times. Attached is a letter from Peppy making this request.
We are proposing increasing our reserve from $200,000 to $275,000
an addition of $75,000. This would allow us to be more aggressive in
eliminating waiting lists. Right now there is some apprehension as we
allocate funds because there is a chance that we will be hit with a
large claim. I would recommend we set aside these funds out of the
excess revenue funds in 2002. At the end of November 2002
revenues exceeded expenditures by $600,000. We will have a better
idea of where for 2002 at the meeting. Expenditure of these funds
would still require board authorization.
6. Other Actions and Reports:
• Superior Days, Tuesday night suite, $50 contribution
• Jail Project
• Superior Days (Legislative issues documentation attached)
• Direct Deposit (Lag Time, Implementation)
7. May enter in and out of Executive Session pursuant to Wisconsin
Statute 19.85(1) (C ) for the purpose of conducting an employee
performance evaluation. Bill Kacvinsky will present a summary of
comments received by County Supervisors. Attached is a letter from
Mark requesting a 2-year contract extension.
