Dear Committee Members:
This letter is written to inform you of the Bayfield County Executive Committee
Meeting scheduled for Tuesday, March 11, 2003 at 4:00 p.m., in the County
Board Room of the Bayfield County Courthouse, Washburn, Wisconsin. The agenda
for this meeting is as follows:
AGENDA
1. Call to Order;
2. Motion Regarding Minutes of January 14, 2003 Executive Committee
Meeting;
3. Discussion and Possible Action regarding Juvenile Truancy Ordinance:
Judge Priebe has requested that this issue be considered by the
county. He has met with representatives of various schools and
Human Services and has come up with a recommendation to improve
the current school truancy procedure. Enclosed is our ordinance,
section 11-1-1 that is the only reference in our ordinances to school
truancy. This section refers back to State Law. I have included
those two sections here as well. Judge Priebe is also planning to make
copies of their proposal available for us to review. Possible action we
could take would be to send this to Human Services or another
committee or set a public hearing for public comment if necessary.

4. Presentation by Cable Union Airport Commission. Fred Morke is the
new chair of the Cable Union Airport. He asked to speak to the
committee and let the county know about their future plans. He
shared the data below. A copy of their five year plan will be available
at the meeting.
“The most recent data from the airport manager for 2002 is 1,631 flight operations (takeoffs and
landings). Other sources show higher numbers closer to 10,000 but I believe the actual number
to be 1,631 or slightly more.
One of the main users is SC Johnson Co. They operate two Falcon 900 jets and a Cessna
Citation Jet. At least 29 operations for the last quarter of 2002 (only period I have data for IFR
operations). Their Falcon could obviously use a wider and longer runway (balance field length
for a Falcon 900 is 4935').
There are three single engine aircraft based at the airport but requests have been received for
5 hanger sites.”
5. Tire Cleanup : Status Report on Participation : Tim Kane provided the
information below. 5 yes, 2 no and 21 no response yet. We are hoping
to receive more responses by next Tuesday. We will have a financial
report at that time. As you recall we budgeted for the county to pay
half and for the municipalities in the county to pay half. We also
made a request to Pri-Ru-Ta through Verne to see if other assistance
was available.
“I have heard from the following municipalities who have budgeted funds to support a
2003 countywide tire cleanup: Town of Bayfield, Town of Drummond, Town of Russell,
Town of Washburn, and Village of Mason
I have also heard from the Cities of Bayfield and Washburn, whose City Council’s voted
not to participate in a 2003 countywide tire cleanup.”
6. Discussion & Possible Action Regarding Forestry Land Acquisition
Fund: See attached information. Attached is the proposal from
forestry on raising funds for forest land purchases. Our current
language is shown below with related changes. Forestry’s original
proposal is attached the intent is very similar to what I show below.
If approved a public hearing would be held to consider the ordinance
modification.

For the purpose of financing land acquisition within the County Forest boundaries, there is hereby
established a non-lapsing fund known as the County Forest Land Acquisition Fund. Said fund to consist
of revenues from the following sources:
(1) All net proceeds from the sale of lands withdrawn from the County Forest(s), subject to
the limitations set forth herein below in Subsection (c)(2).
(2) Whenever the balance in the County Forest Land Acquisition Fund is less than Forty
Thousand Dollars ($40,000.00) (Change to $150,000) the Forestry Committee, with the
concurrence of the Executive Committee, may direct that a maximum of ten percent (10%) of the
net proceeds from County timber sales be deposited in said fund as they are collected, but only
until a Fifty Thousand Dollar ($50,000.00) (Change to $150,000) balance in said fund has been
attained, which last said amount shall be the maximum balance permitted to accumulate in said
account.
The only item I have some concern with is removing the executive committee from approving the
allocation. I think some budget analysis / approval needs to be made besides just the oversight
committee.
7. ITBEC Funding: Annual Dues for 2003 are $7272. We have $7000
covered through BCEDC and the Bayfield County Tourism Association.
Attached is a summary of what ITBEC does. Financing for the
remaining $272 would come from the County. The program would
allow for Bayfield County to be the location for future ITBEC events
in addition to allow us to directly participate in their Economic
Development efforts.
8. Out of State Travel Procedures: An earlier memo discussed the need
for committee approval for board member travel out of state. If
acceptable we will include this in future county board policy
modifications.
9. Report on Bioterrorism Preparedness: brief report at the meeting.
10. Approval to Sell Fleet Vehicles: Usually we depreciate out to 100,000
miles. Two of these vehicles are not there yet, but because of their
age and condition are not getting used and are a liability to the county
just sitting on the lot. I would recommend that we sell them. We will
not need to replace these particular vehicles this year. As the health
department lost two vehicles, they did take an older one from Human

Services that they were not using. I anticipate this borrowed vehicle
to hit 100,000 miles next year and would be replaced then. Attached
also is our vehicle replacement plan.

11. Finance: Budget, End of 2002 Fund Balance, Unfunded Liability and
Policy Report. This information will go out with the Friday weekly.
12. Other Actions or Reports
A. Iron River Incubator: Tom and I and Bill met with Northwest
Regional Planning this week. They discussed the proposed business
incubator, a center for new manufacturing businesses. They have a
proposed $1,246,000 project to construct 23,000 square feet of
space next to Bayfield Electric in Iron River. Of those 23,000
they have only 8,000 committed today. They need over 16,000
committed to make it cash flow. Without a commitment to
additional space they have requested support from Bayfield County
in the form of a buy in $200,000 and in the form of a loan
($209,000) towards the $409,000 local match they (NWRP) must
provide. (I believe there is room for negotiation) We agreed that
over the next two weeks we would try to find additional businesses
who might commit to space in the future. NWRP needs a response
by the end of the month. I will have more information at the
meeting. No action is required but we do want to make sure
everybody is aware that additional square footage is available in
Iron River at the rate of approximately $3.00 a sq. foot per year.
