Dear Committee Members:
This letter is written to inform you of the Bayfield County Executive Committee
Meeting scheduled for Thursday, April 3, 2003 at 2:00 p.m., in the Human
Services Conference Room A, lower level of the Bayfield County Courthouse,
Washburn, Wisconsin. The agenda for this meeting is as follows:
AGENDA
1. Call to Order;
2. Motion Regarding Minutes of March 11, 2003 Executive Committee
Meeting;
3. Discussion and Possible Action regarding funding for a basement
addition under the law enforcement center and recommendation to
the County Board.

The bids for the jail are now within budget. The Sheriff’s Committee has
referred the issue onto the Executive Committee to make a decision on the
basement. Bids for the basement ranges from a low of $445,000 to a high
of $530,000. The two lowest bidders for the jail, bid $530,000 and
$499,000 respectively. The basement comprises approximately 8800 square
feet. At $499,000 the cost per square foot is: $56.70. The lowest bid at
$445,000 amounts to $50.56 per square foot.
Detail:
The basement is underneath the office section only, not the jail. It includes utility
stubs only and is not a finished basement. The bid includes the stairwells (2),
elevators equipment room, elevator and data room. The remaining square footage
is open, with concrete flooring. Exterior walls will be unfinished / poured concrete.
Bid document language: Our bid document states.
“Award of contract will be to the lowest qualified responsible bidder”
“Low bidder may be determined by Base Bid and accepted alternatives”
At least one of the two low contractors indicated a willingness to look for possible
savings on the basement through alternate construction techniques.
Overall Finances:
If we were to proceed where would the funds come from? At our last meeting we
reviewed the attached spreadsheet, based on year end fund balance figures for
the general fund. It is attached in the packet. We need to discuss future capital
projects as well as look at the impact of the current projects on our balances.
With less fund balance our flexibility is reduced.
4. Discussion & Possible Action regarding funding for the Iron River
Incubator project.
NWRP has requested that we become partners in the project in the amount of
$209,000 and that we loan them $200,000 at 2.5 % for 25 years.
A representative from NWRP will be at the meeting to discuss with us.
We will be prepared to discuss some alternatives at the meeting, these include:

1. Alternative financing terms, interest, length, etc.
2. NWRP has a $240,000 no interest loan for 10 years from Bayfield Electric,
this is part of the $409,000 they want to borrow. We might be able to
incorporate this into the proposal.
3. NWRP wants this to cash flow. We are working on an option that would allow
NWRP to make the minimum payment until they get more space committed,
at that time they would pay at an accelerated rate.
Key issues to consider.
A. Structuring this as an investment for BC.
B. Maintaining an incentive to NWRP to get the building occupied as soon
as possible.
5. Discussion and possible action regarding the Triangle Parking Area:
We have obtained the deed for the triangle. I have spoken with Dale about
proceeding with the project in the next 2 months. I believe county crews can do
all of the work ourselves, less the paving. An estimated cost on the 40 spot
parking lot is approximately $25,000. A drawing of the proposed blue print will
be shown at the meeting.
