Rondeau-Chair Delores Kittleson Dear Committee Members: This letter is written to inform you of the Bayfield County Executive Committee Meeting scheduled for Tuesday, April 22, 2003 at 4:00 p.m., in the County Board Room of the Bayfield County Courthouse, Washburn, Wisconsin. The agenda for this meeting is as follows: AGENDA 1. Call to Order; 2. Motion Regarding Minutes of April 3, 2003 Executive Committee Meeting; 3. Tire Recycling Update. Tim Kane 4. Internet Impact: Zoning, Tourism, Land Records. 5. 6. Discussion and Possible Action regarding Juvenile Truancy Ordinance: The Judge requested that we wait until the next meeting on this issue. 7. Presentation by Cable Union Airport Commission. Fred Morke is the new chair of the Cable Union Airport. He asked to speak to the committee and let the county know about their future plans. A copy of their five year plan will be available at the meeting. “The most recent data from the airport manager for 2002 is 1,631 flight operations (takeoffs and landings). Other sources show higher numbers closer to 10,000 but I believe the actual number to be 1,631 or slightly more. One of the main users is SC Johnson Co. They operate two Falcon 900 jets and a Cessna Citation Jet. At least 29 operations for the last quarter of 2002 (only period I have data for IFR operations). Their Falcon could obviously use a wider and longer runway (balance field length for a Falcon 900 is 4935'). There are three single engine aircraft based at the airport but requests have been received for 5 hanger sites.” 8. Survey Presentation- Bob Mick: This is on the public land survey system (PLSS) and remonumentation system we are putting into effect. I believe that Bob will propose that we use a qualifications based selection process as opposed to bids for the surveyors who would like to do this work. 9. Bayfield County Economic Development Funding Review and Possible Action: Last year we approved giving an additional $21,000 to BCEDC based on performance standards. Attached is a copy of notes from that meeting. 10. Discussion regarding 2004 Budget Timeline & Process: Attached is a copy of the timeline for this year’s budget process. 11. Discussion and Possible Action, regarding parcel software program budget amendment. We have budgeted $24,000. Because one fewer county is participating the $120,000 cost must be divided by 4 instead of five counties. That means we need to consider dedicating an additional $6000 from contingency for this. 12. Report on Contingency Fund Balance: Beginning Balance $50,000; Tower Repairs = $2000 Proposed Parcel Database Upgrade = $6000. First Quarter Budget Report: We should be at 25% expenses or less overall. Our General Fund has a $12,625,000 budget. Of this we have expended $3,451,740. This is 27% of the budget. However it includes, the unbudgeted $1,500,000 in unfunded liability. Subtracting that we are at 15% for the first quarter. 14. Discussion and Possible Action Regarding Resolutions Received from Other Counties: a. Support of Legislation to change Medicare Payment Inequities Between States. b. Supporting Legislation to increase page fees for Register of Deeds Documents. c. Support of Legislation to subject Casein and Milk Protein Concentrates to Tariff Rate Quotas d. Support the Continuation of the Wisconsin land Information Program Funding Mechanisms and the combination of the Wisconsin Land Information Board and Wisconsin Land Council. 15.
