Dear Committee Members:
This letter is written to inform you of the Bayfield County Executive Committee
Meeting scheduled for Tuesday, October 14, 2003 at 4:00 p.m., in the County
Board Room of the Bayfield County Courthouse, Washburn, Wisconsin. The agenda
for the meeting is as follows:
AGENDA
1. Call to Order;
2. Motion Regarding Minutes of the September 24, 2003 Executive
Committee Meeting;
3. Discussion and possible action regarding Tire Collection Funding
Summary: Tim Kane will present the budget figures received to date.
4. Discussion and possible action regarding contract for plat books. Dave
Lee has worked on the attached contracts for printing of new plat
books. Dave and the Clerk’s office predict that we will run out of our
existing books around April 1, 2004 He has planned for the new books
to be ready when we sell out the old ones. New books will not be
distributed until the old ones are sold out. The contract here
provides for a total of $35,673 in costs. This includes the printing
and binding of 2000 documents. Dave has done a good job of putting
these documents together, I would recommend we proceed with the
approval of the contract.

5. Discussion and possible action regarding performance funding for
Bayfield County Economic Development Corporation: Attached please
find the performance standards that we approved for BCEDC at the
beginning of the year. We missed our July performance review for
the second six month period.
Financial Summary: The County Board authorized $42,000 for 2003.
$21,000 was paid in January. The remaining $21,000 was to be distributed
based on performance after two evaluations in 2003. Earlier this Summer
we approved $10,500. The remaining $10,500 is up for consideration again.
Jim Radke will be present to make a presentation. We need to discuss if we
plan on using this same performance rating system in the future.
6. End of September financial report and budget summary: We will have
the third quarter report at the meeting.
7. Discussion on program evaluation and prioritization efforts in other
counties. As dollars get scare units of government are trying to
prioritize services provided. Continuing to cut budgets is not always
possible or the answer. Other counties have tried to rank programs
with the idea that if a program is to be eliminated there should be
some rationale. Attached please find publications from Marathon and
Eau Claire Counties who have recently gone through this process.
8. The Committee may enter in and out of Executive Session pursuant to WI Statute
§19.85 (1)(G) for the purpose of conferring on legal matters, including review of
attorney opinions and discussion of potential lawsuits. These items are attorney
client privileged at present. Attorney correspondence on the Rasmussen trail
agreement and related issues will be presented at the meeting.
