Dear Committee Members:
This letter is written to inform you of the Bayfield County Executive Committee
Meeting scheduled for Tuesday, January 13, 2004 at 4:00 p.m., in the County
Board Room of the Bayfield County Courthouse, Washburn, Wisconsin. The agenda
for the meeting is as follows:
AGENDA
1. Call to Order;
2. Motion Regarding Minutes of the December 9, 2003 Executive
Committee Meeting;
3. Discussion and Possible Action regarding Airport Funding, Fred Morke.
I have asked Fred to attend the upcoming meeting prior to the county
dispersing funds. Bayfield County received a budget request for
$27,000 for the Cable Airport. We funded it at $20,000. Around
the same time we received a modified request for $14,475.
Apparently this is what the other towns approved. Fred tells me that
their request to the county is now $14,475. Before issuing any dollars
I wanted to get this cleared up.
A related issue has to do with discussion concerning airport
relocation. I will let Fred discuss this in detail; he did send me a brief
memo on the issue which is attached. He followed this memo up
stating that he though Bayfield County land was too hilly and inquired
about obtaining land from SC Johnson.

4. County Cleanup Proposal, May 1 – May 8: The Bayfield County Chairs
and Mayors group that meets every other month is supporting a two
county cleanup in May of this year. The group is not looking at
sponsoring a major cleanup as Bayfield County did with tires last year
but rather to raise awareness, encourage towns, cities and villages to
cooperate, etc. Bill K. asked that the issue be brought to the
attention of the Executive Committee. Ideas we received from area
extension specialists were:
a. Encouraging all of the highway cleanup programs to work that
week.
b. Encouraging 4H clubs to choose a cleanup project for that week.
c. Encourage a hunting group to remove appliances from hunting
grounds.
d. Encourage towns to schedule a special appliance or brush cleanup.
e. Encourage groups like Inland Sea to schedule a special computer
pickup.
f. Other ideas you have?
5. Budget Updates:
a. 2003 Summary: It is too early to get end of year figures and the
audit will not be done for a while. Comparing year end cash figures
however for the past two years gives us a good idea of how we
compare to previous years. Our year end of Cash in 2002 was:
$14,718,000. This year it was 11,781,000 . The difference of
approximately $2.94 million, is less than two one time expenditures
this year, specifically $1,833,000 spent on jail construction and
$1,356,000 spent on eliminating our unfunded pension liability
which equal $3.189 million. This doesn’t include the $400,000
loans we have to NWRP for the Iron River Incubator. So we have
over $3.5 million in one time expenses, and a $2.94 million drop in
cash.
b. 2004 Budget issues:
A. Carry over / budget amendment requests may be made in
several funds where grant funds budgeted in 2003 will be
spent in 2004.

iii. Jail construction and dispatch.
B. Capital Improvements:
i. Summary
ii. Video Conferencing, $30,000 was budgeted in 2003,
but not spent yet. We are still finalizing plans with
Justice System. HS has also submitted some grants
we will find out about next month that could impact
our decisions.
6. The committee may go in and out of Executive Session pursuant to
Wisconsin Statute §19.85(1) (c) for the purpose of discussing:
* County Administrator Performance Evaluation
Attached is a short list of goals and accomplishments.
7. Reports and Any other topics of discussion as presented by the
committee members or County Administrator:
A. Organizational Review: letters went out this week to
department heads to start looking at how some new office
configurations could improve productivity. Tom and Bill will
be sitting in on these sessions, having someone from
Executive present also might be a good idea.
B. Office configurations upon new jail configuration.
