Minutes of the
BAYFIELD COUNTY EXECUTIVE COMMITTEE
Tuesday, October 12, 2004
Bayfield County Board Room
Washburn, WI
Members Present: Brett Rondeau, Verne Gilles
Members Excused: John Blahnik, Neil Paulson, Kenneth Jardine, Harold Maki
Others Present: Mark Abeles-Allison, Kris Kavajecz, Dee Kittleson
Rondeau called the meeting to order at 4:05 pm.
Motion Regarding Minutes of the September 14, 20 & 21, 2004 Executive Committee
Meetings: A quorum was not present, so no action could be taken on the minutes.
Presentation by David Daniels, WI DNR- Discussion Regarding White River Fisheries Area
Fact Sheet Information: Abeles-Allison provided a brief background on this topic. Gilles
suggested that clarification on the tax issue would be helpful. Rondeau stated that the County
Board was not aware of this project until very recently.
Dave Daniels introduced himself and provided an overview of his function. A timetable of the
project was reviewed. The committee will meet at Lakewoods on Oct 27th.
The project proposes to encompass over 7549 acres along the White River between the White
River Fisheries Area and the Bibon Swamp. (Ashland & Bayfield Counties). The DNR will only
negotiate with willing landowners in the designated area. Negotiation may include purchase of
land or conservation easements. The landowner has the right to sell their property to any person
or entity they wish. The DNR does not have right of first refusal. Mr. Daniels explained that this
project will take many years and that he expects that much of the property will remain in private
hands.
By law, the DNR must pay aides in lieu of taxes for properties they acquire. Taxes are based on
FMV of the property at the time of sale, and increase equivalent to other parcels in the township.
Financial Update:
a. September 2004 Treasurer’s report: A copy of the treasurer’s report was
provided and reviewed.
b. YTD Budget Update: Abeles-Allison reviewed the year-to-date revenue and
expenditure figures for General Fund Departments.
Discussion & Possible Action Regarding County Strategic Plan: Abeles-Allison explained
that Tim Kane will join the committee next month to discuss this topic.

Reports and Any other topics of discussion as presented by the committee members
or County Administrator:
• State Trust Fund Loan rates: A copy of a letter from the State Trust Fund was
reviewed for informational purposes.
• Land Auction, Summer 2005: For information purposes, Abeles-Allison explained
that 25-28 parcels will be ready for sale during the summer of 2005. Abeles-Allison
also noted that excess county equipment and vehicles will be sold at auction on Oct
23rd.
• Uniform Dwelling Code: Mandatory UDC inspections are scheduled to take
effect in January, 2005.
Tom Casper with the State office for UDC spoke with the committee by
telephone. The state is in the process of receiving bids for UDC inspections in
County’s that will not be providing their own inspectors. Once the state awards
the contract(s) it will be up to the county to notify permit applicants of who the
certified inspectors for their area are. Mr Casper explained the 4 sections of the
bid document, which will be used to select and award bids for inspectors. He
further explained that the permit applicant is responsible for coordinating with
the inspector and that the county does not have any responsibility of
coordinating inspections.
Kittleson asked about enforcement and also asked if out of state firms would be
required to have State of Wisconsin Certified Inspectors on staff. Mr Casper
stated that the inspectors could be from anywhere in the county, but they must
have Certified Wisconsin inspectors on staff and meet the inspection timelines.
