HomeMy WebLinkAboutExecutive Committee - Minutes - 2/20/2007Minutes of the Bayfield County Executive Committee Meeting 4:00 PM, February 20, 2007 Bayfield County Board Room Members Present: John Blahnik, Dee Kittleson, Thomas Gordon, Kenneth Jardine Members Excused: Brett Rondeau, Bill Kacvinsky Other Present, Mark Abeles-Allison, Kris Kavajecz Meeting called to order at 4:00pm by Vice-Chairman Kittleson. Motion Blahnik, Gordon to approve the January 16, 2007 Executive Committee meeting minutes. Motion Carried. Staffing in the District Attorney’s Office: A letter from Interim District Attorney, Ruth Kressel was reviewed. Abeles-Allison explained that he met with the staff from the District Attorney’s Office to discuss staffing requests and budget considerations. Part-time staff has traditionally worked 1 day per week, which is what is budgeted. In 2006, PT staff worked nearly 2 days per week, overspent budget. PT staff currently paid $8.50 per hour, request to be increased to $10.00 per hour consistent with other PT staff with longevity. Ruth Kressel addressed the committee by phone. Motion Gordon, Blahnik to make recommendation to Personnel Committee to increase part time wage of Loraine Zifko from $8.50 to $10.00 per hour. Motion Carried. Motion Gordon, Jardine to make recommendation to Personnel Committee to deny request to increase part time staff from 1 to 2 days per week. Motion Carried. Department is encouraged to work with County Administrator as periodic needs arise for increased hours. Reports: Abeles-Allison reviewed the year end revenue and expense budget summary from 2006 in detail. A few revenues and expenses are still anticipated. Health insurance utilization is very close to last year. Having some difficulty working through a couple of existing issues with the GHT. The NACo prescription drug program is being utilized and is showing positive results. Average savings per prescription is about $12.00. Net savings to County residents in January was $900. Brief discussion regarding strategic plan review for the Tourism & Health Departments. These plans will be reviewed due to significant changes affecting their departments. Mediation with AFSCME Collective Bargaining Unit scheduled for March 22 at 10:30am. Next Ag Station Ad Hoc Committee meeting scheduled for March 2 at 10:00am at the Ag Station. Abeles-Allison notified the committee that the annex basement RFPs will include proposals with wall partitions as well as without for cost comparison. Bids notices will be out this week. Courtroom renovation plans are still being finalized. Several Bayfield County representatives will be attending Superior Days in Madison next week. Motion Gordon, Blahnik to postpone the County Administrator Evaluation until the next meeting. Motion Carried. Motion Blahnik, Gordon to adjourn. Motion Carried. Meeting adjourned at 5:15pm.
