Bayfield County Executive Committee Meeting
4:00 PM, September 11, 2007
Emergency Operations Center, Washburn WI
Members Present: Dee Kittleson-Vice Chairman, Kenneth Jardine, Brett Rondeau-Chairman,
Bill Kacvinsky (4:15).
Members Excused: Thomas Gordon, John Blahnik
Others Present: Mark Abeles-Allison-County Administrator, Kris Kavajecz-Confidential
Secretary, Kay Cederberg-Clerk of Court, Judge John Anderson, Rick Olivo-Daily Press.
Meeting called to order at 4:00pm by Chairman Rondeau. There was no quorum present at the
opening of the meeting.
Presentations and Discussion on Draft County Budget for 2008: Abeles-Allison provided an
overview of the proposed budget including levy, mill rate, fund balances applies, and excess
revenue applied. Legislative issues were reviewed that could impact the budget including
exemptions for library and bridge aid if approved. Specific outside agency funding requests
were reviewed and briefly discussed.
Kacvinsky entered the meeting at 4:15pm. Quorum was now present.
Motion Jardine, Kacvinsky to approve minutes of the August 14, 2007 Executive Committee
Meeting. Motion Carried.
Kay Cederberg and Judge Anderson provided handouts of the courtroom renovation project,
including the recent bid figures for the construction. The bids came in below estimates.
Motion Kacvinsky, Jardine to approve the draft project cost summary as presented and forward
to the County Board for approval. Motion Carried.
Reports:
• Financial Update reviewed. Slightly down from 2006. Balance will slightly decrease over the
next year due to proposed facility repairs and upgrades for brownstone and courtroom.
• Health Insurance Utilization and Prescription Drug program utilization reviewed.
• Year-to-date revenues and expenditures reviewed. All are within budget.
• Northern Lights bonding issue has been delayed for a couple of months.
• Rural Health Center still considering options for location of the clinic.
• Corporation Counsel met with Treasurer, Property Lister, and Tax Deed staff to discuss the
impact of the taxation ruling in Michigan having to do with Native Americans that own
private property within Tribal Reservation boundaries. This will be a town assessor issue.
Motion Blahnik, Kacvinsky to enter in and out of Executive Session pursuant to Wisconsin
Statutes §19.85(1)(c,e,g) and for the purpose of approval of minutes of the August 14, 2007
meeting. Roll Call Vote: All-Yes, Motion Carried.
Motion Kacvinsky, Kittleson to return to open session. Motion Carried.
Motion Kacvinsky, Kittleson to adjourn. Motion Carried. Meeting concluded at 5:15pm.
