HomeMy WebLinkAboutExecutive Committee - Minutes - 9/18/2007Minutes of the Bayfield County Executive Committee Meeting 2:00 PM, September 18, 2007 Emergency Operations Center, Washburn WI Members Present: Dee Kittleson-Vice Chairman, Kenneth Jardine, Brett Rondeau-Chairman, Bill Kacvinsky (2:50), Thomas Gordon, John Blahnik Others Present: Mark Abeles-Allison-County Administrator, Kris Kavajecz-Confidential Secretary, Kay Cederberg-Clerk of Court, Judge John Anderson, Amelia Lindsey-County Nurse, Cathy Ekholm, Darrell Pendergrass-Washburn Library, Roberta Baggerly-Bayfield Library, Dale Brevak-Highway Commissioner, Jim Beeksma, Jim Crandall, David Good. Meeting called to order at 2:00pm by Chairman Rondeau. Motion Kittleson, Jardine to approve minutes of the September 11, 2007 Executive Committee Meeting. Motion Carried. Presentations and Discussion on Draft County Budget for 2008: Abeles-Allison provided an overview of the proposed budget including levy, mill rate, fund balances applied, and excess revenue applied. Legislative issues were reviewed that could impact the budget including exemptions for library and bridge aid if approved. Amelia Lindsey and Cathy Ekholm joined the meeting representing the Health Department. Lindsey provided an overview of the budget proposal including the elimination of the Home Health budget, with the exception of some staff for billing during the first 3 months of the year. Also discussed was Employee Wellness and staffing request to replace the vacant clerk position with a full-time person rather than a half-time person. The additional cost would be approximately $27,000. Kacvinsky joined the meeting at this time. The committee discussed the immediate need for clerical assistance in the Health Department and suggested advertising for a half-time person. Dale Brevak joined the meeting representing the Highway Department. Proposed budget was reviewed. Concerns included the fact that $750,000 in revenue was included for the proposed sale of property on Lake Namakagon. Another concern was that additional funding in the amount of about $70,000 would be needed for the Larson Creek culvert project. Darrell Pendergrass and Roberta Baggerly joined the meeting representing Bayfield County Libraries. The budget request is for 100%. The actual cost to the county to keep the libraries open is $2.40 per hour. A discussion was held regarding budget items for the County Fair. An additional $2000 will be added for part-time staffing. Kay Cederberg and Judge Anderson provided a summary of the courtroom renovation project, including the recent bid figures for the construction. The bids came in below estimates. BCEDC did not attend the meeting and will be placed on the agenda for Thursday, September 20th. Motion Gordon, Blahnik to adjourn. Motion Carried. Meeting concluded at 4:25pm.
