Bayfield County Executive Committee Meeting

Meeting called to order at 4:00 pm by Rondeau.
Minutes of July 10, 2008 Meeting: Motion Kacvinsky, Bichanich to approve. Motion Carried.
Presentation/Discussion was held with several Department Heads regarding activities in their
departments and 2009 budget requests.
Dan Anderson, County Treasurer reported that interest rates are averaging about 2.5%. There are
currently about $1.2 million in delinquent 2007 taxes. $2.2 million delinquent taxes for the past 5
years. Estimate is that Bayfield County will experience a $150,000-$200,000 shortage on
interest income in 2008. Discussion was held on what figures to budget for interest income for
2009.
Scott Galetka, Land Records Administrator reviewed accomplishments from his department so
far in 2008 including: Plat Books, 911 mapping, South Shore imagery. Goals for 2009 include:
continue addressing updates, in-house parcel mapping, Pictometry project, on-line information
enhancement, in-house review of CSMs. Budget request for 2009 was reviewed.
Mike Amman with the Forestry Department presented wind survey assessment report and
discussed his research for potential wind energy generation on county forest property.
Craig Haukaas, District Attorney reported his office is currently facing a temporary personnel
shortage, which the part-time staff is covering. He reported no significant changes proposed for
2009.
Kay Cederberg, Clerk of Court and Judge John Anderson reported a change in that mental health
and guardianships may now be handled by the Public Defender if the defendant meets income
criteria. Cederberg reported a proposed levy request of $3,000 less in 2009. The document
scanning project is well underway, with Bayfield County being the first office in the state to
undertake this project.
Rick Geissen, Shirley Moran, John Podlesny and Marian Vaughn presented a report on activities
of the Bayfield County Economic Development Corporation in 2008. Their emphasis in 2009
will be business retention and recruitment. The 2009 budget request is $65,000, no change from
2008.

Other budgets were discussed including:
County Board. Review of Per Diem guidelines recommended.
Criminal Justice: Programming appears to be a good investment. The budget is still being
developed.
County Administrator: Advertising, Training and Legal Fees will increase in 2009 due to
anticipated retirements, hiring and legal fees related to union negotiations.
Information Services, Register of Deeds, Maintenance budgets currently being developed.
Brief discussion was held regarding legal fees and possible retirement of Corporation Council in
the next couple of years.
Review of non-county organization requests. A packet of requests was provided and reviewed.
Executive Committee Budget Committee meeting are tentatively set for September 11, 15, 24, 25
at 4:00pm.
Loan to World Class Manufacturing: Bayfield County Industrial Development Agency to loan
the Town of Bayfield $250,000, who in turn will loan it to World Class Manufacturing on a 20-
year term at 3%.
Citizenactionwi.org: No action was taken on this item.
Superior Days Issues: Land and Water Conservation issues, 4-lane highway, Aquatic Invasive
Species, and Licensing of temporary booths were discussed as potential Superior Days Issues.
WCA Resolutions: Summary of proposed resolutions for the WCA Convention were provided.
Reports:
Solar Water Heater: Installation nearly complete.
Annex Roof Project: Complete.
Courtroom Project: Punchlist items being finalized.
Information Services working on issues with technology in the Register of Deeds office.
Northwest Family Care Headquarters to be located in Hayward.
4-county meeting to be held on Pictometry project.
Discussion is ongoing as to the location of the ADRC
Review of the 2008 YTD Financials.
Review of County Treasurers Report.
Review of Health Insurance Utilization Report, which is still showing positive utilization figures.
NACo prescription drug discount program being used consistently.
Rondeau was not selected as member to the Birkebeiner board. There are 13 members, only 1
from Bayfield County.
Motion Good, Kacvinsky to enter in and out of Executive Session pursuant to Wisconsin Statutes
§19.85(1)(c) (e) for the purpose of approving Executive Session Minutes of July 10, 2008 and
conducting County Administrator Performance Evaluation and Contract Review.

Motion Kacvinsky, Bichanich to return to open session. Roll Call Vote: All-yes, Motion Carried.
Motion Good, Bichanich to extend the County Administrators contract through November 15,
2011. Motion Carried.
Motion Jardine, Kacvinsky to adjourn. Motion Carried. Meeting adjourned at 6:50 pm.
