Bayfield County Executive Committee Meeting

Meeting called to order at 4:00 pm by Rondeau.
2009 Draft Budget: Abeles-Allison reviewed the summarized the draft budget. Elizabeth
Skulan, Human Services Director provided an overview of the Human Services budget, which
reflects a zero levy increase in 2009. Discussion was held regarding the impact of
implementation of the Long Term Care program by the state. Skulan explained that although
Bayfield County will not be providing the direct service, the county will be contributing the
funding to the state to carry out the program. The funding from the county to the state decreases
each year and then levels off in year 5. The impact of this change is that Bayfield County will
have less ability to leverage dollars in the future. Brief discussion was held regarding
accessibility issues for the ADRC. Board members are invited to an accessibility tour prior to the
County Board meeting at 3:30 on September 30th.
Darrell Pendergrass with the Washburn Library represented all Bayfield County libraries and
provided a handout of their funding request. The handout included a breakdown of circulation by
library and cost per check-out. Lengthy discussion was held regarding funding of out of county
libraries. The libraries’ request were funded in the proposed budget at 100%.
Keith Larson and Susan Butterfield provided an overview of the highway budgets. Susan
explained the difference between the 280 and 710 funds. The 280 fund pays county trunk
maintenance, where the 710 pays state, town, city, and village expenses, and includes
depreciation of equipment. The 710 fund bills the 280 fund. Normally, fund balance has been
used to pay for projects and equipment. Fund balance has been reduced from over 3 million in
2005 to about $750,000 currently. The budget reflects minimal county trunk work, with no
major paving projects funded by the county. Larson reviewed the list of equipment to be
purchased in 2009 and projects planned, including upgrades to highway garages.
Brief discussion was held regarding the library funding levels, Ashland Airport, Northern Great
Lakes Visitor Center, and Bayfield County Economic Development contributions budgeted.
Brief discussion was held regarding whether other creative ideas were considered in budgeting
such as going to a 4-day work week in any departments.
Consensus of the committee was to change the meeting on September 24th to 2:00 instead of
4:00.
Motion Jardine, Bichanich to adjourn. Motion Carried. Meeting adjourned at 5:45 pm.
