Bayfield County Executive Committee Meeting

Members Present: Kenneth Jardine, Brett Rondeau, David Good, Marco Bichanich
Members Excused: Bill Kacvinsky, Dee Kittleson
Others Present: Mark Abeles-Allison-County Administrator; Kris Kavajecz-Confidential
Secretary, James Crandall, Scott Fibert-County Clerk, Paul Susienka-Chief Deputy, James
Beeksma.
Meeting called to order at 2:00 pm by Rondeau.
2009 Draft Budget Discussion: Paul Susienka, Chief Deputy of the Sheriff Department
provided an overview of the proposed Sheriff, Jail and Communications budgets. Mission
statement of the department as well as the 2009 goals were reviewed. In addition, Capital
Expenditures, Squad Fleet and fund balances were reviewed. It was suggested to make
adjustments to the Squad Fleet depreciation schedule in an effort to reduce the fund balance in
the squad fleet fund.
Brief discussion regarding General Transportation Aid notification received from the Department
of Transportation.
Motion Good, Bichanich to increase the General Transportation Aid amount in the Highway
Department to reflect $651,505. Motion Carried.
Committee members were asked if there were specific budget items to be reviewed/considered.
Discussion regarding vehicle for Land Conservation Department. Abeles-Allison explained how
this request would be accommodated. No new vehicle purchase necessary at this time requiring
any budget adjustment.
Land Conservation Committee approved support for financial assistance for Conservation
Congress Delegates from Bayfield County in the amount of $1800. It was also noted that a grant
employee will be contracted for the CREP program.
Discussion regarding pending retirement of the Forestry Administrator in 2009. Discuss
reduction in the Department Head line item in this department to reflect the retirement.
Discussed Capital Improvement allocations for the Fairgrounds. Abeles-Allison explained that
$25,000 was allocated in the budget with the intent that the fair committee determine how they
would prioritize projects to utilize this funding.
Abeles-Allison explained that there is $4500 in the library budget allocation for the Red Cliff
Library. The library has been de-certified temporarily; however, the funding has been kept in the
budget.
The proposed budget does not include funding for the Birkie or for ITBEC. Visitor Center
funding was kept at the $10,000 level.

Revenue in the Treasurer’s office was reviewed. Concern over interest earnings was discussed.
Motion Good, Bichanich to make the following adjustments to the proposed 2009 budget:
Reduce Forestry Administrator full time line by $7750; Increase Fair temporary help line item by
$2700; increase Land Conservation budget by $1850 for Conservation Congress Delegates;
Increase Tourism Budget by $3000 for Birkie. Motion Carried.
Motion Jardine, Bichanich to authorize publication of the budget and forward revised budget to
the Full County Board for Public Hearing and Approval. Motion Carried.
The September 25, 2008 Executive meeting will be cancelled.
Motion Jardine, Bichanich to adjourn. Motion Carried. Meeting adjourned at 3:50 pm.
