HomeMy WebLinkAboutExecutive Committee - Minutes - 12/11/2008Minutes of the Bayfield County Executive Committee Meeting 4:00 PM, December 11, 2008 Emergency Operations Center, Washburn, WI Members Present: Brett Rondeau, David Good, Marco Bichanich, Bill Kacvinsky, Dee Kittleson Others Present: Mark Abeles-Allison-County Administrator; Kris Kavajecz-Confidential Secretary, Scott Galetka-Land Records Administrator, Rick Olivo- Daily Press Meeting called to order at 4:00 pm by Rondeau. Motion Kacvinsky, Kittleson to approve minutes of the October 30, 2008 Executive Committee Meeting. Motion Carried. Abeles-Allison explained that the Bayfield County Economic Development Corporation will make a presentation to the committee at the January meeting. Motion Bichanich, Kittleson to table the Economic Development agenda item until the January meeting. Motion Carried. Parcel Mapping: Scott Galetka, Land Records Administrator, provided a presentation on parcel mapping. In the past, Bayfield County has contracted out its parcel mapping and it was completed on AutoCad software, which is more of an engineering-type software. This year, Bayfield County took on the project of parcel mapping in-house and converted the AutoCad data to a database system. Scott reviewed the advantages of a database type system, including easier manipulation of data, more readily available data, and the ability to make one change which in turn modifies other data sets, reducing the number of entries needed and reducing the opportunity for error. Dog License Fees: Handout was reviewed identifying dog license fees in other counties as well as the statutes related to dog licensing. Brief discussion was held regarding the need to enforce dog licensing and the cost of animal control. A draft resolution was reviewed, which reflected an increase in the license fees. Motion Kacvinsky, Bichanich to approve the draft resolution increasing dog licensing fees to $5 for altered dogs, $12 for unaltered dogs and $55 for multiple dogs effective March 1, 2009 and forward the resolution to the County Board for approval. Motion Carried. Reports: Sales Tax: Abeles-Allison provided historical sales tax collection figures. The collections have remained steady over the past 3 years. Housing Authority Annual Report: The annual report is available for review in the County Administrator’s office. Wind Energy Project: Abeles-Allison provided an update on the status of the Wind Energy Consultant’s report on feasibility for Wind Energy. A grant application is being considered to erect a METS tower to measure the wind energy potential south of Mt Ashwabay in the Town of L:\COMMITTEES AND BOARDS\EXECUTIVE COMMITTEE\2008\Executive Committee Minutes 121108.doc Page 2 of 2 Barksdale. This will require conditional use zoning permits. Board members suggested contacting surrounding property owners and the Town of Barksdale and Town of Bayfield before proceeding further. DNR has also expressed interest in this project. JFK Airport Overlay Proposal: Topic is still being discussed. Much input has been received from affected townships. Animal Control Agreement: Abeles-Allison reported that a 3-year agreement was finalized. County-Tribal Law enforcement agreement: Agreement has been finalized. County will be meeting tribal officials to continue dialogue on improved collaboration between the departments. Pictometry: Project will encompass aerial photography of the entire county. 4 inch resolution at 4 angles. Data will be available to all municipalities at no charge. ADRC: Chequamegon Bay Engineering has been contracted to design the ADRC reception and proposed elevator entrance. Frost blankets are in place if the elevator project moves forward. Financial Update: Abeles-Allison reviewed year-to-date financials through December 5th. Currently at 84% of budgeted expenditures for the year. Discussion was held regarding various department budgets. Health Insurance Utilization: Utilization has gone up significantly in the last two months due to several large claims. GHT has proposed a modification to the policy, including smoking cessation tools. The modified coverage would have no additional cost. Committee discussed if a side letter with the unions would be required. Other: Good reported that one of the properties that were “charged back” paid their delinquent taxes. The county board will be asked to rescind and modify their earlier motion on this topic. Motion Kacvinsky, Bichanich to adjourn. Motion Carried. Meeting adjourned at 5:15 pm.
