HomeMy WebLinkAboutExecutive Committee - Minutes - 1/8/2009Minutes of the Bayfield County Executive Committee Meeting 4:00 PM, January 8, 2009 Emergency Operations Center, Washburn, WI Members Present: Brett Rondeau, David Good, Marco Bichanich, Bill Kacvinsky, Dee Kittleson Others Present: Mark Abeles-Allison-County Administrator; Kris Kavajecz-Confidential Secretary, Marian Vaughn and Rick Geisen for Bayfield County Economic Development Corporation, Rick Olivo- Daily Press Meeting called to order at 4:00 pm by Rondeau. Motion Kacvinsky, Bichanich to approve minutes of the December 11, 2008 Executive Committee Meeting. Motion Carried. Presentation by Bayfield County Economic Development Corporation: Marian Vaughn and Rick Geisen were present to provide an update of activities over the past year and also summarized current economic development opportunities. Geisen provided a summary of financial status of the organization. Handouts of both the budget and activity summary were provided to the committee members. Budget Amendment Resolution: Abeles-Allison reviewed four internal service funds that may require budget amendments at the County Board. The two fleet funds have exceeded both revenue and expenditures as a result of high gas prices in 2008. Stimulus Projects: The State of Wisconsin has requested a list of potential infrastructure projects that could be considered for funding through a stimulus program. Abeles-Allison shared a summary of projects that have been received from county-wide organizations. Motion Kacvinsky, Good to approve the list of stimulus projects and forward to the state for consideration. Motion Carried. Superior Days: A list of Superior Days Legislative and Agency Issues was reviewed. Superior Days to be held Feb 24 & 25, 2009. Abeles-Allison explained that the expansion of US Hwy 2 to a 4-lane was removed as a legislative issue and will be an Agency Issue. Kittleson suggested adding a solid cutover date for Long Term Care to the list of agency issues. Reports: Wind Power: Abeles-Allison and Forestry personnel met with the DNR to discuss the potential wind tower near Mt. Ashwabay. Town of Bayview will consider the conditional use permit application next week. Forestry personnel will attend the meeting to answer questions. ADRC: Preliminary plans to add an elevator and relocate the stairwell to the lower level of the courthouse were reviewed. The plans also included minor remodel of the existing DHS reception area to accommodate two separate lobby areas serviced by one reception desk. The Bremer Foundation is considering a grant application for part of the elevator renovation costs. Bank balance is approximately $6,000 below the 2007 figures. Ag Station: Proposals for property development are due on January 16, 2009. Several proposals are expected. Next Ag Station meeting is scheduled for February 2, 2009. Health Insurance Utilization: Utilization has increased significantly due to several large claims in the fall. NACo Rx Program: Utilization of this program remains consistent. Leadership Program: Two employees will be participating in the Leadership Program that will be sponsored through the UW Extension this Spring/Summer. Worker’s Compensation Draft Policy: A policy has been drafted and will be reviewed by the committee at their next meeting. Animal Control: There are two contracts for animal control services, one with Callae Hyde for housing of animals and one with Amanda Buss, who serves as the County Humane Officer. The contract with Ms. Hyde has been finalized. Negotiations are ongoing with Ms. Buss. Other: The Sheriff’s Department is considering acquiring a new snowmobile for enforcement through the State Snowmobile program. Purchases are made and depreciated over 5 years. The Forestry Department is interested in acquiring the existing snowmobile that the Sheriff’s Dept is using. It is 10 years old with about 5,000 miles on it. UW Extension personnel have been notified that they are no longer permitted to operate the 15- passenger van due to insurance reasons through the state. County is considering selling the van and obtaining a smaller van that they can operate. Motion Kacvinsky, Jardine to enter executive session pursuant to Wis Statutes §19.85(1)(c)(e)(g) to consider legal counsel with regard to litigation the county is or anticipates being involved in, discuss personnel issues including: grievances, performance and employment data and bargaining strategy. Roll Call Vote: All-Yes, motion carried. Motion Jardine, Bichanich to return to open session at 6:00pm. Roll Call Vote: All-yes, motion carried.
